To get a dependent military ID card, you confirm the dependent is enrolled in the Defense Enrollment Eligibility Reporting System (DEERS), gather a signed DD Form 1172-2 along with proof of identity and relationship to the sponsor, and take everything to a Real-Time Automated Personnel Identification System (RAPIDS) office for a same-day appointment.1U.S. Department of Defense. Getting Your Uniformed Services ID Card The card, formally called a Uniformed Services Identification (USID) card, is what unlocks TRICARE, commissary and exchange privileges, and access to installations.2U.S. Department of Defense. Next Generation Uniformed Services ID Card The steps are simple. What trips people up is showing up with the wrong paperwork.
Confirm the Dependent Qualifies
Eligibility runs through the sponsor. Spouses of active-duty, Guard, Reserve, and retired service members qualify. So do children up to age 21, or up to age 23 if they are enrolled full-time at an approved institution of higher learning and the sponsor provides more than half of their financial support.3Office of the Law Revision Counsel. 10 USC 1072 – Definitions
A few other categories qualify with extra documentation. Children over 21 who cannot support themselves due to a mental or physical condition that began while they were still dependents can keep eligibility indefinitely if the sponsor provides more than half their support. Parents and parents-in-law qualify only if they live in the sponsor’s household and the sponsor provides more than half of their support. An unmarried person placed in a service member’s legal custody by a U.S. court for at least 12 consecutive months qualifies under the same age rules as biological children.3Office of the Law Revision Counsel. 10 USC 1072 – Definitions
Two boundary cases worth knowing before you book an appointment. Unremarried former spouses may keep a USID card in their own name only if they meet the 20/20/20 rule (20 years of creditable service, 20 years of marriage, all 20 overlapping) and are not covered by an employer health plan; a 20/20/15 former spouse gets TRICARE for one year but not the same full benefits package.4TRICARE. Former Spouses And once a child ages out of standard eligibility, they may still buy coverage through TRICARE Young Adult, which requires its own ID card issued after enrollment.5TRICARE. Gather the Documents
This is the part that decides whether your appointment succeeds or wastes an afternoon. Everything below has to be original or certified; photocopies are not accepted.
- DD Form 1172-2, Application for Identification Card/DEERS Enrollment. The sponsor either signs a paper copy or completes and digitally signs it through the ID Card Office Online (IDCO) portal in advance.1U.S. Department of Defense. Getting Your Uniformed Services ID Card
- Two forms of identification for the dependent. The primary must include a photograph (passport, driver’s license, or state-issued photo ID). The secondary can be a Social Security card, certified birth certificate, voter registration card, or another government-issued ID.6Department of Defense. List of Acceptable Identity Documents
- Proof of the qualifying relationship. Spouses bring a certified marriage certificate; children bring a certified birth certificate.7TRICARE. Required Documents
Some situations require more. A full-time student aged 21 or 22 needs a letter from the school registrar confirming full-time enrollment and expected graduation date.7TRICARE. Required Documents A former spouse needs the marriage certificate, the divorce decree, and proof of the sponsor’s creditable service, typically a DD Form 214. An adult child claiming continued eligibility on incapacity grounds needs medical documentation and evidence that the condition existed before they aged out.
Names have to match across every document. If a driver’s license still shows a maiden name, bring the marriage certificate to bridge the two. Small name mismatches are the single most common reason dependents get turned away at the counter.
Book the RAPIDS Appointment
Dependent cards are issued at RAPIDS sites, which sit on most military installations. Schedule at idco.dmdc.osd.mil, which also has a locator tool for the nearest office.8Defense Manpower Data Center. ID Card Office Online Book early. Slots at busy installations fill weeks out, especially during summer PCS season.
For a first-time card, the sponsor generally needs to be at the appointment. For renewals, the dependent can often come alone if the DD Form 1172-2 is pre-signed. Confirm the specifics when you book, because policies vary between installations.
If the Sponsor Cannot Be There
Deployments, TDY, and simple geography often keep the sponsor away from the RAPIDS office. Three workarounds are accepted:9Department of Defense. DEERS Enrollment and ID Card Issuance Required Documents
- Digital signature through IDCO. The sponsor logs in with a CAC or DS Logon, completes and signs the DD Form 1172-2 electronically, and the form saves into DEERS. The dependent then visits RAPIDS alone.10U.S. Department of Defense. Instructions for Completion of DD Form 1172-2
- Notarized DD Form 1172-2. The sponsor signs a paper copy in front of a notary, and the dependent brings the notarized original to the appointment.
- General Power of Attorney. Someone holding a valid general POA for the sponsor can sign the form on their behalf.1U.S. Department of Defense. Getting Your Uniformed Services ID Card
The digital-signature route is easiest when the sponsor has a CAC and internet. When connectivity is unreliable, notarization is the dependable backup.
At the Appointment
If the paperwork is right, the visit is quick. An ID card representative verifies the documents, confirms identity, and checks eligibility in DEERS. First-time enrollees have their information entered into DEERS at this point.11Department of Defense. DD Form 1172-2 – Application for Identification Card/DEERS Enrollment They take the photo, print the Next Generation USID card on the spot, and you leave with the physical card that day.
Renewing the Card Later
Most dependent USID cards are issued with a four-year expiration, though the exact term follows the sponsor’s status. Cards for dependents of retirees aged 75 or older are issued with an indefinite expiration; cards for dependents of retirees aged 65 to 75 are issued for five years.12Department of Defense. Supplemental Guide for DoD ID Card Types and Expiration Dates Cards tied to an enlistment contract or active-duty orders expire with those orders.
In-person renewal mirrors the first visit: two forms of ID, a signed DD Form 1172-2, and any updated documents such as a new student enrollment letter. Don’t wait until the card expires. A lapse means a gap in TRICARE and base access.
Eligible dependents can now renew online and get the new card by mail, skipping RAPIDS entirely. Both sponsor and recipient have to meet the requirements: the sponsor must be able to sign into IDCO and have an email address in DEERS with DoD correspondence permission enabled, and the recipient must have a DEERS photo taken within the last 12 years plus a U.S. mailing address (APO, FPO, and DPO count). Anyone with a locked or restricted DEERS record, foreign affiliates, overseas local hires, non-citizen sponsors, and anyone who needs to present documentation to update eligibility must still go to a RAPIDS office.13U.S. Department of Defense. Lost or Stolen Cards
Report a lost or stolen USID card through the RAPIDS self-service portal on IDCO, or by calling Military OneSource at 1-800-342-9647.14USAGov. How to Report a Lost or Stolen Military or Veteran ID Card A replacement requires a new DD Form 1172-2 and an in-person RAPIDS visit. When you receive a replacement card by mail after an online renewal, you don’t have to send the old one back; shred or cut it up the way you would an old credit card. The exception is a card that failed due to a defect, which DoD asks you to mail to the Defense Manpower Data Center in Wichita, Kansas.13U.S. Department of Defense. Renewing Online
Keep DEERS Current
The card only works when the record behind it is right. Any change to eligibility, whether a divorce, a child turning 21, a student graduating, or the sponsor’s retirement, has to be reported to DEERS within 30 days.11Department of Defense. DD Form 1172-2 – Application for Identification Card/DEERS Enrollment Sponsors handle most updates through IDCO or at a RAPIDS office. If your circumstances have shifted, get the record updated before you find out at a pharmacy counter that the card no longer works.
