How to Get Saudi Arabian Citizenship: Points, Marriage, Talent

Getting Saudi Arabian citizenship is one of the hardest naturalizations in the world. The standard route requires at least ten consecutive years of legal residence in the Kingdom, fluency in Arabic, a minimum score on a government point system, and a discretionary approval from the Ministry of Interior. On top of that, Saudi Arabia prohibits dual citizenship, so anyone who naturalizes is expected to give up their original passport. Meeting every listed requirement does not guarantee approval; the final decision is a privilege, not an entitlement.

Who Can Apply for Naturalization

The Saudi Arabian Nationality Regulations set out the baseline criteria a foreign national must meet before an application is even considered.1Saudi Ministry of Interior. Saudi Arabian Citizenship System You need:

  • At least ten consecutive years of legal residence in Saudi Arabia, documented by a valid permanent resident permit (Iqama).
  • To be at least 18 years old at the time of application.
  • The ability to speak, read, and write Arabic.
  • Good conduct, with no criminal convictions and no imprisonment for a moral offense exceeding six months.
  • Mental and physical fitness, confirmed by a medical examination.
  • Proof of a lawful livelihood sufficient to support yourself and any dependents.
  • A profession the country needs. Some occupations are restricted, others prioritized.

Clearing this list only makes you eligible to be evaluated. The Ministry of Interior can deny an application without a detailed explanation, and the file gives no published appeal mechanism.

The Point System

Applications that pass the initial screening are scored on a point system. You need a minimum of 23 points for the review committee to recommend the case for further consideration.1Saudi Ministry of Interior. Saudi Arabian Citizenship System Points are awarded for length of residence, educational qualifications, professional expertise, and family ties to Saudi nationals. Applicants with advanced degrees, longer residency, or skills in high-demand fields will score higher.

Scoring below 23 ends the process. Scoring above it only moves you into substantive review. The government does not publish a detailed public calculator, so the exact weighting of each factor is not something an applicant can reverse-engineer.

How to File the Application

Applications go to the Ministry of Interior or its local Civil Affairs offices. You submit a citizenship application form along with an accompanying information form and supporting documents, including:

  • A valid passport
  • Birth certificate
  • Marriage certificate, if applicable
  • Educational credentials
  • Police clearance certificates from Saudi Arabia and your home country
  • Medical examination reports confirming physical and mental fitness
  • Recent photographs

After submission, you receive a confirmation receipt and the application is registered for committee review. The committee verifies documentation, scores the application, and makes a recommendation. Expect the process to take years, not months. The final decision rests with senior government officials and remains discretionary throughout.2ECOI.net. Saudi Arabian Nationality Regulations

Citizenship Through Marriage to a Saudi

A foreign woman married to a Saudi man may apply for citizenship on a shorter track. Eligibility requires at least five years of continuous legal residence in Saudi Arabia during the marriage.2ECOI.net. Saudi Arabian Nationality Regulations Having children from the marriage strengthens the case considerably. Other favorable factors include being born in the Kingdom, having Saudi relatives, or a husband employed in a professional field.

The applicant must show good character, Arabic fluency, and a clean criminal record. One requirement often catches applicants off guard: you must formally declare abandonment of your original nationality before a Saudi public notary or judge as part of the application itself, not after approval.2ECOI.net. Saudi Arabian Nationality Regulations Applications go through Civil Affairs departments.

Foreign men married to Saudi women do not have a parallel spousal pathway. A foreign husband’s path would generally follow the standard naturalization track.

The Exceptional Talent Track

Under a program tied to Vision 2030, Saudi Arabia grants citizenship to foreign nationals with exceptional skills in fields including medicine, science, engineering, technology, Islamic scholarship, sports, and finance. A 2021 royal decree formalized this route, and the first group of naturalizations under it included doctors, academics, religious scholars, and financial specialists.

This is not a track you can apply for through a standard form. It is nomination-based: candidates are put forward by government bodies based on professional achievements and strategic value to the Kingdom. Review happens at ministerial and royal levels, and there is no published timeline or scoring rubric.

Citizenship by Birth or Ancestry

Saudi nationality follows jus sanguinis, meaning citizenship passes through bloodline rather than place of birth. A child born to a Saudi father, in the Kingdom or abroad, is automatically a Saudi citizen with no application required.

A child born to a Saudi mother and a non-Saudi father has a harder path. Under a 2023 royal decree amending Article 8, these children can apply for citizenship once they turn 18 if they were born and permanently reside in Saudi Arabia, speak Arabic, and have a clean record. The decision now sits with the Minister of Interior rather than requiring a recommendation up to the Prime Minister, which is meant to streamline approvals.

Being born on Saudi soil to two foreign parents does not confer citizenship. That child may apply as an adult if they hold permanent residency, speak Arabic, have good conduct, and file within one year of turning 18.2ECOI.net. Saudi Arabian Nationality Regulations

Dual Citizenship Is Not Allowed

This is the point that decides the question for many readers. Saudi Arabia bans dual citizenship. Article 11 of the nationality law prohibits any Saudi citizen from acquiring a foreign nationality without prior permission from the Council of Ministers, and Article 13 lets the government strip Saudi nationality from anyone who does so without that permission.1Saudi Ministry of Interior. Saudi Arabian Citizenship System

The reverse applies to foreign nationals who naturalize as Saudi: they are expected to give up their original citizenship. The spousal track explicitly requires a renunciation declaration, and the practical expectation is the same for general naturalization. Before pursuing this, verify whether your home country permits renunciation and what the legal consequences are.

What This Means for U.S. Citizens

Under federal law, a U.S. citizen who voluntarily naturalizes in a foreign country with the intention of giving up U.S. nationality may lose their American citizenship.3Office of the Law Revision Counsel. 8 USC 1481 – Loss of Nationality by Native-Born or Naturalized Citizen The key word is “intention.” The State Department presumes foreign naturalization is voluntary, but the presumption can be rebutted. In practice, if you naturalize in Saudi Arabia and later tell a U.S. consulate you did not intend to give up American citizenship, you may be able to keep it. Because Saudi Arabia requires renunciation of your prior nationality, however, holding that position becomes legally precarious on both sides.4U.S. Department of State. When Saudi Citizenship Can Be Revoked

Saudi citizenship, once granted, is not unconditional. Under Article 13, the government can revoke it by decree for:

  • Acquiring foreign nationality in violation of Article 11.
  • Joining the armed forces of another country without Saudi government approval.
  • Employment with a foreign government at war with Saudi Arabia.
  • Working for a foreign government or international organization and refusing to leave the position when ordered by the Saudi government.

Naturalized citizens carry an additional vulnerability. Citizenship obtained through naturalization can be withdrawn if the government finds it was procured through fraud or false information, and naturalized citizens who commit certain serious crimes within a set period after naturalization may also face revocation. A Saudi woman married to a man who loses his citizenship does not automatically lose hers, but minor children follow the father’s status. Those children can reclaim Saudi nationality within one year of reaching adulthood.1Saudi Ministry of Interior. Saudi Arabian Citizenship System

Premium Residency Is the Realistic Alternative

For most expatriates, full citizenship is not a realistic goal. The ten-year residency clock, the point threshold, the dual-nationality ban, and the discretionary approval process together mean that very few foreign nationals complete the path. Saudi Arabia’s Premium Residency program, launched in 2019, is the more accessible option and is what most immigration advisors in the Kingdom recommend treating as the primary goal.

Premium Residency functions like a green card. It lets foreign nationals live in the Kingdom without an employer sponsor, own property outside Mecca, Medina, and border areas, operate businesses, and sponsor family members for residency. It comes as either a permanent or renewable permit. Eligibility requires proof of financial resources and a clean legal record, and some packages require upfront fees or investment capital.5Ministry of Investment of Saudi Arabia. Premium Residency Permit Law

The trade-offs are real. Premium residents cannot own property outright in the holy cities, are excluded from Saudi-only professions, and hold a status that is ultimately revocable. Citizens, by contrast, can own property freely in Mecca and Medina, access professions reserved under Saudization policies, and hold a status that cannot be stripped except on the narrow grounds above. For most people who want long-term stability in Saudi Arabia without giving up their current passport, Premium Residency is the path that actually works.
