DD Form 2542 is the Presidential Certificate of Appreciation for Service in the Armed Forces of the United States. It is signed by the sitting President as Commander-in-Chief and presented to service members when they retire. You do not fill it out or apply for it. Who Receives One

- Service members retiring after 20 or more years who have become eligible for regular or non-regular retired pay.
- Reserve Component members upon transfer to the Retired Reserve. Transfer itself triggers eligibility; no separate age milestone is required.
- Others retiring from military service at the discretion of the Secretary of the Army, Navy, or Air Force. The instruction gives medical retirement due to combat injuries as an example.
That third category is not automatic. A medically retiring member is not guaranteed the certificate; the Secretary of the relevant department decides. If you are separating on medical grounds and want to know whether one will be prepared for you, ask your transition office before your out-processing date.
The instruction applies to the Army, Navy, Air Force, and Marine Corps. Space Force members fall under the Department of the Air Force and follow the same process. The Coast Guard sits under the Department of Homeland Security, and the instruction’s applicability there is less clear; Coast Guard retirees should contact their personnel command directly.

To make sure the certificate is ready in time, coordinate with your transition office as soon as your retirement date is set. Army guidance recommends submitting requests for presidential recognition items at least 90 days before the retirement date or ceremony, whichever comes first. If You Retired Without Receiving One
Some retirees leave service without the certificate because of an administrative oversight, a quick separation, or paperwork that lagged behind a medical retirement. Contact your branch’s personnel command and have your DD Form 214 ready, since it confirms your service dates, grade, and character of service.

Only One Certificate Is Issued
This is the point most people searching for this form need to know. DoDI 1348.34 states that only one DD Form 2542 is provided per qualifying service member, and requests for an additional certificate are not authorized.1Department of Defense. Two practical steps follow from that. Make a high-resolution scan or photograph of the certificate as soon as you have it. And if you have an unusual circumstance, such as a certificate destroyed in a fire or natural disaster, you can still contact your branch’s personnel command and explain what happened. The instruction bars additional issuances, but branches occasionally exercise discretion in individual cases. Do not count on it.
What the Certificate Does Not Do
The DD Form 2542 is ceremonial. Not the Same as the Presidential Letter of Appreciation
The DD Form 2542 is often confused with the Presidential Letter of Appreciation. They are separate items. The letter is a personalized communication signed by the President and requested through each branch’s White House Liaison Office, generally for personnel with 30 or more years of service or those retiring at senior grades.
