VA Form 21-0172 is a one-page document that certifies a veteran’s permanent and total (P&T) service-connected disability status. You fill out the identifying section, send it to the VA, and a claims processor verifies your file, signs the certification, and returns the form to you. The signed copy serves as official proof of permanence for outside agencies — county property appraisers, state DMVs, the IRS, student loan servicers, and others that need more than a standard benefits letter showing a rating percentage.
Confirm You Actually Have P&T Status First
A 100% disability rating and a permanent and total designation are not the same thing. A veteran can be rated at 100% and still be scheduled for future re-examinations, meaning the VA considers the condition potentially improvable. In that situation the VA will not certify permanence, and Form 21-0172 will come back uncertified.
Under federal regulation, total disability exists when an impairment makes it impossible for the average person to hold substantially gainful employment. Permanence is a separate finding the VA adds when the total impairment is reasonably certain to continue for the rest of the veteran’s life.1eCFR. 38 CFR 3.340 – Total and Permanent Total Ratings and Unemployability Veterans rated through Total Disability based on Individual Unemployability (TDIU) can also hold P&T status, but not automatically.
Before requesting the form, pull your most recent rating decision letter. Three indicators signal P&T status: the letter explicitly states “Permanent and Total,” it says no future examinations are scheduled, or it mentions eligibility for Dependents’ Educational Assistance (Chapter 35) or CHAMPVA. If none of those indicators show up, the VA has not designated your rating as permanent. Form 21-0172 cannot create a status that does not already exist in your file. You would need to file a claim for an increase or a supplemental claim with new evidence showing the condition is unlikely to improve.
When You Need This Form Instead of a Benefit Summary Letter
For routine purposes — confirming a rating percentage for an employer or verifying service connection — the VA Benefit Summary Letter is faster and easier to obtain. Form 21-0172 becomes necessary when an outside organization specifically requires a VA-certified statement of permanence.
Property tax and state benefits. Exemptions for P&T veterans range from partial reductions in assessed value to a complete waiver of property taxes on a primary residence, depending on the state.3VA News. Federal tax credit. Veterans who are permanently and totally disabled may qualify for the federal Credit for the Elderly or the Disabled, which ranges from $3,750 to $7,500 depending on filing status and income.4Internal Revenue Service. CHAMPVA and Chapter 35 for family. A P&T designation makes your spouse and children eligible for the Survivors’ and Dependents’ Educational Assistance program5Veterans Affairs. Space-Available military flights. Veterans with permanent and total service-connected disability can fly on military aircraft under Category VI of the Space-Available program, using a DD Form 2765 ID card.7VA News. Disabled Veterans Can Fly Space Available Flights for Free
One boundary worth knowing: for federal student loan discharge on the basis of Total and Permanent Disability, the Department of Education recommends the Benefit Summary and Service Verification Letter rather than Form 21-0172.8Federal Student Aid. Filling Out the Veteran’s Portion
Download the current version of the form from the VA forms library at VA.gov.9Veterans Affairs. VA Forms You complete one short section; the VA completes the rest. Before you start, have the following ready:
- Your Social Security number and VA file number. If you do not know your VA file number, it appears on your rating decision letter and your Benefit Summary Letter.
- Your branch of service and active duty dates.
- Your most recent rating decision letter, so the disability information you enter matches what the VA has on file.
Fill every field on the veteran’s portion. Partial entries are a common reason for returned forms. Leave the certification section blank. That block is reserved for a VA official’s signature and stamp, and writing in it will likely cause a processing delay.

Use certified mail or a tracked service so you have proof of delivery. Mailing adds at least a few extra weeks compared to online submission.
After You Submit
A claims processor pulls your file, verifies the P&T designation, signs the certification, and mails the completed form back to you. There is no published standard timeline for administrative certification requests, and processing depends on the backlog at the intake center, so expect several weeks.
You can check status through the claim status tool on VA.gov, though Form 21-0172 is an administrative certification rather than a compensation claim and may not appear in the tracker the same way.12Veterans Affairs. Check Your VA Claim, Decision Review, or Appeal Status
When the certified form arrives, store it with your permanent legal records. You will likely present it to multiple agencies over the years, and requesting a second certification means going through the entire process again. Make several high-quality copies and keep the original in a safe or fireproof document box. Most agencies accept photocopies and only occasionally require the original.
