To get a tax certificate, you request it from the agency that keeps the tax record you need verified: the IRS for federal tax compliance, your state’s department of revenue for a state tax clearance certificate, and your county tax collector or treasurer for a property tax certificate. Each one proves that taxes are paid through a specific date, and each has its own form, fee, and turnaround. The right starting point is figuring out which of the three the person asking for it actually wants.
Which Tax Certificate You Actually Need
The document called a “tax certificate” goes by different names depending on what it covers. A tax clearance certificate confirms a business has no outstanding state tax debts. A tax compliance report is the federal equivalent. A property tax certificate confirms local property taxes are current on a specific parcel.
Match the certificate to the situation:
- Bidding on a federal contract: you need a federal tax compliance record. Agencies run a tax check on every prospective contractor, and any unresolved delinquency makes a business ineligible regardless of the amount owed.1Internal Revenue Service. IRM 5.7.9 Federal Contractors
- Selling, dissolving, or withdrawing a business: you need a state tax clearance certificate. Many states will not process articles of dissolution or a foreign entity’s withdrawal without one.
- Buying a business: you should require the seller to produce state tax clearance certificates before closing, because unpaid tax debts can follow the assets to you.
- Closing a real estate sale or refinance: you need a property tax certificate for the parcel.
- Applying for a mortgage: your lender will pull your federal tax transcripts directly with your signed authorization.
- Renewing a professional license: check the licensing board’s rules; some require proof of tax compliance from the state revenue department.
One point worth noting because it trips people up: a certificate of good standing from the secretary of state is not a tax clearance certificate. Good standing confirms the entity is properly registered and current on annual reports. Tax clearance comes from the revenue department and confirms tax debts. When a deal requires proof of tax compliance, good standing alone usually will not satisfy it.
What to Gather Before You Apply
Every request starts with identification numbers. Individuals use a Social Security number. Businesses use the Employer Identification Number the IRS assigned at registration.2Internal Revenue Service. Taxpayer Identification Numbers (TIN) The legal name on your application has to match the tax agency’s records exactly. A missing middle initial or “Inc.” written where the record says “Incorporated” can bounce the request and force you to start over.
For a business tax clearance, be ready to specify which tax periods you want verified. Most state agencies check three to five years of records. If the request is for a corporation or partnership, the signature of an authorized officer, a general partner, or someone holding a valid power of attorney is usually required. Line that authorization up before you file, especially if a closing date is driving the timing.
For a property tax certificate, the key identifier is the parcel identification number, sometimes called a map and lot number. It appears on a previous tax bill and in the county’s online property records. You will also need the street address, the legal owner’s name as it appears on the deed, and the specific tax year you want verified. Any error in these details can produce a certificate for the wrong parcel, which defeats the purpose.
How to Request Federal Tax Records
The IRS offers several documents that prove federal tax standing. The right one depends on who is asking and what they need to see.
Tax Transcripts Through Your IRS Online Account
For individuals, the fastest route is the IRS online account, where you can view, print, or download transcripts immediately. Five transcript types are available: tax return transcripts, tax account transcripts, record of account transcripts, wage and income transcripts, and verification of non-filing letters. Tax Compliance Report (Letter 6201)

The IRS issues this as Letter 6201, and it shows whether you have filed required returns and paid your taxes on time.9Internal Revenue Service. Tax Compliance Report It is the closest document the federal government produces to a formal tax clearance certificate. The request path differs from the standard transcript route, so check the IRS page for current instructions before you file.
How to Request a State Tax Clearance Certificate
State tax clearance certificates come from the state’s department of revenue or department of taxation. The mechanics vary by state, but the general path is the same: submit a request form with your business tax identification, the agency checks its records for any unpaid obligations, and if you are current, the certificate is issued.
Many state revenue departments now run online portals where you can submit the request, pay any fee, and receive the certificate electronically. Where an online option is not available, you will file a paper form by mail or fax. Sending it by certified mail creates a delivery record, which matters when a business sale or license renewal is driving the calendar.
Some states issue clearance within a day or two at no charge through their online system. Others charge a fee and take up to two weeks for paper requests. If a deadline is pressing, call the agency directly and ask about expedited processing. Many states offer it.
How to Request a Property Tax Certificate
A property tax certificate confirms that all local taxes — municipal, school district, and county assessments — are paid through a specific date on a specific parcel. It is standard at real estate closings because unpaid property taxes create a lien on the property itself, not on the owner personally. A buyer who skips this step can inherit a tax debt with no way to recover from the seller after the deed transfers.
The county tax collector or local treasurer’s office issues the certificate. Submit the parcel identification number, the property’s street address, the owner’s legal name as it appears on the deed, and the tax year you need verified. At a closing, the title company or the buyer’s attorney typically orders the certificate as part of the title search. Most offices turn requests around within a few business days. If the certificate comes back showing an unpaid balance, that amount generally has to be paid by the seller or deducted from the sale proceeds before the transaction can close.
Processing Times, Fees, and How Long the Certificate Is Good For
Timing depends on the agency and the delivery method. IRS transcripts through an online account are available immediately. IVES requests through authorized lenders arrive in real time after taxpayer approval.8Internal Revenue Service. IRS Income Verification Express Service (IVES) FAQs Paper transcript requests by mail take five to ten calendar days.3Internal Revenue Service. Transcript Types for Individuals and Ways to Order Them State tax clearance certificates vary widely: some states process online requests within a day, and paper requests can take ten to fifteen business days.
Fees vary too. Federal transcripts from the IRS are free. State clearance certificate fees differ by state, and some states charge nothing. Property tax certificates typically cost between $5 and $50, with higher fees possible for complex searches or rush processing.
Validity is not standardized. Some states set a fixed expiration such as 90 days. Others issue certificates with no stated expiration and leave it to the requesting party to decide how recent the document has to be. If your certificate is more than a couple of months old and you are using it for a significant transaction, expect to be asked for a fresh one.
