The NPPSC 1300/1, Application for Transfer and Advances, is the Navy form you use during a Permanent Change of Station to lock in your approved transfer date and request advance dislocation allowance and advance travel entitlements. You fill it out with your orders information, sign it, get your commanding officer or officer in charge to endorse it, and route it through your Command Pay and Personnel Administrator so it reaches the Transaction Service Center at least 60 days before your transfer date. One quick clarification before anything else: this is the pay-and-travel form. The similarly numbered NAVMED 1300/1 is the medical, dental, and educational suitability screening for overseas assignments, and it moves on a separate track.

What the Form Does
Two jobs. It records the CO-approved transfer date, and it is the vehicle for requesting advance DLA and advance travel entitlements.2MyNavy HR. Quick Start SOP – Transfers It does not handle advance basic pay; that request goes on DD Form 2560, covered below.
DLA partially reimburses the expenses of relocating a household during a PCS. It is a flat amount set by your pay grade and dependent status on the effective date of your orders, and requesting it in advance means the money reaches you before you start spending, not after.3Defense Travel Management Office. Filling It Out
Pull your orders and copy over your personal information and transfer details onto the form, then indicate which advance entitlements you are requesting. Two signatures are required before the form can go anywhere: yours, and your CO’s, OIC’s, or their designee’s. A form missing either signature will be rejected by the Transaction Service Center.
There is one extra piece of paperwork that catches sailors off guard. If you are a single sailor ranked E-5 or below and requesting DLA, you also need a signed statement from your gaining command confirming you will not be occupying government quarters at the new duty station.4MyNavy HR. Contact your gaining command sponsor early; waiting on this statement is one of the most common reasons advance DLA payments run late.
When to Submit
Timing is the part sailors underestimate. Your CPPA has to submit the completed NPPSC 1300/1 no less than 60 days before your approved PCS transfer date so the Travel Processing Center has time to work it.4MyNavy HR. DLA Advance Payment Fact Sheet The TPC then processes DLA requests within 30 days of the approved PCS date, provided the form arrived on time. Submit late and the advance may not hit your account before you actually need it, which defeats the point of asking in advance.
Your CPPA sends the transfer package to the Transaction Service Center through the electronic Customer Relationship Management system, and the TSC keeps the approved form as part of your transfer record.2MyNavy HR. Quick Start SOP – Transfers Keep your own copy. If a discrepancy shows up in your pay account months down the line, having the signed form on hand makes the fix a lot faster.
Advance Basic Pay Uses a Different Form
Advance basic pay is not on the NPPSC 1300/1. It runs on DD Form 2560, Advance Pay Certification/Authorization.2MyNavy HR. Quick Start SOP – Transfers Because both forms come up at the same point in a PCS and both involve money, they get mixed up constantly.
Federal law allows up to three months of basic pay as an advance when you change permanent stations, repaid through payroll deductions over up to 24 months.5Office of the Law Revision Counsel. 37 U.S.C. 1006 – Advance Pay6MyNavy HR. - Requesting more than one month of advance pay.
- A repayment schedule longer than 12 months.
- Any advance pay request from an E-3 or below, regardless of amount.
- Submitting more than 30 days before departure or more than 60 days after arriving at the new station, which also requires written justification.

If Your Orders Send You Overseas
Overseas or remote orders bring in the NAVMED 1300/1, the Medical, Dental, and Educational Suitability Screening form.7Navy Medicine. NAVMED Forms It is a separate process from the transfer and advances paperwork, with its own deadlines: 30 days from receipt of orders for the service member and 60 days for dependents.8MyNavy HR.
