How to Get a Congressional Nomination for a Military Academy

To get a congressional nomination for a military academy, you apply separately to your U.S. Representative and both of your state’s U.S. Senators during the summer and fall of your senior year of high school, submitting each office’s application package by its own deadline. Each of those three members of Congress can nominate you independently, and a nomination from any one of them puts you in the running for an appointment to West Point, the U.S. Naval Academy, the U.S. Air Force Academy, or the U.S. Merchant Marine Academy.¹ The U.S. Coast Guard Academy admits students by direct application and requires no nomination.

Apply to All Three Members of Congress

Federal law gives each U.S. Representative five slots at each academy and each U.S. Senator five slots from their state. When a slot opens, the member fills the vacancy by nominating candidates, and each member can nominate up to 15 people per vacancy, with the competitive slate typically consisting of a principal nominee and up to nine alternates.²

Because your Representative nominates from your congressional district and your Senators nominate from the whole state, you can seek nominations from three offices at the same time. You should. Each application is judged on its own, each office runs its own process, and one nomination is enough to be considered for admission.

How offices handle their nominees varies. Some rank their candidates, naming a principal nominee who gets first consideration and ordering the rest. Others send an unranked slate and let the academy choose the strongest candidate. You can ask an office which method it uses; the answer affects how much control that member has over who actually gets appointed.

Eligibility for a Nomination

By July 1 of the year you would enter the academy, you must be a U.S. citizen, at least 17 years old, and not past your 23rd birthday. The Merchant Marine Academy sets its age ceiling at your 25th birthday.³ You must be unmarried, not pregnant, and have no legal obligation to support dependents.¹

Residency controls who you can approach. You must live in the congressional district of the Representative you ask, and you must be a resident of the state for either Senator. If your family has moved recently, confirm your district before you apply.

What Each Congressional Office Asks For

Every office runs its own application, so read each one carefully. The package usually includes:

A completed application form from the member’s website, sometimes with a current photo.
Official high school transcripts from every school you’ve attended.
SAT or ACT scores. Academies superscore across test dates, so take each test more than once if you can.
A personal essay, typically 500 words or less, on why you want to attend a service academy and serve as an officer. Specific experiences carry more weight than generic patriotism.
At least three letters of recommendation from people who can speak to your character and leadership, usually including a teacher or counselor.
An activity resume covering leadership roles, athletics, community service, employment, and extracurriculars.

Most of these materials overlap with the academy’s own application, so you’ll assemble the package once and send it to several places. The essay is the one piece worth tailoring to each reader.

The Nomination Interview

Most congressional offices interview nomination candidates in November or December. The panel is typically a volunteer board of military veterans, academy graduates, and community leaders appointed by the member. They’re weighing character, poise, and whether your commitment to military service is genuine, not testing you on policy.

Expect questions about why you want to attend a specific academy rather than a civilian college, what leadership experience has taught you, how you handle adversity, and what you see yourself doing after your service obligation. Some panels ask about current events, so keep up with the news. Business attire is appropriate. Board members have usually served on the panel for years and can spot rehearsed answers, so be direct. The panel’s recommendation carries significant weight, but the member of Congress makes the final call.

Timeline

Start in the spring of junior year. Every office sets its own deadlines, but the sequence looks about the same across the country:

Spring of junior year: open a candidate file with each academy you’re interested in and begin studying for the SAT and ACT.
Summer before senior year: take the Candidate Fitness Assessment, line up recommendation letters, and contact each congressional office to ask about its nomination process and deadlines.
September through December: submit congressional nomination applications. Most deadlines fall between October and early December, and some offices close as early as mid-October.⁴
November through December: interviews, if the office holds them.
Late December through January: offices notify candidates whether they received a nomination.⁵
February through April: academies extend appointment offers on a rolling basis.⁶
May 1: deadline to accept or decline an appointment.

Other Nomination Sources to Pursue at the Same Time

Congressional nominations are the most common route, but they aren’t the only one, and the categories don’t compete against each other. If any of these apply to you, pursue them alongside your congressional applications.

Vice Presidential nomination. The Vice President can nominate candidates to West Point, the Naval Academy, and the Air Force Academy, but not the Merchant Marine Academy. There’s no geographic restriction, so any U.S. citizen can apply. The window runs March 1 to January 31 preceding the year of entrance, and the application is online.¹
Presidential nomination. Reserved for children of career military personnel. Your parent must have served at least eight continuous years on active duty, be retired with pay, or have died after retirement with pay, among other criteria.
Military-connected nominations. Children of service members killed in action or with a 100-percent service-connected disability can compete for up to 65 slots per academy.²
Enlisted and ROTC nominations. Active-duty enlisted personnel and members of ROTC or JROTC units have separate pathways through the service branches.⁷

A Nomination Is Not an Appointment

A nomination puts your file in front of the academy, but the academy makes its own decision. Admissions boards use a whole-person review that weighs academics, test scores, the Candidate Fitness Assessment, medical clearance through the Department of Defense Medical Examination Review Board, extracurriculars, leadership, and character. Meeting the eligibility rules for a nomination is not the same as meeting the academy’s admission standards, and you need both.

If you receive nominations from more than one source, the academy considers all of them. Multiple nominations don’t multiply your admission odds, but they give the academy more flexibility in how it charges your appointment against the available slots.

If You Don’t Get a Nomination

Missing out in your first cycle doesn’t close the door. You can reapply the following year so long as you still meet the age requirement by July 1. Use the gap year to raise test scores, add leadership experience, or take college coursework that shows you can handle the academics.

The academies also run preparatory programs for candidates with strong potential who aren’t quite ready for direct admission. Air Force Academy applicants who aren’t selected are automatically considered for the Air Force Academy Preparatory School and the Falcon Foundation scholarship program, with offers typically made between January and June.⁶ The Naval Academy runs a similar program known as NAPS. A strong prep year puts you in position to apply again with a much stronger file.

ROTC scholarships at civilian universities lead to the same commission as an officer and carry a similar service obligation. Many military careers start there rather than at an academy.
