Gather Your Documents First
Missing a document category is the most common reason applications stall in review. Collect these before you open the PDF:
- Social Security numbers for every member of the household, not just the applicant.
- The most recent 30 days of pay stubs and two years of federal tax returns or W-2 statements. Include every income source — Social Security, disability, child support, pension payments.

- The last two months of statements for every checking, savings, and investment account. Any large deposit needs a written explanation with evidence of the source.
- Monthly payment amounts for student loans, auto loans, credit cards, and any other recurring debts. One trap worth knowing about: deferred student loans still count. If the credit report shows a payment above zero, the agency uses that figure. If the reported payment is zero, the agency assumes 0.50% of the outstanding balance as the monthly payment. Section II — Property Information
Enter the address of the home you want to purchase. If you haven’t picked a specific property yet, provide the general area where you plan to buy.
Section III — Borrower Information
Complete the personal details for every applicant. If the applicants are married, list all dependents in the household under the first applicant. If unmarried, list dependents under the appropriate applicant.
Employment
Give the employer’s name, address, and how long you’ve been in that line of work. The agency looks for income stability, so any gaps in employment history need an explanation.
Assets and Liabilities
List every bank account, investment, vehicle value, and life insurance cash value on the asset side. On the liability side, list every monthly debt payment. These numbers must match the pay stubs, bank statements, and tax returns you’re submitting. The specialist cross-checks them, and discrepancies trigger additional scrutiny.
Monthly Housing Expenses
Enter your current rent or mortgage payment accurately. The agency compares this against the projected cost of the new home.
A general rule for the whole form: round nothing, estimate nothing. If a figure on the form doesn’t match a supporting document, the specialist flags it and your application goes to the back of the line while you sort it out.
Sign Form RD 3550-1 to Go With It
Form RD 3550-1 (Authorization to Release Information) gives the USDA legal permission to contact your banks, employers, landlords, and credit agencies to verify what’s on the application. The form asks for your name, address, and signature. Signing it authorizes the agency to obtain landlord references, bank and asset balances, employment and income records, and consumer credit references. Where to Submit the Package
Bring or mail the completed Form RD 410-4, signed Form RD 3550-1, and all supporting financial documents to your local USDA Rural Development office. Submit the entire package at once. Sending forms piecemeal leads to delays while the office waits for missing items, and incomplete applications sit untouched until the full set arrives. If you mail the package, use a tracked delivery method so you have proof of receipt.
Processing times vary based on funding and application volume. The USDA does not publish a fixed timeline, and some offices work through backlogs spanning months. Confirm You’re Eligible Before You Submit
The form is only useful if you meet the program’s basic rules. Confirm each of these first so you don’t invest weeks in an application that gets rejected on threshold grounds:
- Your household’s adjusted income must be at or below the “low-income limit” for the county at loan approval, and at or below the moderate-income limit at closing. - You must be a U.S. citizen or a qualifying noncitizen with legal status.
- You must agree to live in the home as your primary residence. Investment properties and vacation homes do not qualify.
- You need the legal capacity to take on a mortgage obligation, or a court-appointed guardian who can act for you in real estate matters.

There is no hard minimum credit score. Applicants at 640 or higher get a streamlined credit analysis; below that, a full review. Applicants with no score at all can be evaluated on nontraditional references like rent and utility payment history.10USDA Rural Development. Credit Requirements
If you’ve never owned a home, you’ll also need to complete a homeownership education course before closing. The agency encourages finishing it early, ideally before you sign a purchase contract. Approved formats include online counseling, classroom or one-on-one sessions (including interactive video), and interactive home study or telephone counseling of at least four hours. The provider must be certified by HUD, NeighborWorks America, the National Federation of Housing Counselors, the National American Indian Housing Council, or a state housing finance agency approved by the USDA State Director. What Happens After You Submit
A housing specialist reviews the application for completeness, then verifies your income, assets, debts, and credit history against your documents and third-party records. Expect follow-up requests. The specialist may ask for clarification on a bank deposit, an updated pay stub, or documentation for an employment gap. Keep copies of everything you submitted so you can respond quickly.
If approved, the agency issues a conditional commitment letter outlining the loan terms, including the note rate, whether you qualify for payment assistance, and the loan term. You then have a set window to find an eligible property if you haven’t already, complete the required appraisal, and close on the home.
