To get MEA attestation, take your original document through the correct state-level authenticating authority first, then submit it through one of four authorized service providers to the Ministry of External Affairs, which will either apostille it or apply a normal attestation stamp depending on whether your destination country is a member of the Hague Apostille Convention.1Ministry of External Affairs. Attestation/Apostille The MEA will not accept a document that hasn’t been pre-authenticated by the appropriate state body, and for non-Hague destinations there is still an embassy step after the MEA is done. The full chain matters more than any single stamp in it.
Apostille or Normal Attestation
Which stamp you need depends entirely on your destination. India has been a Hague Convention member since 2005, so an MEA apostille is accepted as final proof of authenticity in more than 120 member countries, including the United States, United Kingdom, Australia, Canada, Germany, France, and most of the European Union.1Ministry of External Affairs. Attestation/Apostille No embassy step follows.
Normal attestation is used for countries outside the convention. Common non-member destinations for Indian workers include the UAE and Qatar. For these countries, the MEA stamp is one link in a longer chain that ends at the destination country’s embassy in India. If you’re unsure, check the Hague Conference on Private International Law member list at hcch.net before you start, because the two processes are not interchangeable.
Step 1: State-Level Authentication
No document goes straight to the MEA. Every document must first carry a stamp from a designated state-level authority, and the correct authority depends on the type of document. Getting this wrong means the MEA returns the paper unprocessed.
Educational Documents
University degrees, diplomas, school certificates, and transcripts are authenticated by the Education Department (often called the HRD Department) of the state where the issuing institution is located.2Ministry of External Affairs. Attestation Many states also require the issuing university or board to verify the document before the HRD department will touch it. University verification alone runs 7 to 10 working days, and the HRD stamp that follows takes anywhere from 5 to 30 working days depending on the state.
Personal Documents
Birth certificates, death certificates, marriage certificates, affidavits, and powers of attorney go through the Home Department or General Administration Department of the state or union territory where the document was issued.1Ministry of External Affairs. Attestation/Apostille This step validates the signature of the registrar or magistrate who signed the original. Turnaround is typically 3 to 7 working days.
Commercial Documents
Certificates of origin, articles of association, and other papers proving a company’s legal existence or trade activity are pre-authenticated by the relevant Chamber of Commerce.2Ministry of External Affairs. Attestation
The SDM Shortcut
A Sub-Divisional Magistrate can authenticate both educational and personal documents as an alternative to the HRD or Home Department route. The SDM stamp usually comes in 3 to 7 working days and normally doesn’t require the upstream university verification, which makes it much faster for educational papers. Not every destination accepts it, though. Qatar’s embassy, for example, still requires HRD attestation on educational documents and treats an SDM bonafide certificate as a separate additional requirement. Confirm what your destination accepts before choosing the SDM path.
Condition of the Document
State departments and the MEA reject documents that are laminated, torn, water-damaged, or faded. White-out corrections and handwritten additions trigger the same result. If the original has any of these problems, request a fresh copy from the issuing institution before entering the chain.
Step 2: Preparing the MEA Application Packet
Once your document carries the correct state-level stamp, you assemble a submission packet with:
- The original document with its state-level authentication stamps. Originals are submitted and returned after processing.
- A clear photocopy of each document page.
- A photocopy of the applicant’s passport data pages showing name, photograph, and passport number. This ties the document to your identity in the Consular, Passport and Visa Division records.
- The service provider’s application form.
Your name on every document has to match your passport exactly. A missing middle name, a spelling variation, or a maiden-versus-married name mismatch is enough to get the packet returned. If your name has changed since a document was issued, correct it at the source institution before you enter the attestation chain.
Step 3: Submitting Through an Authorized Service Provider
The MEA does not accept documents directly from individuals at its CPV Division counter at Patiala House Annexe in New Delhi. Since July 2012, all submissions must go through one of four outsourced service providers.2Ministry of External Affairs. Attestation The empanelled providers are:
- BLS International Services Ltd.
- Superb Enterprises Pvt. Ltd.
- IVS Global Services Pvt. Ltd.
- Alhind Tours & Travels Pvt. Ltd.
One exception applies: at the MEA’s four Branch Secretariats located outside Delhi, applicants can submit and collect documents directly.2Ministry of External Affairs. Attestation
BLS International operates 17 collection centers across India, in cities including Delhi, Mumbai, Chennai, Bengaluru, Kolkata, Hyderabad, Ahmedabad, Kochi, and Lucknow.3Ministry of External Affairs. MEA Attestation Locations The other three providers operate their own center networks. You hand your packet in at any center, and the provider forwards it to the CPV Division. Once the MEA applies its stamp or apostille sticker to the reverse of the document, the provider notifies you for collection. Most centers offer courier delivery for an additional fee.
What It Costs
MEA fees are small. An apostille is ₹50 per document; normal attestation is free at the MEA itself. Service providers charge ₹84 per document plus ₹3 per page for scanning.1Ministry of External Affairs. Attestation/Apostille
These MEA-level charges are only a fraction of what the full chain costs. State-level authentication fees vary by state and document type, and for non-Hague destinations the embassy attestation that follows can be much more expensive than every step before it combined. Budget for the entire chain, not just the MEA stamp.
How Long the Chain Takes
MEA processing itself typically takes 3 to 7 working days after state-level authentication is complete. Commercial documents often clear in 2 to 5 working days when the paperwork is clean. Educational documents run longer overall because of the upstream university verification, with the full sequence from state authentication through MEA collection commonly landing between 7 and 15 working days. Express processing can compress the MEA stage to 1 to 3 working days when the office isn’t backed up and your documents are in order.
The state stage is where most of the calendar time goes. HRD attestation in some states runs up to 30 working days, while the SDM route can finish in under a week. Plan the timeline end to end, including any embassy step, against your visa or admission deadline.
The Extra Step for Non-Hague Countries
If your destination isn’t a Hague member, MEA attestation is not the final step. The document then has to be attested by the destination country’s embassy or consulate in India, and that stage is often handled through a different service provider than the four listed above. VFS Global, for example, handles UAE embassy attestation submissions but isn’t one of the MEA’s empanelled providers.4VFS Global. VFS Global – Apply for Attestation Check the specific embassy for its own requirements, authorized submission channels, and fees before you begin, because their conditions sometimes reach back into the state stage.
How Long the Attestation Stays Usable
The apostille or attestation stamp itself carries no printed expiration date. Once the MEA certifies the document, that certification stays on the paper. In practice, though, many destination countries and their institutions want an attestation less than six months old, and some accept up to a year. The concern is whether the underlying document is still current. If your attested document sits unused for more than six months, ask the receiving institution or embassy whether you need to restart. Re-attestation means running the whole chain again from the state level.
Common Reasons Applications Are Rejected
Most MEA-stage rejections trace back to preventable errors earlier in the chain:
- Submitting to the MEA without the required HRD, Home Department, SDM, or Chamber of Commerce stamp.
- Name on the document not exactly matching the passport, including spelling, middle names, and word order.
- Laminated documents, since authentication authorities can’t verify stamps and seals through lamination.
- Torn, faded, whited-out, or otherwise altered documents.
- Documents from an institution the relevant state education authority doesn’t recognize, which stops the process at the HRD stage.
- Using the wrong state authority for the document type, such as taking an educational certificate to the Home Department instead of HRD.
The costliest mistake is running the whole chain correctly only to find at the embassy counter that the destination country required a specific form of state authentication you didn’t get. Confirm the destination’s exact requirements before you start, not after.
