The DS-2019 form for a J-1 visa is issued by your exchange program sponsor, not by you. Your sponsor’s Responsible Officer or Alternate Responsible Officer generates the Certificate of Eligibility for Exchange Visitor Status through the Student and Exchange Visitor Information System (SEVIS) after you supply documents proving you qualify. Once you have the signed form, you pay the I-901 SEVIS fee, apply for the visa at a U.S. embassy or consulate, and carry the form with you every time you enter the country.
What Your Sponsor Needs From You
The sponsor will not create anything in SEVIS until the officer reviewing your file is satisfied you meet every eligibility requirement. Three things drive that review.
First, a valid passport. It must remain valid for at least six months beyond the program end date that will appear on your DS-2019, unless your country has an agreement allowing a shorter window.1U.S. Department of State. Exchange Visitor Visa
Second, proof of English proficiency. Federal regulations require sponsors to verify your English through an objective measurement before they issue the form. Acceptable methods include a recognized test such as TOEFL, signed documentation from an academic institution or English language school, or a documented interview conducted by the sponsor in person, by video, or by phone.2eCFR. 22 CFR 62.10 – Program Administration The sponsor decides which method to use, so ask early.
Third, financial evidence covering the entire program. Bank statements, scholarship award letters, or a funding letter from the sponsoring organization all work. Some sponsors set their own minimum monthly thresholds, so confirm the exact amount before submitting anything. Biographical information — current address, employment history, academic background — rounds out the package.
Your DS-2019 will assign you to one of 14 program categories defined by the Department of State (Au Pair, Camp Counselor, Intern, Physician, Professor and Research Scholar, Short-Term Scholar, Specialist, College/University Student, Secondary Student, Summer Work Travel, Teacher, Trainee, Government Visitor, and International Visitor). Each has its own maximum duration and rules under 22 CFR Part 62.1U.S. Department of State. Exchange Visitor Visa The category on the form must match the exchange you are actually doing. If it does not, raise the discrepancy with your sponsor before you apply for a visa.
How the Form Is Issued and What to Check
Once the officer clears your file, your information goes into SEVIS, the web-based system the Department of Homeland Security uses to track exchange visitors and program sponsors.3U.S. Immigration and Customs Enforcement. Student and Exchange Visitor Information System SEVIS assigns you a unique ID number, printed in the upper-right corner of the form and beginning with “N,” that links the paper document to your digital record for the life of the program.
Sponsors may deliver the signed form in one of three ways: a paper original signed in any ink color, a scanned PDF of a signed paper form emailed to you, or a form signed with cryptographic digital-signature software and transmitted electronically.4Federal Register. Exchange Visitor Program – General Provisions All three are equally valid.
Before you pay any fees or book a visa appointment, check every field:
- Your name matches your passport exactly.
- The program category matches the exchange you are doing.
- The program start and end dates are correct. These dates define your legal period of stay.
- The financial support section accurately reflects how your stay is funded (sponsor contributions, personal funds, government funding, or a combination).
- The sponsor’s officer has signed the form.
Errors here cause visa denials and problems at the border. If something is wrong, contact your sponsor. The officer can correct the record in SEVIS and reprint.
Health Insurance You Must Carry
J-1 exchange visitors and their J-2 dependents must maintain health insurance meeting federal minimums for the entire program under 22 CFR 62.14.5eCFR. 22 CFR 62.14 – Insurance The floors:
- Medical benefits of at least $100,000 per accident or illness
- Repatriation of remains of at least $25,000
- Medical evacuation of at least $50,000
- Deductible no higher than $500 per accident or illness
- Co-insurance no more than 25% of covered benefits per accident or illness
Many sponsors offer or require a specific plan that meets these thresholds. If you arrange your own coverage, check every line. A policy that hits the $100,000 benefit but carries a $1,000 deductible is out of compliance.
Using the Form: SEVIS Fee, Visa Interview, Entry
With the DS-2019 in hand, pay the I-901 SEVIS fee at fmjfee.com using the SEVIS ID from the form. For most J-1 categories the fee is $220.6U.S. Immigration and Customs Enforcement. I-901 SEVIS Fee Summer Work Travel, Au Pair, and Camp Counselor participants pay $35. Federally sponsored exchange visitors whose program codes begin with G-1, G-2, G-3, or G-7 are exempt.7U.S. Immigration and Customs Enforcement. I-901 SEVIS Fee Frequently Asked Questions Save the receipt.
Then schedule the visa interview at the nearest U.S. embassy or consulate. Bring:
- The signed DS-2019
- Your passport (valid at least six months beyond the program end date)
- The DS-160 nonimmigrant visa application confirmation page
- The I-901 SEVIS fee receipt
- A photo meeting visa requirements
- Form DS-7002 (Training/Internship Placement Plan) for Trainees and Interns
The consular officer may ask about your program, your ties to your home country, and how the stay is funded.1U.S. Department of State. Exchange Visitor Visa If approved, the visa is stamped in your passport. Keep the DS-2019 separate from the passport when you travel; you will present both at the port of entry.
You may enter the United States up to 30 days before the program start date on the form. After the program ends, you have a 30-day grace period to prepare to leave, but you cannot work during that window.8USCIS. Chapter 3 – Terms and Conditions of J Exchange Visitor Status These windows are firm.
Travel Signature for Leaving and Returning
If you leave the country during the program and plan to come back, your DS-2019 needs a travel validation signature from your sponsor’s Responsible Officer or Alternate Responsible Officer, entered in the box on the lower right of the form. One signature covers multiple trips and is valid for up to one year from the date signed, or until the program end date, whichever comes first. Short-Term Scholars get six months instead of a year.
Request the signature well in advance. Some sponsors need several business days. On the way back into the country, carry the DS-2019 with a current travel signature, your passport, the J-1 visa stamp, and the SEVIS fee receipt.
When the DS-2019 Has to Be Reissued
The form is not static. Several situations require your sponsor to update SEVIS and reprint.
Extensions
If your program runs longer than planned, the sponsor can extend the DS-2019 up to the maximum duration allowed for your category. Extensions past the regulatory maximum are possible in some categories under exceptional circumstances, but only with Department of State approval.9BridgeUSA. Adjustments and Extensions Start early. If the original form expires before the extension is issued, you have a gap in authorized status.
Transfers Between Sponsors
Switching sponsors is handled as a SEVIS-to-SEVIS transfer. Your current sponsor enters the receiving sponsor’s program number and an effective transfer date. On that date, your record moves, and the new sponsor must edit the DS-2019 and validate your participation within 30 days. Miss that window and SEVIS automatically flags your status as “No Show.”10BridgeUSA. Transfer The current sponsor can cancel the transfer any time before the effective date if plans change.
Site, Funding, or Subject Changes
A change in your activity site, funding source, or subject field also requires an updated DS-2019. Keep every version. Past copies document your program history and may matter if you apply for future immigration benefits.
Lost or Damaged Forms
Contact your sponsor. The officer can reprint from SEVIS; your digital record is unaffected by anything that happens to the paper. Most sponsors turn a replacement around in a few business days. Mention if you have upcoming travel, and verify all information on the replacement.
DS-2019 Forms for J-2 Dependents
A spouse and unmarried children under 21 can accompany you in J-2 status, and each dependent needs a separate DS-2019 issued by your sponsor.1U.S. Department of State. Exchange Visitor Visa Unmarried partners do not qualify for J-2, though they may fit another classification such as B-2. A dependent who does independently qualify for a different nonimmigrant status, such as F-1 or H-1B, can enter on that visa instead. A dependent already in the U.S. on another nonimmigrant visa who wants to switch to J-2 must file Form I-539 with USCIS. Each J-2 must carry insurance meeting the same 22 CFR 62.14 minimums that apply to the J-1.5eCFR. 22 CFR 62.14 – Insurance
The Two-Year Home-Residency Notation
Check your DS-2019 and visa stamp for a notation about the two-year home-country physical presence requirement under Section 212(e) of the Immigration and Nationality Act. If you are subject to it, you cannot change to most other nonimmigrant statuses, adjust to permanent resident status, or obtain an H or L visa until you have spent a total of two years in your home country after the J-1 program ends. The two years do not need to be consecutive.
Three conditions trigger it: financing from the U.S. government or your home government (directly or indirectly), a field of study on your home country’s Exchange Visitor Skills List, or entry as a foreign medical graduate sponsored for clinical training. Read the notation carefully. Once the requirement attaches, it follows you even if a later DS-2019 says otherwise.
A waiver is possible. You apply by filing Form DS-3035 with the Department of State’s Waiver Review Division. Waivers based on exceptional hardship to a U.S. citizen or permanent resident spouse or child, or on fear of persecution, also require Form I-612 with USCIS.11U.S. Department of State. Waiver of the Exchange Visitor Two-Year Home-Country Physical Presence Requirement Waiver processing runs several months, so begin early if you expect to change status or remain in the U.S. after the program ends.
