Rural Development can re-verify your finances during any later servicing action, such as a payment assistance request or a loan restructuring.

Fields to Complete

Who Signs, and How Many Copies

Every adult household member fills out a separate copy of the form, even if only one person is the primary borrower. “Adult household member” means anyone 18 or older who will live in the home, not only co-signers or co-borrowers on the loan. Rural Development uses income from all adult household members to check the household against the program’s income limits, so it needs authorization from each of them.

A married couple applying together submits two forms. A couple applying together with an adult child living with them submits three. Miss one and the whole application is incomplete.

Signing, Dating, and the Fraud Warning

Each copy must be signed and dated by the individual it covers. If any adult household member’s signature is missing, the application is incomplete. Rural Development will contact you for the missing signature, and if you do not provide it within 15 days, your application can be withdrawn from processing.

  • Taxpayer ID verification. Pay stubs or tax returns showing your full Social Security number satisfy this; a Social Security card is only needed if no other document shows the full number.
  • Federal income tax returns for the last two years, signed, with all schedules, W-2s, and 1099s attached.
  • Pay stubs from the last four consecutive weeks for every employed adult household member.
  • Recent benefit statements for Social Security, public assistance, retirement income, or any other unearned income.
  • A written explanation for each late payment, collection, or judgment in your credit history.
  • A $30 non-refundable credit report fee. If you and a co-applicant live at different addresses, the fee is $30 per person.

If anyone in the household receives alimony or child support, add the last 12 months of payment history from the court-appointed payment entity. When that history is not available, a copy of the separation agreement or divorce decree works instead.

You have three submission options. You can mail the completed package to your local Rural Development office. What Happens After You Submit

Staff first review the package for completeness. Anything missing, whether a signature, a document, or the fee, triggers a request for the missing piece, and you have 15 days to respond before your application risks being pulled from the queue.

Once the package is complete, Rural Development uses your signed Form RD 3550-1 to begin verifying what you reported. Employers are contacted to confirm wages and job stability. Banks confirm account balances. Credit bureaus supply a full credit report. Landlord references may be checked. The agency compares those results against the figures on your application to confirm the household meets the program’s income limits and debt ratios.

Processing times vary with local funding and how quickly third parties respond. Rural Development does not publish a fixed timeline, and delays from unresponsive employers or banks are common. If a third party will not respond, the agency may ask you to help obtain the records directly. Information collected during verification is protected under the Privacy Act of 1974 and can only be used or shared for purposes tied to your loan.

Because the authorization does not expire when the loan closes, hold onto a copy for your records. Any future request for payment assistance or a loan modification can trigger a fresh round of verification under the same signature you provided at application.
