How to Get an Oman Work Permit: Eligibility, Documents, Process

To work legally in Oman, you need an Oman work permit sponsored by a registered Omani employer, who must first obtain labor authorization from the Ministry of Labour before applying for your employment visa through the Royal Oman Police.1Royal Oman Police. Visa Types The standard visa is valid for two years and allows multiple entries.2Gov.om. Get a Work Visa You cannot file for yourself. Everything begins with the employer.

Who Qualifies

You must be at least 21 years old.1Royal Oman Police. Visa Types Some sources reference an upper age limit of 60, but no official government publication confirms a hard maximum, and decisions appear to be made case by case.

The framework sits under Royal Decree No. 53/2023, which splits Ministry approvals in two: a labor authorization granted to the employer to recruit a foreign worker for a specific role, and a work permit granted to the individual to practice that occupation.3Decree. Royal Decree 53/2023 Issuing the Labour Law Unless the employer is a government entity, it cannot bring you in without holding that labor authorization first.4Royal Oman Police. Temporary Work Visa

Your employer also has to qualify. It needs a valid commercial registration and must meet Omanisation targets, meaning it has hired enough Omani nationals in proportion to its total staff. Companies that miss those targets face restricted access to new labor authorizations and doubled work permit fees.

Jobs Closed to Foreign Workers

Omanisation reserves certain professions exclusively for Omani citizens.3Decree. Royal Decree 53/2023 Issuing the Labour Law If your target job is on the restricted list, no work permit will be issued, so confirm this before your employer files anything.

The list has been expanding in phases:

  • Since September 2024: marketing specialists, quality control officers, mechanical and electrical technicians, sales representatives, and commercial brokers.
  • Since January 2025: systems analysts, information systems network specialists, marine and ship traffic controllers, and computer maintenance technicians.
  • From January 2026: computer programmers, electronic computer engineers, and computer operators.
  • From January 2027: web designers and operations analysts.

Documents to Prepare

Mismatched or incomplete paperwork is the most common cause of delay. You will need a passport valid for at least six months beyond your intended entry date, and educational certificates relevant to the job title, attested by the foreign affairs ministry in your home country and then authenticated by the Omani embassy.

A pre-travel medical examination is required if you hold citizenship of India, Pakistan, the Philippines, Bangladesh, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria, or Nepal.4Royal Oman Police. Temporary Work Visa The exam must be done at a center approved by the GCC Approved Medical Centers Association (GAMCA), which is the body authorized to perform fitness examinations for workers heading to Gulf countries.5GAMCA. GCC Approved Medical Centers Association

Your employer supplies its commercial registration, authorized signatory details, and proof of the labor authorization. When filing, the employer selects a job title from the Ministry’s approved occupation list and enters the monthly salary and contract duration exactly as they appear in your employment contract. Any mismatch between the filed data and the actual contract leads to rejection.

The Two-Step Application

The process runs across two government systems in sequence. Your employer first submits the labor clearance application through the Ministry of Labour’s online portal. Ministry officials review the company’s eligibility, confirm the position is open to foreign workers, and verify Omanisation compliance.

Once clearance is granted, the employer moves to the Royal Oman Police portal to request the actual employment visa. The approved labor clearance is linked to your passport details, and the visa fee of 20 OMR (roughly $52 USD) is paid through the integrated payment gateway. After payment and a security check, the authorities issue an electronic visa as a downloadable PDF. Print it and present it at the Omani border on arrival. The standard employment visa is valid for two years with multiple entries.1Royal Oman Police. Visa Types

Shorter-Term Alternatives

Not every assignment needs a two-year permit. Two shorter options exist:

  • Temporary work visa, available in four-, six-, or nine-month increments. The employer still needs a labor authorization, and the visa fee is the same 20 OMR.4Royal Oman Police. Temporary Work Visa
  • Employment contracting visa, for specialized or freelance professionals, valid up to two months with a possible one-month extension.

Documentation is the same as for the standard visa. Temporary permits generally do not lead to a two-year residency card.

After You Arrive

Arriving on an employment visa starts a clock. The residency steps that follow are governed by the Foreigners Residency Law under Royal Decree No. 16/95.6Decree. Royal Decree 16/95 Issuing the Foreigners Residency Law

First comes a medical examination at a Ministry of Health-approved facility inside Oman, confirming the pre-travel results. Then you visit the Royal Oman Police Civil Status office for biometric registration (fingerprints and a digital photograph). You receive a physical Resident Card, which becomes your primary identification for banking, renting, driving, and everyday transactions. It confirms your right to live and work in Oman under your sponsor.

Do not treat these steps as optional. Under Ministerial Decision No. 602/2025, employers face fines of 10 OMR per month for delays in registering worker details, calculated from your arrival date and capped at 500 OMR per worker. Additional monthly penalties of 15 to 20 OMR apply if the employer fails to regularize your legal status through transfer or repatriation.

Oman is also rolling out a mandatory health insurance scheme called Dhamani for private-sector employees, expatriates, and foreign visitors. Your employer pays the premium. Basic coverage must include inpatient care, emergency services, physician consultations, outpatient treatment, diagnostic tests, and prescribed medications, with an annual policy limit of 4,500 OMR. Maternity, dental, and vision can be added optionally. The scheme is being phased in through the E Dhamani platform, and registration is expected to become a compliance checkpoint linked to visa and residency processing. Confirm with your employer that your policy is in place.

Renewing Your Permit

Renewal starts with the Ministry of Labour and then moves to the Royal Oman Police. You must be physically present in Oman during renewal. The employer files a renewal form and pays 30 OMR, and you supply a passport copy, a personal photo, and a fresh medical examination certified by the Ministry of Health.7Gov.om. Renew Work Visa

Late renewals cost 50 OMR per month of delay.1Royal Oman Police. Visa Types Employers face separate monthly fines under Ministerial Decision No. 602/2025 for failing to keep permits current. Start well before your visa expires.

Changing Employers

Oman abolished the No Objection Certificate requirement in January 2021, so your current employer can no longer block a transfer by withholding an NOC. Under Royal Decree 53/2023, transfers still need Ministry of Labour authorization, but consent from the current employer is not always required.3Decree. Royal Decree 53/2023 Issuing the Labour Law You can transfer without your current employer’s consent when:

  • Your work permit or visa has expired and no current employment contract is registered with the Ministry.
  • Your employment contract has expired.
  • Your employer terminated the contract for a reason other than disciplinary action.
  • A court orders the transfer, rules the dismissal arbitrary, or declares the employer bankrupt.

The smoothest transfers happen at the natural end of a contract. Mid-contract moves are possible but typically require the Ministry to review the circumstances. The new employer must hold its own valid labor authorization and meet Omanisation requirements before sponsoring you.

Bringing Family

If you earn at least 600 OMR per month, you can sponsor a spouse and children under 21 on a Family Joining Visa.8Royal Oman Police. Family Joining Visa You need a valid residence permit, passport copies for all dependents, an attested marriage certificate, birth certificates for children, a salary certificate from your employer, and a residential lease agreement. Medical certificates are required for dependents from the same nationality list that applies to workers.

Attestation is where most applications stall. Marriage and birth certificates need attestation in the home country followed by verification at the Omani embassy. Improperly attested documents are a top reason family visas get rejected, so build in time to retrieve and authenticate originals.

What Non-Compliance Costs

Ministerial Decision No. 602/2025 replaced discretionary fines with a structured regime:

  • Late registration or renewal: 10 OMR per month per worker, capped at 500 OMR.
  • Failure to regularize a worker’s status: 15 OMR per month for individual employers or 20 OMR per month for corporate entities, capped at 500 OMR.
  • Omanisation shortfalls: work permit fees are doubled.
  • Late visa renewal: 50 OMR per month, charged separately through the Royal Oman Police system.1Royal Oman Police. Visa Types

Working without a valid permit exposes you to deportation and an entry ban, and exposes your employer to revocation of its labor authorization. Keeping every document current is cheaper than any of the alternatives.
