How to Fill Out the USMC Leave and Liberty Request (NAVMC 3)

To fill out a USMC leave request, log in to Marine Online at mol.tfs.usmc.mil with your Common Access Card, open the E-Leave module (the electronic NAVMC 3), select the type of absence, enter your dates and leave address, route the request to the correct approver in your chain of command, and save the Request ID the system generates. Get the details right the first time and the request moves; get them wrong and it bounces back down the chain.

Access the E-Leave Module

E-Leave sits inside Marine Online under the personal information tab. Log in with your CAC. The system pre-populates biographical data from your personnel record, so glance at what it shows before you type anything new. If your address, unit, or other pre-filled data is stale, fix it through your admin section first. The system treats that data as authoritative, and a leave request built on wrong personnel data creates problems downstream.

Paper NAVMC 3 forms still exist, but only as a fallback when a unit genuinely cannot reach MOL for an extended period, such as a deployment without connectivity. MCO 1050.3J requires commands to keep an alternate process for those situations and keeps MOL as the default for everything else.1United States Marine Corps. Gather These Details Before You Start

Have this information in front of you before opening the request:

  • Your EDIPI, the ten-digit DoD ID Number printed on the back of your CAC. It replaced the SSN as the DoD’s standard identifier and is how the system links your request to your record.2United States Marine Corps.   • Your current leave balance from your Leave and Earnings Statement. Active-duty Marines accrue 2.5 days per month; requesting more than you have drives you negative and the debt is recovered from future pay.3Office of the Law Revision Counsel. 10 USC 701 – Entitlement and Accumulation
  • The full physical address where you will actually stay during your absence. Your command needs it for accountability and recall.
  • A working emergency contact number.
  • The name of the specific officer or staff NCO in your chain who has approval authority for your section.

Pick the Correct Type of Absence

The category you select drives what gets charged, what documentation is required, and who has to sign. Picking wrong is one of the most common reasons a request gets kicked back.

Annual (Chargeable) Leave

Standard leave charged one day for every calendar day gone, weekends and holidays included.1United States Marine Corps. MCO 1050.3J – Regulations for Leave, Liberty, and Administrative Absence A Monday-to-Sunday block burns seven days, not five. Set your start and end dates around duty days so you’re not spending leave on days you would have been off anyway.

Emergency Leave

For serious family emergencies involving an immediate family member, such as a death or life-threatening illness. It’s still chargeable against your accrued balance. Commanders can authorize up to 30 days.4Department of Defense. DoD Instruction 1327.06 – Military Leave, Liberty, and Administrative Absence Red Cross verification is not a prerequisite. Your commander can approve emergency leave on the information available; verification is a tool used when there’s reason to question a request, not a required step for every one.5DVIDS. Convalescent Leave

Granted on a medical or behavioral health provider’s recommendation. It does not count against your accrued balance.4Department of Defense. DoD Instruction 1327.06 – Military Leave, Liberty, and Administrative Absence It’s capped at 30 days for a given condition unless a higher authority extends it. The 30-day cap does not apply to Marines who have given birth.

Parental Leave

All Marines receive 12 weeks of non-chargeable parental leave for the birth of a child, a qualifying adoption, or long-term foster placement. The old primary/secondary caregiver split no longer applies.6United States Marine Corps. Expansion of the Marine Corps Military Parental Leave Program Adoptions must go through a qualified agency; foster placements need an agreement specifying at least 24 months in the home.

Liberty (Not Leave)

Liberty isn’t submitted the same way and doesn’t cost you anything from your balance. Regular liberty runs from the end of the workday to the next duty start and cannot exceed three days. Special liberty runs three or four days as recognition, compensation for long hours, or a safety measure around peak holiday travel.1United States Marine Corps. MCO 1050.3J – Regulations for Leave, Liberty, and Administrative Absence Leave and special liberty cannot be run back to back into a single continuous absence.

Enter Dates, Address, and Route the Request

Inside the E-Leave module, enter the leave type, the start date and time you plan to depart, the end date and time you plan to return, your leave address, and your emergency contact. Check the dates twice. The system charges leave from the moment you depart until you check back in, and every calendar day in between counts.

Then use the drop-down menus to route the request to the specific officer or staff NCO responsible for your section. Selecting the wrong approver is the single most common reason requests sit in limbo. If you’re unsure who to pick, ask your section leader before you submit. That takes a minute; waiting a week for a misrouted request to surface does not.

When you confirm the submission, the system issues a unique Request ID. Screenshot it or write it down. That code is your receipt and your only real leverage if the system glitches or a supervisor claims they never saw the request.

What Happens After You Submit

The request moves through a digital chain. Your immediate supervisor reviews it against the training calendar and manning, then forwards it up to the company commander or another designated signing authority, who makes the final call under MCO 1050.3J.7United States Marine Corps. MCO 1050.3J

Your MOL dashboard shows the status and the system emails you when it changes. If a reviewer flags an error, wrong dates, missing contact, wrong leave type, the form comes back for correction. Fix what they flagged and resubmit promptly; a returned request doesn’t hold your dates. Once approved, the system updates your record, and chargeable days are deducted from your balance after your return date passes.

Extra Steps for OCONUS Leave

Foreign travel while on leave triggers requirements on top of the standard E-Leave submission. It has to route through the command’s Anti-Terrorism/Force Protection Officer and be approved in writing by at least an O-5 level commander.8I Marine Expeditionary Force. I MEFO 1050.1J – Leave and Liberty Start at least 30 days before your travel date. The checklist typically includes:

  • Anti-Terrorism Level I training through MarineNet or JKO Direct, with completion recorded in the Marine Corps Total Force System.
  • SERE 100.2 Level A certificate through the same portals.
  • An APACS theater clearance request. A confirmation number is not approval; wait for the actual approval before traveling.
  • A review of the DoD Foreign Clearance Guide for country-specific medical, vaccination, and documentation requirements.

Some destinations require both country and theater clearance, and approval of one does not guarantee the other. Traveling without every approval in hand invites disciplinary action.

Balance, Terminal Leave, and Article 86

You accrue 2.5 days per month, 30 per year, and the maximum you can carry into a new fiscal year is 60 days.3Office of the Law Revision Counsel. 10 USC 701 – Entitlement and Accumulation Anything above 60 on October 1 is forfeited. Special Leave Accrual allows balances up to 90 days for Marines who couldn’t take leave for operational reasons, but those excess days must be used within two fiscal years or they’re also forfeited.9Defense Finance and Accounting Service. If you’re building a terminal leave request into your separation, submit it at least 120 days plus the number of terminal leave days you want, before your separation date. Terminal leave is chargeable and runs continuously to your end of active service date; commanders can approve up to 90 days at a CONUS duty station and up to 60 days at an OCONUS station, and they retain discretion to shorten or deny it based on operational needs.

Finally, a boundary worth stating plainly: returning late from leave, or leaving without an approved request in the first place, falls under Article 86 of the UCMJ.10Office of the Law Revision Counsel. 10 USC 886 – Art. 86. Absence Without Leave Leave accrual stops during the absence, and the time isn’t creditable toward service. Build buffer time into your return travel and check in before your leave expires, not after.
