How to Get Emergency Payments for Rent, Bills, and Disasters

If you need emergency payments for rent, bills, and disasters, the fastest routes depend on what the crisis is: FEMA for federally declared disasters, LIHEAP for utility shutoffs, expedited SNAP for food, state one-time emergency grants for rent arrears, and Social Security’s emergency and immediate payments for people waiting on SSI. Below is what each program actually pays for, who qualifies, and how to apply.

Rent Arrears and Eviction

Several federal and state programs cover back rent, security deposits, utility arrears tied to housing, and moving costs. The federal Emergency Rental Assistance Program created during COVID-19 has ended — the ERA2 performance period closed September 30, 2025, and grantees can no longer use those funds to help renters.2U.S. Department of the Treasury. Emergency Rental Assistance Program What remains is a patchwork of HUD-funded local programs and state emergency grants.

HUD Emergency Solutions Grants

HUD’s Emergency Solutions Grants (ESG) program funds local governments and nonprofits to prevent homelessness and rapidly re-house people who have already lost their housing. ESG money can pay short-term and medium-term rental assistance, rental arrears, security deposits, utility payments, moving costs, and housing stability case management.3HUD Exchange. ESG Rapid Re-Housing To qualify for the homelessness prevention side, your income generally has to be below 30% of the area median and you have to face imminent housing loss, such as an eviction notice within 21 days or a domestic violence situation.4eCFR. 24 CFR Part 576 – Emergency Solutions Grants You can’t apply directly to HUD. Access runs through local coordinated assessment systems; HUD’s “Find a Grantee” tool at hudexchange.info locates the nearest provider.5HUD Exchange. Emergency Solutions Grants

State One-Time Emergency Grants

Many states operate their own one-shot programs, usually funded through TANF block grants plus state dollars. Rules vary sharply:

  • New York City’s One Shot Deal, run by the Human Resources Administration, pays emergency cash for rent arrears, utility shutoffs, loss of property from fire or theft, and domestic violence situations. You apply online through ACCESS HRA or at a Benefits Access Center and must sit for a mandatory interview. You have to show the ability to pay future rent and may be required to repay some or all of the grant. HRA must process requests within 30 days.6Legal Aid Society of New York. • Wisconsin’s Emergency Assistance covers housing emergencies, domestic violence, natural disasters, fire, and energy crises for families with children under 18 earning at or below 115% of the federal poverty level. Maximum benefits are $1,200 for groups of two to five people and $220 per person for larger groups, with a $750 cap for energy crises. Families can receive assistance once every 12 months.8Wisconsin Department of Children and Families. Emergency Assistance
  • Maryland’s Emergency Assistance to Families with Children program pays for rent, utilities, or other verified emergencies for families with at least one child under 21. You’ll need documentation such as an eviction notice or utility shutoff notice, and assistance is limited to once every two years.9Maryland Department of Human Services. Emergency Assistance

Texas offers a one-time crisis payment through TANF for families experiencing job loss, loss of housing, or medical emergencies, plus a separate one-time $1,000 payment for relatives age 25 or older who take in children receiving TANF.10Texas Health and Human Services. TANF Cash Help Your state’s social services or human services department will have the equivalent program if one exists.

Veterans

The Supportive Services for Veteran Families (SSVF) program helps veterans and their households avoid eviction, find new housing, or get rehoused after becoming homeless. You need veteran status (or to live in a veteran-headed household), very low income, and imminent risk of homelessness. The National Call Center for Homeless Veterans at 1-877-424-3838 will route you to a local SSVF provider.11USAGov. Rent Help Groups

Utility Shutoffs

The Low Income Home Energy Assistance Program (LIHEAP) is the main federal program for heating, cooling, and electric bills, and it includes a separate crisis benefit for households facing a shutoff or active delinquency.12USAGov. Help With Energy Bills Income limits and payment amounts are set state by state. In Arizona, a household of four qualifies with monthly gross income below $5,399, regular benefits run from $160 to $640 based on a point system, and the crisis benefit tops out at $500. In some states, households already receiving SNAP or cash assistance are automatically income-eligible for LIHEAP without extra paperwork.13Arizona Department of Economic Security. LIHEAP

Applications go through state and local offices. The LIHEAP Clearinghouse at energyhelp.us and the National Energy Assistance Referral Hotline at (866) 674-6327 will point you to the right one.14LIHEAP Clearinghouse. Eligibility Tool

Food Emergencies: Expedited SNAP

If you’re out of food now, you may qualify for expedited SNAP, which federal rules require states to issue within five to seven days of application. Illinois, for example, processes expedited applications within five days.15Illinois Department of Human Services. Expedited SNAP Benefits You qualify if any one of these is true:

  • Your monthly gross income is below $150 and your liquid assets (cash, bank accounts) are $100 or less.
  • You are a destitute migrant or seasonal farmworker with liquid assets of $100 or less.
  • Your combined monthly income and liquid assets are less than your rent or mortgage plus utility costs.16Minnesota Department of Human Services. Expedited SNAP Processing

The only verification you need to produce before benefits are issued is your identity. Everything else can wait.16Minnesota Department of Human Services. Federally Declared Disasters

Once the President declares a major disaster, several federal programs open up for people in the affected area.

FEMA Individuals and Households Program

FEMA’s Individuals and Households Program (IHP) covers uninsured or underinsured losses in two buckets: housing assistance (rent, emergency lodging reimbursement, home repair or replacement) and Other Needs Assistance (personal property, medical and dental expenses, funeral costs, vehicle repair, child care, moving and storage).18FEMA. Housing Assistance The Serious Needs payment is an upfront, one-time emergency payment of up to $770 (as of 2025) for immediate essentials like food, water, baby formula, and medication. FEMA typically notifies you within about 10 days of the home inspection, and pays by direct deposit or check.19Legal Aid Foundation of Los Angeles. FEMA Guide

Eligibility requires that you be a U.S. citizen, non-citizen national, or qualified alien; have your identity verified; and show that your disaster-caused needs weren’t covered by insurance or other assistance. IHP only covers primary residences.20FEMA. IHP Eligibility Apply at DisasterAssistance.gov, by calling 1-800-621-3362, or in person at a Disaster Recovery Center. File your insurance claim first and send FEMA the settlement or denial letter.18FEMA. Housing Assistance

SBA Disaster Loans

SBA disaster loans aren’t just for business owners. Homeowners can borrow up to $500,000 to repair or replace a primary residence, and homeowners and renters alike can borrow up to $100,000 for personal property like furniture, appliances, and vehicles.21SBA. Physical Damage Loans Interest rates are capped at 4% for borrowers who cannot obtain credit elsewhere, and some recent declarations have set the rate at 2.875%.22SBA. SBA Amends Disaster Declaration, Texas Repayment runs up to 30 years, and no interest accrues and no payments are due for the first 12 months after disbursement.

Disaster Unemployment Assistance

If you lost your job or self-employment income because of a federally declared disaster and don’t qualify for regular unemployment, Disaster Unemployment Assistance (DUA) pays benefits for up to 26 weeks after the declaration. The weekly amount follows state law, with a floor of 50% of the state’s average weekly unemployment benefit.23U.S. Department of Labor. Disaster Unemployment Assistance Eligible situations include a damaged workplace, inability to reach your job site, disaster-related injury, or becoming the breadwinner after a family member’s disaster-related death. File through the state unemployment agency where the disaster happened.24USAGov. Disaster Unemployment Assistance

Medical Emergencies

Hospital Presumptive Eligibility lets hospitals that participate in state Medicaid programs grant immediate, temporary Medicaid coverage for up to 60 days. Eligibility is based on your own statement of income and household — no documentation is required at the point of care.25California Department of Health Care Services. Hospital Presumptive Eligibility Program In Nevada, coverage is available to children, parents, pregnant women, and adults under expanded Medicaid; undocumented non-citizens who don’t meet standard citizenship requirements can qualify for more limited emergency medical assistance on a month-by-month basis.26Nevada Division of Welfare and Supportive Services. SSI Applicants and Recipients

If you’re applying for Supplemental Security Income and facing an immediate threat to your health or safety, the Social Security Administration offers Emergency Advance Payments. You must be filing an initial SSI application, show strong evidence of eligibility, and lack money for food, shelter, clothing, or medical care.27Social Security Administration. Emergency Advance Payments, 20 CFR 416.520 The payment is the lowest of three figures: the federal benefit rate, the total amount currently due, or the amount you request to resolve the emergency.28Social Security Administration. Expedited Payments for SSI Field offices handle these, and the money is recovered from your future benefits, either from a retroactive payment or spread over up to six monthly installments.

Current SSI recipients whose regular payment is delayed or missing can request an Immediate Payment instead. The cap is $2,000 for SSI-only recipients and up to $5,000 for combined SSI and Social Security recipients.29Social Security Administration. POMS SI 02004.100 – Immediate Payments You go to a field office, sign receipt form SSA-8102, and typically get paid the same day or the next day; the amount comes out of your next regular payment.30Social Security Administration. If You Don’t Have Children

Most TANF programs require a child in the household, which leaves single adults and childless couples with narrower options. Some states fill the gap. New Jersey’s General Assistance program, run under Work First New Jersey, pays temporary cash to individuals or couples without children who have less than $2,000 in disposable assets.31State of New Jersey. Cash Assistance Massachusetts runs Emergency Aid to the Elderly, Disabled and Children, which pays monthly cash for housing, utilities, and clothing to elderly and disabled individuals and automatically enrolls them in MassHealth.32Massachusetts Department of Transitional Assistance. Federal civilian and postal employees have a dedicated resource: the Federal Employee Education and Assistance Fund (FEEA) offers confidential, no-interest emergency hardship loans of up to $2,000. Eligible expenses include rent, mortgage, utilities, funeral costs, uncovered medical bills, and emergency travel. You need more than one year of federal service and a qualifying hardship — severe illness, death of a family member, natural disaster damage, or domestic violence — within the preceding six months.35FEEA. Watch for Scams

People seeking emergency help are heavily targeted. The Federal Trade Commission warns about agencies being impersonated (FEMA, the IRS, the SSA), offers to help you qualify for benefits for a fee, promises of “free money” through fake grants, and pressure to pay with gift cards, wire transfers, cryptocurrency, or payment apps.36FTC. Scams After disasters, contractor fraud is widespread: demands for full payment upfront, pressure to sign a contract immediately, or requests that you sign over your insurance check.37FTC. Avoiding Scams After Emergencies and Disasters

A few reliable signals: FEMA does not charge application fees. Legitimate government agencies don’t call to demand immediate payment or threaten arrest.
