How to Get an SSN Denial Letter Online or In Person

To get an SSN denial letter, you visit a Social Security Administration field office in person with your passport and I-94, and in most cases the office prints the letter (Form SSA-L676, “Refusal to Process SSN Application”) while you wait. There is no online form for this document and no way to request it through the SSA’s automated phone line. What you can do from a computer is find your nearest office and book the appointment.1Social Security Administration. POMS RM 00299.020 – Form SSA-L676 – Refusal to Process SSN Application

Why You Might Need One

The denial letter confirms that the SSA reviewed your situation and decided you do not qualify for a Social Security Number right now. Getting it does not stop you from applying for an SSN later if your immigration status changes.2State Department. NOTICE Social Security Number and Denial Letter Policies and Procedures Three situations push most people to request it:

  • Driver’s licenses and state IDs. Many states require nonimmigrants who are ineligible for an SSN to present Form SSA-L676 at the DMV. Without it, the DMV cannot verify your SSN status through the federal SAVE system and the application stalls.3U.S. Immigration and Customs Enforcement. Applying for a Driver’s License or State Identification Card
  • ITIN applications. If you need an Individual Taxpayer Identification Number, the IRS requires the SSA denial letter attached to Form W-7, whether or not you are also filing a tax return.4Internal Revenue Service. Instructions for Form W-7
  • Banks, schools, and other institutions that ask for an SSN before opening an account or completing enrollment. The letter gives you an official document to present in place of a number.

What to Bring

For a dependent (spouse or child) without work authorization, you need only two documents: your passport and your I-94 arrival/departure record. Bring the originals. The SSA verifies them in person.2State Department. NOTICE Social Security Number and Denial Letter Policies and Procedures

You do not necessarily need to fill out Form SS-5, the standard SSN application. State Department guidance says dependents without work authorization can go directly to the SSA office, present the passport and I-94, and ask for the denial letter without filing a full application.2State Department. International students on F-1 or J-1 visas may have to take one extra step. Some universities require a letter from your Designated School Official or International Student Advisor before you visit the SSA office. Check with your school’s international center first, since practice varies.

Booking the Appointment

Start at SSA.gov. Use the office locator to find the nearest field office, then schedule an appointment online. Since January 2025, SSA field offices operate on an appointment-focused model, so booking ahead saves you an uncertain wait.5Social Security Administration. Make or Change an Appointment

Walk-ins are still accepted in some situations. The SSA has said people who are unable to make an appointment or choose not to will not be turned away, and some offices have minimal wait times. Planning ahead is still safer, especially because you are carrying original immigration documents.

At the Office

Tell the representative you need a denial letter, Form SSA-L676. Present your passport and I-94. In most cases the SSA issues the letter while you wait. As the State Department puts it, “The SSA will issue you a letter while you wait that says you are not eligible for a Social Security number.”2State Department. If the office cannot process the request on the spot, they may mail the letter instead. Plan for a wait of several weeks in that case.1Social Security Administration. POMS RM 00299.020 – Form SSA-L676 – Refusal to Process SSN Application

Can You Do This by Phone or Online?

No. The SSA’s national line (1-800-772-1213) can help you locate an office and book an appointment, but requesting a denial letter is not one of the services offered through the automated phone system. You can try to speak with a representative about your options, but expect to end up at a field office in person.

The Student, Professor, and Researcher Exception

If you are applying for an ITIN, one path skips the SSA office entirely. Nonresident alien students, professors, and researchers who are filing a federal tax return or claiming an exception under the Form W-7 instructions can submit a letter from their Designated School Official or Responsible Officer instead of the SSA denial letter. The DSO or RO letter must confirm that the individual will not be working in the United States.4Internal Revenue Service. Instructions for Form W-7

For everyone else applying for an ITIN, the IRS is direct: if the SSA determines you are ineligible for an SSN, you “must get a letter of denial and attach it to your Form W-7.”6Internal Revenue Service. Instructions for Form W-7

After You Get the Letter

Review it before you leave the office if you can. Confirm your name and address are correct. Errors can cause problems when you hand the letter to a DMV, the IRS, or a bank, and it is easier to fix them on the spot than to come back.

Make several copies before presenting the original anywhere, since some agencies require the original and you do not want to be without a backup. The letter also has a short shelf life for certain uses. Some states treat it as valid for only 60 days when used for a driver’s license application, so do not request it too far in advance of when you actually need it. Confirm the current deadline with the specific agency you are applying to.

If You Think the Denial Is Wrong

You can appeal if you believe the SSA reached the wrong conclusion about your eligibility. The first step is a request for reconsideration, where a different SSA employee reviews your case. You have 60 days from receiving a decision to move to the next level. Beyond reconsideration, the appeal path continues through an administrative law judge hearing, the Appeals Council, and ultimately federal district court.7Social Security Administration.
