How to Get Your Montgomery GI Bill Refund: Amount, Timing, and Taxes

The $1,200 you paid into the Montgomery GI Bill comes back to you through one pathway: you switched to the Post-9/11 GI Bill, used every month of that entitlement, and were receiving a monthly housing allowance on the day it ran out. When those conditions line up, the VA adds your Montgomery GI Bill refund to your final housing allowance payment automatically. No form, no application. Who Qualifies

All of the following must be true. First, your service has to fit: you entered active duty after June 30, 1985, or you served at least two years on active duty plus four years in the Selected Reserve after that date. Then every one of these applies:

  • You paid the $1,200 buy-in, either through the $100-per-month pay reduction across your first 12 months of service or as a lump sum.
  • You elected Chapter 33 (Post-9/11) benefits instead of Chapter 30 (MGIB).
  • You had unused MGIB entitlement when you made the switch.
  • You used every month of your Post-9/11 GI Bill entitlement.

That last condition catches people. If your Post-9/11 entitlement runs out during a break between semesters, or while you’re enrolled only in online courses that don’t generate a housing allowance, the automatic refund may not trigger. What Cannot Be Refunded

Paying the $1,200 and simply not using the GI Bill does not entitle you to anything back. The statute that created the pay reduction treats the money as reverting to the Treasury and never received by the service member.1Office of the Law Revision Counsel. 38 USC 3011 Basic Educational Assistance Entitlement for Service The only route back is the Post-9/11 exhaustion path above.

Two other contributions are permanently off the table. The $600 buy-up program, which increases your monthly MGIB payments, is not refundable.3Veterans Affairs. Keep the 10-year clock in mind too. You generally have 10 years after leaving active duty to use MGIB benefits. If that window closes without a switch to Post-9/11, the refund pathway closes with it.

How Much You Get Back

If you never used a single month of MGIB before switching, you get the full $1,200. If you used some months first, the VA prorates it. Say you used about 15.5 months of MGIB before switching to Post-9/11 and had 20.5 months left. The math: 20.5 ÷ 36 = 0.5694, then 0.5694 × $1,200 = $683.33. That amount gets added to your final housing allowance payment.

How and When the Money Arrives

You do not apply. There is no separate form and no request to submit. When you exhaust your Post-9/11 entitlement while receiving a monthly housing allowance, the VA calculates the refund and includes it in that final housing payment.3Veterans Affairs. Because the refund rides with your final housing payment rather than moving as its own claim, it should hit on the same timeline as your other Post-9/11 payments. The VA lists roughly 30 days as its average for education claims generally.5Veterans Affairs. A Note on Rudisill Before You Switch

If you haven’t yet elected Post-9/11 and you qualify for both Chapter 30 and Chapter 33, pause. The Supreme Court’s 2024 decision in Rudisill v. McDonough invalidated the irrevocable election requirement in certain cases, and some veterans can now use entitlement under both programs sequentially, up to 48 months total.6Veterans Benefits Administration. If Your Refund Does Not Arrive

Contact the VA directly. You have two front-door options:

  • GI Bill Hotline: 888-442-4551, Monday through Friday, 8:00 a.m. to 7:00 p.m. ET.
  • Ask VA: submit an inquiry through the online portal and select “GI Bill” as the category.

The most common reason a refund never appears is the housing allowance requirement. If the VA denies the refund or you think the amount is wrong, you have three review paths under the Appeals Modernization Act: a Higher-Level Review by a senior reviewer on the existing record, a Supplemental Claim where you add new and relevant evidence, or an appeal to the Board of Veterans’ Appeals with the option of a hearing before a Veterans Law Judge. If the Service Member Died on Active Duty

When a service member dies on active duty, the designated life insurance beneficiary is entitled to a refund of MGIB contributions collected through payroll deduction but never used for education benefits.8GovInfo. Taxes

VA education benefit payments, including GI Bill payments, are tax-free, and the VA tells veterans not to include them as income when filing.9Veterans Affairs. You will not receive a 1099 for it, and you do not report it as income.
