To get a PPS number in Ireland, start an application on MyWelfare.ie using a basic MyGovID account, upload proof of your identity, your address, and the reason you need the number, then attend the in-person appointment the portal books for you at a PPS Number Allocation Centre.1Department of Social Protection. Personal Public Service (PPS) Number The number is issued after a SAFE officer verifies your original documents in person, and once allocated it stays with you for life.
Check That You Qualify Before You Apply
You cannot get a PPS number just because you live in Ireland or want an ID. Under the Social Welfare (Consolidation) Act 2005, you have to be carrying out a specific transaction with a “specified body” — a government department, state agency, or other public organisation listed in the Act.2Irish Statute Book. Social Welfare Consolidation Act 2005 – Section 262 Vague or speculative reasons are refused.
Reasons that qualify include:
- Starting a job, so your employer can register you with Revenue for income tax and PRSI.
- Claiming any social welfare payment from the Department of Social Protection.
- Applying for a medical card or joining the Drugs Payment Scheme.3Citizens Information. Personal Public Service (PPS) Number
- Enrolling at a recognised school, college, or university.
- Applying for a driving licence through the National Driver Licence Service.
- Dealing with a local authority, such as applying for housing support.
The list of bodies that can require your PPS number runs to dozens of organisations in Schedule 5 of the Act, including the Revenue Commissioners, the Health Service Executive, An Garda Síochána, and An Post.4Irish Statute Book. Social Welfare Consolidation Act 2005 – Schedule 5
Documents You Need
You need three things: proof of identity, proof of address, and proof of why you need the number. The identity requirement varies by nationality; the other two are the same for everyone.
Proof of Identity
What counts depends on where you were born and your citizenship:
- Irish citizens born in Ireland: a current Irish passport, or a current Irish or UK driving licence, or an Irish learner permit. A birth certificate is no longer required, because the Department checks birth details automatically through the General Register Office.3Citizens Information. Personal Public Service (PPS) Number
- Irish citizens through naturalisation or Foreign Birth Registration: a current Irish passport, Certificate of Naturalisation, or Foreign Birth Registration certificate, together with a driving licence or learner permit.
- Irish citizens born in Northern Ireland or UK citizens: a current passport, or a birth certificate showing your mother’s birth name plus a current driving licence or learner permit.
- Other EU/EEA citizens: a current passport or national identity card.5Department of Social Protection. Get a Personal Public Service (PPS) Number
- Non-EU/EEA citizens: a current passport or a 1951 Convention travel document.
Documents in a language other than English or Irish need a certified translation. That means the translator writes a statement confirming the translation is true to the original, then signs and dates it and prints their name, occupation, and contact details.6Immigration Service Delivery. How to Make a Certified Translation of a Document
Proof of Address
Bring one document with your name and current address, dated within the last three months. A household utility bill, bank statement, tenancy agreement, official letter from a government department, or a third-party confirmation of address all work.5Department of Social Protection. If you are staying with friends or family and nothing is in your name, the bill holder can write a short note on their own bill confirming you live there.5Department of Social Protection. Get a Personal Public Service (PPS) Number
Proof of Why You Need the Number
You have to show evidence of the transaction that triggered the application. A signed job offer letter from your employer, a notice from a government department about a benefit claim, or an enrolment letter from a college all satisfy this. The document has to connect your application to a real interaction with a specified body.
Applying Online and at Your Appointment
For anyone living in Ireland, the process runs in two stages, and you cannot skip the in-person step.1Department of Social Protection. Personal Public Service (PPS) Number
The Online Application
Go to MyWelfare.ie and set up a basic MyGovID account, which only needs an email address. A verified MyGovID account is not required at this stage, and would itself need an existing PPS number or Public Services Card.7Citizens Information. MyGovID
Fill in your personal details, including name, date of birth, current address, marital status, and parents’ names. Upload clear digital copies of your identity, address, and transaction documents. Scans or photographs need to be legible enough that text and any security features can be read.
The In-Person Appointment
As part of the online application, you pick a location, date, and time for an appointment at a PPS Number Allocation Centre.1Department of Social Protection. Personal Public Service (PPS) Number A SAFE (Standard Authentication Framework Environment) officer verifies your identity there. The appointment usually takes around 15 minutes.8Department of Social Protection. SAFE Registration and the Public Services Card (PSC)
Bring the original documents you uploaded. Copies alone are not accepted at this step.
People who have recently arrived from Ukraine under the EU Temporary Protection Directive should not apply online. Go directly to a PPS Number Allocation Centre, where special arrangements are in place.5Department of Social Protection. Get a Personal Public Service (PPS) Number
Children and Applicants Abroad
Children born in Ireland get a PPS number automatically when the birth is registered within three months.9Revenue Irish Tax and Customs. Registering Your Child – Personal Public Service Number (PPSN) If registration is late, apply to the Department of Social Protection directly.
For a child who lives in Ireland but was born abroad, a parent or guardian applies using the REG1M form. At least one parent or guardian must already have a PPS number. You need evidence of your relationship to the child, such as a birth certificate, adoption certificate, or court order, plus proof of your own identity.5Department of Social Protection. Get a Personal Public Service (PPS) Number The child also has to attend the in-person appointment.1Department of Social Protection. Personal Public Service (PPS) Number
If you live outside Ireland and need a PPS number for a transaction with an Irish state agency, such as being a beneficiary of an Irish will or dealing with Revenue, you can apply online through MyWelfare or by post using the REG1 form.5Department of Social Protection. Get a Personal Public Service (PPS) Number The in-person appointment does not apply to non-residents. Postal applications need proof of identity, proof of address, evidence of why you need the number, and a completed questionnaire. If the number will go to a third party like a solicitor or accountant, include a signed consent form.3Citizens Information. Personal Public Service (PPS) Number Send submissions to Client Identity Services at cis@welfare.ie.
One limit to note: if you are planning to move to Ireland, you cannot apply until you have actually arrived.3Citizens Information. Personal Public Service (PPS) Number The non-resident route is only for people staying abroad who still need to deal with an Irish state body.
How Long It Takes and What You Receive
Once your identity has been verified in person, processing usually takes one to four weeks, depending on volumes. You are notified through the MyWelfare portal or by letter to the address you gave. The notification contains your unique alphanumeric PPS number, and you should store it securely, because it is your permanent record for all future dealings with the state.
You will typically also receive a Public Services Card, a photo ID that proves your identity when accessing public services and can be used to collect social welfare payments at post offices.10Citizens Information. If You Start Work Before Your Number Arrives
If you begin a job and your employer cannot register you with Revenue because you have no PPS number yet, you go on emergency tax. In 2026, that means all pay is taxed at the higher income tax rate of 40%, plus an emergency Universal Social Charge rate of 8% on all income.11Revenue Irish Tax and Customs. Emergency Tax Rules Together, those take a large slice of your earnings before any credits are applied.
As soon as you have your PPS number, give it to your employer so they can register you properly. Excess tax deducted under emergency rates is refunded once your correct credits and rate bands go on the record.12Revenue Irish Tax and Customs. Personal Public Service Number (PPSN) The longer the delay, the longer the refund takes, which is why applying well before your start date pays off.
If You Are Refused
A refusal letter sets out the specific reasons and identifies any missing documentation. In many cases the fix is straightforward: resubmit with the correct evidence.
If you believe the refusal was wrong, you can ask the Department of Social Protection to review the decision, or you can appeal to the independent Social Welfare Appeals Office. Neither costs anything.13Citizens Information. How to Appeal a Social Welfare Decision For decision letters dated on or after 28 April 2025, you have 60 days from the date on the letter to appeal, extendable in some cases but never beyond 180 days. Appeals can go in online through MyWelfare (with a verified MyGovID) or by post on the SWAO1 form, with the original refusal letter attached and any supporting evidence.
If You Have Lost or Forgotten a PPS Number You Already Have
Do not apply again. Contact your local Intreo Centre or Social Welfare Branch Office and staff can look up your number. You can also reach Client Identity Services on (071) 967 2616 or 0818 927 999, or by email at cis@welfare.ie.3Citizens Information.
