How to Freeze Your Employment and Consumer Report Data

To freeze your employment and consumer report data, you need to place a separate security freeze at each agency that holds a file on you: Equifax, Experian, and TransUnion for credit; The Work Number for employment and income; LexisNexis and SageStream for public records and background screening; ChexSystems for banking history; and NCTUE for utility and telecom accounts. Federal law makes placing, lifting, and removing a freeze free at every nationwide consumer reporting agency, and the freeze stays in place until you remove it. Freezing only the three big credit bureaus is the most common mistake, because it leaves your payroll records, bank account history, and utility file wide open.

What a Freeze Actually Blocks

A security freeze stops a reporting agency from releasing your report to new requesters, which is what prevents someone from opening credit in your name. Your credit score keeps updating normally underneath the freeze; the freeze only controls who can see the report.1Federal Trade Commission. Credit Freezes and Fraud Alerts

Federal law also carves out situations a freeze does not touch, and these gaps are the reason you need to freeze more than just credit:

  • Companies you already have accounts with can still pull your report for account maintenance, credit line changes, and collections.
  • Insurance underwriting is exempt. Insurers can pull credit to set premiums regardless of a freeze.
  • Employers and landlords running background checks are not blocked by a credit bureau freeze.
  • Federal, state, and local agencies retain access for fraud investigations, tax collection, and court orders.
  • Child support enforcement agencies acting under the Social Security Act can pull your report.
  • Credit monitoring services you subscribe to continue to work.2Office of the Law Revision Counsel. 15 USC 1681c-1 – Identity Theft Prevention; Fraud Alerts and Active Duty Alerts

The employment screening exception is the one most people miss. Freezing your credit at Equifax, Experian, and TransUnion will not stop a potential employer from pulling a credit-based background check, and it will not stop a lender or landlord from verifying your income through The Work Number. To close that gap you have to freeze The Work Number separately.

The Seven Agencies to Freeze

Each agency runs its own file, and none of them share freeze requests with each other. You have to contact every one.

Equifax, Experian, and TransUnion

The three national credit bureaus hold the files that lenders, credit card issuers, landlords, and many service providers check before approving an application. Freezing all three is the baseline, and you have to submit a request to each one separately.1Federal Trade Commission. Credit Freezes and Fraud Alerts

The Work Number

The Work Number, run by Equifax Workforce Solutions, is one of the largest employment and income verification databases in the country. Employers feed payroll data into it, and lenders, landlords, and government agencies pull from it to verify what you earn and where you work. You can freeze your record online, by phone at 1-800-367-2884, by mail, or by email. If you’re job hunting, expect to lift this freeze temporarily so new employers can verify your history.3The Work Number. Freeze Your Data

LexisNexis and SageStream

LexisNexis pulls together public and private records used in identity verification, insurance underwriting, and background screening. SageStream is a smaller consumer reporting agency that shares a freeze portal with LexisNexis, so a single request covers both. You can file it on the LexisNexis consumer disclosure site, by phone at 1-800-456-1244, or by mail.4LexisNexis Risk Solutions. Security Freeze

ChexSystems

ChexSystems tracks checking and savings account history, including closed accounts, bounced checks, and overdrafts. Banks routinely check it before letting you open a new deposit account. You can freeze your ChexSystems file online, by phone, or by mail. After the freeze goes on, ChexSystems mails you a PIN you’ll need to manage it later.

NCTUE

The National Consumer Telecom & Utilities Exchange tracks account history with phone, cable, and utility providers, including unpaid balances and prior service applications. You can freeze your NCTUE data through the consumer portal or by calling 1-866-349-5355.5NCTUE. Consumer

What to Have Ready Before You Start

Every agency verifies your identity before it will freeze your file. Have your full legal name, Social Security number, date of birth, and address history for the past two years. For document verification, keep a government-issued photo ID such as a driver’s license on hand, plus a recent utility bill, bank statement, or similar proof of current address.6Annual Credit Report.com. Security Freeze Basics

Mail requests sometimes require notarized copies of your ID. Online submissions usually take uploaded digital copies. Phone requests generally skip physical documents entirely and verify you by asking questions drawn from your existing file.

Placing the Freeze

You can freeze your reports online, by phone, or by mail. Online is the fastest route and gives you immediate confirmation. Phone runs through automated or live systems and typically mails written confirmation within a few days. Mail is the slowest option, and if you use it, send your request certified with a return receipt so you can prove delivery.

Federal law sets deadlines. For requests submitted online or by phone, the agency must place the freeze within one business day. For mail requests, the deadline is three business days after receipt.7Consumer Financial Protection Bureau. What Is a Credit Freeze or Security Freeze on My Credit Report?

Placing, lifting, and removing a freeze is free at every nationwide consumer reporting agency.2Office of the Law Revision Counsel. 15 USC 1681c-1 – Identity Theft Prevention; Fraud Alerts and Active Duty Alerts If an agency asks for payment, you’re looking at a credit lock product, not a freeze. A lock is a voluntary agreement with the bureau, not a statutory right, and it doesn’t carry the same legal protection.

After the freeze is on, most agencies give you either a PIN or online account credentials. Store them somewhere you can find them again. You’ll need them to lift the freeze later, and misplacing them makes every future request slower.

Lifting or Removing a Freeze

When you want to apply for a loan, a credit card, or a rental, you have to lift the freeze so the requester can pull your file. You can usually set a specific date range for the lift or authorize a single named company. When the window closes, the freeze goes back on automatically.

Agencies must act faster on lifts than on the initial freeze. Online and phone requests must be honored within one hour. Mail requests must be handled within three business days.2Office of the Law Revision Counsel. 15 USC 1681c-1 – Identity Theft Prevention; Fraud Alerts and Active Duty Alerts

Before lifting all three credit bureaus, ask your lender which one they intend to pull. You often only need to thaw one, which keeps the other two locked.

Losing your PIN or password slows things down but doesn’t lock you out. TransUnion no longer uses a PIN at all; you manage the freeze by logging into your account or verifying by phone with your name, date of birth, address, and Social Security number.8TransUnion. Setting up online accounts with each bureau upfront saves that trouble.

Freezing a Child’s or Dependent’s File

Children are targeted because their Social Security numbers are unused and the fraud can go undetected for years. Parents, legal guardians, and child welfare representatives can freeze the credit of anyone under 16 by contacting each of the three major bureaus. If a bureau doesn’t have a file for the child, it must create one for the sole purpose of freezing it. That protective file can’t be used for credit decisions.10Federal Trade Commission. What To Know About Freezing Your Child’s Credit

Documentation is heavier than for your own freeze. You have to prove your identity, the child’s identity, and your legal authority over the child. Typically that means your government ID, the child’s birth certificate and Social Security card, and something establishing your relationship, whether the birth certificate itself, a court order, or foster care certification.11Equifax. Freezing Your Child’s Credit Report FAQ

Court-appointed guardians and holders of a valid power of attorney can freeze the file of an incapacitated adult. You’ll need proof of guardianship or the power of attorney, your own ID and Social Security number, and the protected person’s Social Security card and birth certificate. These requests are generally handled by mail.12Equifax. Incapacitated Adult Security Freeze Request Form

When a Freeze Can Get in Your Way

A freeze is almost always worth having, but a few situations create friction you should plan for.

Job hunting is the main one. A freeze on The Work Number can delay offers because employers who verify income through that database won’t be able to pull your record. You may need to lift that freeze temporarily or hand verification documents to the employer directly.

Insurance shopping isn’t affected the way people expect. The credit bureau freeze doesn’t stop the insurer, because federal law exempts insurance underwriting from the freeze rule. Setting up new utilities or a cell phone plan can be slower, though, since providers often check NCTUE before approving service.2Office of the Law Revision Counsel. 15 USC 1681c-1 – Identity Theft Prevention; Fraud Alerts and Active Duty Alerts

The one-hour lift requirement keeps these delays short if you plan ahead. The people who get stuck are the ones who forget the freeze is on, walk into a dealership on a weekend, and can’t recall which bureau the finance office pulls from. Keep a written record of every agency you’ve frozen and the phone number and login for each one.
