If you lost the HOPE Scholarship because your cumulative GPA fell below 3.0, you can get it back at your next attempted-hour checkpoint — but only once, and only if you haven’t exhausted the program’s hour cap. The Checkpoints Where You Can Regain HOPE
GSFC does not review your grades on a rolling basis. Eligibility is reassessed only when you reach specific attempted-hour totals:1Georgia Student Finance Commission. HOPE
- Semester system: 30, 60, and 90 attempted hours
- Quarter system: 45, 90, and 135 attempted hours
Those are the only windows. You cannot ask GSFC or your financial aid office to review your record between them. Attempted hours include every postsecondary credit taken after high school graduation, and withdrawn or failed courses count toward the total even though they drag your GPA down.
If your GPA slipped at 30 hours, your next shot is at 60. If you lost HOPE at 60, your last shot is at 90. After 90 attempted hours no further GPA checkpoints exist, so the standard reinstatement path closes.
The GPA GSFC Actually Uses
At each checkpoint, GSFC checks whether your cumulative postsecondary GPA has reached at least 3.0.1Georgia Student Finance Commission. HOPE The calculation covers all attempted coursework at every postsecondary institution you’ve attended, not just your current school, and GSFC uses its own formula. The GPA on your university transcript can differ from the one GSFC uses to decide eligibility.
Because the number is cumulative, digging out takes time. If your GPA sat at 2.5 after 30 hours, you need grades well above 3.0 across the next 30 hours to pull the average up to 3.0 by the 60-hour checkpoint. Mapping out the grades you need with an academic advisor is the most reliable way to hit the mark.
STEM Course Weighting
Grades of B, C, or D in approved science, technology, engineering, or math courses receive an additional 0.5 weight in the HOPE GPA calculation.2Georgia Student Finance Commission. College STEM Course Weighting Report FY2025 A grade of A does not get the boost because it already earns maximum grade points. Only courses approved by the STEM Weighted Course Council qualify, so not every class in a STEM major counts. Your financial aid office or the GSFC website can confirm which courses are on the list.
You Only Get One Reinstatement
Georgia law allows you to regain the HOPE Scholarship only once.1Georgia Student Finance Commission. HOPE If you lose it, hit 3.0 at a checkpoint, get reinstated, and then drop below 3.0 again at the next checkpoint, you become permanently ineligible. There is no second reinstatement no matter how well you perform later. Treat the restored scholarship as your last opportunity.
When Reinstatement Isn’t Available
HOPE has a hard credit-hour cap. Eligibility permanently expires once you reach 127 attempted semester hours (or 190 quarter hours), or once you’ve been paid for that same number of combined hours across HOPE, Zell Miller Scholarship, HOPE Grant, and Zell Miller Grant programs.3GAfutures. What to Do When Your GPA Is Back Up
Reinstatement is not automatic. Even if your cumulative GPA hits 3.0 at a checkpoint, GSFC needs the right paperwork on file to process your eligibility.
File the FAFSA or GSFAPPS
Keep an active financial aid application in the system. Most students file the Free Application for Federal Student Aid (FAFSA), which also feeds your information to GSFC for state aid. The FAFSA for the 2026–2027 academic year opens on October 1, 2025 and must be received by June 30, 2027.4StudentAid.gov. 2026-27 FAFSA Form File early; processing delays can hold up reinstatement. If you don’t need federal aid, you can file the GSFAPPS application at GAfutures.org, which handles Georgia state aid only.
Gather Official Transcripts
Your financial aid office needs official transcripts from every postsecondary institution you’ve attended so GSFC can calculate your total attempted hours and cumulative GPA across all schools. If you took community college classes, studied out of state, or earned dual-enrollment credits, request those transcripts well in advance. Some registrars take weeks.
Work Through Your Financial Aid Office
Submit transcripts and application materials through your college’s financial aid office or student portal. The office verifies that your records line up with GSFC standards and passes your updated status to the state system.1Georgia Student Finance Commission. If You Lost HOPE Because of a Hardship
If your grades or withdrawal came from circumstances outside your control, you can request an exception from the GSFC Board of Commissioners. This is separate from checkpoint reinstatement.

- Serious illness, psychiatric disorder, or serious injury experienced by the student
- Death of an immediate family member, including stepparents, stepchildren, or stepsiblings
- A family member’s serious health crisis that required the student to provide temporary care

Submit a complete packet through the Student Document Upload on the GAfutures portal. Incomplete submissions may be automatically denied. Required items include the Program Exception Request form (available on GAfutures.org), a signed letter of explanation, medical records, and any relevant professional or legal statements.6GAfutures. The Board of Commissioners meets quarterly, with submission deadlines on the first Friday of July, October, January, and April.6GAfutures. The Board’s decision is final and cannot be appealed, so build the strongest packet you can the first time.
If GSFC Made an Error
If you think GSFC miscounted your hours or miscalculated your GPA, request an administrative review instead. Submit a written request with supporting documentation within 45 days of receiving your denial notice, sent to GSFC’s Program Administration Office at programadmin@gsfc.org.6GAfutures. If You Lost the Zell Miller Scholarship
Zell Miller uses the same 30/60/90-hour checkpoints and the same one-time reinstatement rule as HOPE, but the GPA threshold is 3.3 rather than 3.0. If you can’t get back to 3.3 but your cumulative GPA is at least 3.0, you may still qualify for the standard HOPE Scholarship at a checkpoint, provided you meet HOPE’s other requirements. The per-hour award is smaller, but scholarship money keeps flowing toward tuition.
