How to Get Your USDOT Number and MC Authority

To get a USDOT number, file a free application through the Federal Motor Carrier Safety Administration’s Unified Registration System at portal.fmcsa.dot.gov. Standard processing runs about 20 to 25 business days, and applications flagged for additional review can take another eight weeks or more.1Federal Motor Carrier Safety Administration. What trips new carriers up is everything attached to it: insurance filings, a safety audit, vehicle markings, and a recurring update deadline that carries steep penalties if you miss it.

Do You Actually Need One

Federal rules require a USDOT number for any company operating a commercial motor vehicle in interstate commerce. Meeting any one of four triggers is enough:2eCFR. 49 CFR 390.5

  • The vehicle has a gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight of 10,001 pounds or more.
  • It carries more than 8 passengers, including the driver, for compensation.
  • It carries more than 15 passengers, including the driver, even without compensation.
  • It transports hazardous materials in quantities requiring placarding.

What to Have Ready Before You Start

The URS application asks for detailed company and fleet information. Hunting down an EIN or an insurance policy number mid-session slows the whole thing down. Have this in front of you:

  • Legal business name, Employer Identification Number or Social Security Number, physical address, and mailing address.
  • Your business structure: sole proprietor, partnership, LLC, or corporation.
  • Operation type: for-hire, private, or both, and whether you run interstate or intrastate.
  • The types of cargo you plan to haul, such as general freight, household goods, or hazardous materials.
  • Fleet count, vehicle types, and weight ratings.

If you will operate as a for-hire carrier moving regulated commodities or passengers across state lines, you also need operating authority (an MC number), and it makes sense to apply for both in the same session.

Filing Through the Unified Registration System

New applicants register exclusively through URS. The older Form MCS-150 is no longer accepted for first-time registration and is used only to update existing accounts.5Federal Motor Carrier Safety Administration. Form MCS-150 and Instructions – Motor Carrier Identification Report

Go to portal.fmcsa.dot.gov/UrsRegistrationWizard and create a Login.gov account to verify your identity. The system then walks you through screens for company, operational, and vehicle information. The USDOT number application itself has no filing fee.

Check every field before you submit. Errors in your legal name or address can delay processing and cause headaches later when you need to display the information on your vehicles or when your insurer files proof of coverage. If you are applying for operating authority in the same session, that portion carries a separate $300 fee per authority type, and it is non-refundable even if the application is denied.6Federal Motor Carrier Safety Administration. You cannot legally begin operations until your registration is active, so build the 20-to-25-business-day window (plus any additional review time) into your launch schedule.

When You Also Need Operating Authority

A USDOT number by itself does not let you haul freight or passengers for hire across state lines. For-hire carriers moving regulated commodities or passengers in interstate commerce need operating authority, issued as an MC, FF, or MX number depending on the service.7Federal Motor Carrier Safety Administration. Each authority costs $300. If you need more than one type, such as property plus passenger, you pay $300 for each; two authorities of the same type only require one fee.6Federal Motor Carrier Safety Administration. What Is the Cost of Obtaining Operating Authority

Insurance on File

Operating authority does not go active until required insurance is on file with the FMCSA. Federal minimums range from $300,000 for smaller non-hazmat property carriers to $5,000,000 for carriers of explosives, poison gas, radioactive materials, or larger passenger vehicles.8Federal Motor Carrier Safety Administration. BOC-3 Process Agent

Carriers with operating authority must also file Form BOC-3 to designate a process agent in every state where they operate. The process agent is authorized to accept legal documents on your behalf. Only the agent can submit BOC-3; motor carriers cannot file it themselves. Either line up an agent with a physical presence in each state, or use a blanket agent covering all states at once.9Federal Motor Carrier Safety Administration. The New Entrant Safety Audit

Every new carrier enters an 18-month monitoring period under the New Entrant Safety Assurance Program. You will receive a safety audit during that window, typically within the first 12 months of operations.10Federal Motor Carrier Safety Administration. New Entrant Safety Assurance Program To pass, keep your records current, conduct periodic vehicle inspections, maintain your fleet, and run a safe operation.

Certain violations trigger an automatic failure. The categories include drug and alcohol testing failures, using drivers without a valid CDL or who are disqualified or medically unqualified, running without required insurance, skipping hours-of-service recordkeeping, operating a vehicle declared out of service before repairs, and failing to have vehicles periodically inspected.

A failed audit does not immediately end your registration, but you must implement corrective actions. If the problems are not fixed, the FMCSA will revoke your USDOT registration.10Federal Motor Carrier Safety Administration. New Entrant Safety Assurance Program

Marking Your Vehicles

Once the number is active, you must display it on both sides of every self-propelled commercial motor vehicle you operate, on the power unit rather than the trailer. Federal regulations set three standards:11eCFR. 49 CFR 390.21 – Marking of Self-Propelled CMVs and Intermodal Equipment

  • Letters contrast sharply with the vehicle background.
  • The marking is readable from 50 feet away in daylight while the vehicle is stationary.
  • It stays legible over time; faded or peeling lettering does not meet the standard.

Display your legal name or a single trade name alongside the USDOT number. Paint the markings directly on the vehicle or use a removable device like a magnetic sign, as long as it meets the legibility requirements.

The Biennial Update

Every active USDOT number holder must file an update every two years, even when nothing has changed. The requirement still applies if you have stopped operating but have not formally notified the FMCSA.12Federal Motor Carrier Safety Administration. Your deadline is set by the digits of your USDOT number. The last digit determines the month (1 files by end of January, 2 by end of February, through 0 for October). The next-to-last digit determines the year: odd digits file in odd years, even in even years.13eCFR. 49 CFR 390.19

Missing the update is one of the easier mistakes to make and one of the more expensive. The FMCSA can deactivate your number and impose civil penalties of up to $1,000 per day, capped at $10,000.14Federal Motor Carrier Safety Administration. Unified Carrier Registration

Interstate carriers holding an MC number must also register annually under the Unified Carrier Registration program and pay a fee scaled to fleet size.15Unified Carrier Registration Plan. UCR runs on its own annual deadlines and is separate from your FMCSA registration, so it is a distinct item to track once you are operating.
