The quickest way to get an IRS Verification of Non-Filing Letter is to sign in to your IRS Individual Online Account, select the letter for the tax year you need, and download it on the spot.1Internal Revenue Service. Get Your Tax Records and Transcripts If online identity verification doesn’t work for you, the alternatives are mailing or faxing Form 4506-T, or booking an appointment at an IRS Taxpayer Assistance Center.
The letter itself is short. It confirms that the IRS has no processed Form 1040-series return on file for the year you name.2Internal Revenue Service. Transcript Types for Individuals and Ways to Order Them It doesn’t comment on whether you were required to file, and it doesn’t report any income figures. That’s a different document than a tax transcript, which pulls line items from a return you already filed. Before you start, check that the institution asking for your paperwork actually wants a non-filing letter and not a transcript.
The letter is available through the online system for the three most recent tax years at any time, and for the current year starting June 15. Older years are only available through Form 4506-T.3Internal Revenue Service. Form 4506-T Request for Transcript of Tax Return
What to Have Ready Before You Request
Whichever method you use, pull together:
- Your full legal name as it appears in IRS records
- Your Social Security Number or Individual Taxpayer Identification Number
- Your date of birth
- A current mailing address that matches what the IRS has on file
- The tax year or years you need
The address match trips up most requests. If you’ve moved and haven’t told the IRS, the online system may reject you, or the letter may go to your old address. File Form 8822 to update your address before you make the request.
Getting the Letter Online
The IRS Individual Online Account carries every transcript type, including the Verification of Non-Filing Letter, and it’s the only method that produces the letter the same day.2Internal Revenue Service. Transcript Types for Individuals and Ways to Order Them
If you don’t already have an account, you’ll verify your identity through ID.me. Expect to upload a photo of a government ID (driver’s license, state ID, or passport) and take a selfie with your phone or computer camera.4Internal Revenue Service. How to Register for IRS Online Self-Help Tools When the automated match fails, ID.me routes you to a live video chat with an agent who can verify you manually.
Once you’re in, choose the Verification of Non-Filing Letter, pick the tax year, and the letter loads for you to print or save.
Requesting by Mail or Fax With Form 4506-T
If online verification isn’t working, or if you need a letter for a year older than the three most recent, use Form 4506-T.3Internal Revenue Service. Form 4506-T Request for Transcript of Tax Return
Fill in the form this way:
- Lines 1 through 4: your name, SSN or ITIN, and current address. If your address has changed since the tax year in question, put the old address on line 4.
- Line 7: check the box for “Verification of Nonfiling.”
- Line 9: enter the tax year in month/day/year format. For the 2024 tax year, that’s 12/31/2024.
Sign and date the form. Mail or fax it to the address in the Form 4506-T instructions for the state where you lived when the return would have been filed. The IRS processes most of these within about 10 business days and mails the letter to the address on the form.
Requesting In Person
You can also get the letter at an IRS Taxpayer Assistance Center, but call ahead and book an appointment.5Internal Revenue Service. Contact Your Local IRS Office Walk-ins are deprioritized and may be turned away.
Use the office locator at irs.gov to find the nearest center. Bring a valid government photo ID and your Social Security card or ITIN documentation. This is a good fallback if the online verification keeps failing or you need the letter faster than the mail route will give it to you.
If You’re Requesting for a Deceased Person
Executors, administrators, and personal representatives can request a non-filing letter for someone who has died, but the IRS requires proof of your authority to act on their tax matters.6Internal Revenue Service. Request Deceased Person’s Information Along with the deceased person’s name, last address, and SSN, send:
- A copy of the death certificate
- Letters Testamentary from the probate court (also called Letters of Administration or Letters of Representation), or IRS Form 56, Notice Concerning Fiduciary Relationship
Submit everything with a completed Form 4506-T by mail. The online system isn’t an option here, because the account belongs to the individual, not the representative.
If a Mortgage Lender Is Handling It
Mortgage lenders usually run their own request through Form 4506-C rather than 4506-T. Form 4506-C goes through the IRS Income Verification Express Service, which lets authorized participants pull your tax information directly.7Internal Revenue Service. Form 4506-C IVES Request for Transcript of Tax Return You sign to authorize the request, but you don’t send anything to the IRS yourself. If your lender puts a 4506-C in front of you, that’s standard.
How Long It Takes and Why Requests Fail
- Online account: immediate. View, print, or download as soon as you select the year.
- Form 4506-T by mail or fax: roughly 10 business days from when the IRS receives it.2Internal Revenue Service. Transcript Types for Individuals and Ways to Order Them
- In person: varies, but you may walk out with the letter the same day.
When a letter doesn’t arrive on time, the usual causes are an address that doesn’t match IRS records, a recently filed return that’s still processing (which means the IRS does have a return and won’t issue a non-filing letter), or an error on the form. Check that the tax year on line 9 is in the right format and that you signed. Missing signatures are a common rejection reason.
If you need letters for several years, request one per year. Each takes its own trip through the system, which matters most for mail requests.
One Thing to Check First
Requesting the letter won’t trigger an audit, but it also won’t fix a filing problem. If your income for that year was above the IRS filing thresholds, or if you had $400 or more in net self-employment earnings, you were required to file and the non-filing letter won’t change that.8Internal Revenue Service. Check if You Need to File a Tax Return The failure-to-file penalty is 5% of the unpaid tax per month, up to 25%, with a minimum penalty on returns more than 60 days late of the lesser of $525 or 100% of the tax owed.9Internal Revenue Service. Topic No. 653, IRS Notices and Bills, Penalties and Interest Charges If you should have filed, filing late is almost always better than waiting for the IRS to notice.
