How to Fill Out the Military VAT Exemption Form: NF-1, NF-2, Mistakes

To fill out a military VAT form in Germany, buy the correct form (NF-1 for purchases under €2,500, NF-2 for €2,500 and above) at a Tax Relief Office before you commit to the purchase, present it to the vendor so they can enter the item description, stamp, and sign their blocks, then sign and date the sponsor block yourself. The vendor keeps the yellow copy to claim the exemption from German authorities, and you return the white copy to the Tax Relief Office to close out the transaction. Every block matters, and a form with the wrong dates, a mismatched description, or a missing signature will be rejected.

Before You Touch the Form

Two things have to be true before a VAT form does you any good. First, you need SOFA status confirmed by a valid military ID and a SOFA stamp in your passport; without both, the vendor is required to charge full tax. Second, the form has to exist before you order, sign a contract, or put down a deposit. Getting a form after the fact is the most common reason transactions get thrown out, and it is not fixable.1Ramstein Air Base. Observing Tax Relief Rules Helps Buyers Avoid Potential Problems

Forms are controlled tax documents generated through the IMCOM-Europe iTRAAC system. When you buy one, the Tax Relief Office prints the header fields for you: office address, order number, issue date, expiration date, and the official seal. Your name is printed as sponsor, and you can have a family member added to Block 10 so they can use the form in your place. Handwritten or typewritten forms are not authorized for issue, though blocks the vendor and customer complete after purchase may be filled in by hand using ink.2Department of Defense. Check the expiration date printed in the top-right of the form (Block 3) before you head to the store. NF-1 forms are valid for two years from purchase; NF-2 forms expire after 90 days. Using a form whose purchase date falls outside the valid-from and valid-until window voids the transaction, and the vendor cannot recover the tax from German fiscal authorities, so you end up paying it personally.386th Force Support Squadron. NF-1 or NF-2: Pick Before You Buy the Form

The split between the two forms is the net purchase price with VAT removed.

  • NF-1 covers a single transaction with one vendor on one date, up to €2,499.99 excluding VAT. This is the everyday form for groceries, clothing, electronics, car repairs, and similar purchases.4Spangdahlem Air Base. VAT Forms Dos and Donts
  • NF-2 is required at €2,500 and above. It applies to furniture sets, major car repairs, custom orders, and other large purchases, and it must be coordinated through the Tax Relief Office before you commit.586th Force Support Squadron. AE Form 215 – VAT Form Instruction

Using an NF-1 for a purchase that turns out to be €2,500 or more is a violation, and splitting one large purchase into several smaller NF-1 transactions to stay under the threshold is treated as program abuse. Both moves lead to rejection by German fiscal authorities and can trigger an investigation.1Ramstein Air Base. Filling Out an NF-1 at the Register

An NF-1 transaction is a shared form: the Tax Relief Office has already completed the header and named you as sponsor, and the remaining blocks are split between the vendor and you at the point of sale. Here is how the blocks come together in order.

  • Present the form to the vendor before they ring anything up. Merchants in military communities generally know the process, but they are not legally required to accept the forms; if a vendor declines, you pay full price with tax.
  • The vendor writes a specific description of the goods or services in Block 12. Vague entries like “household goods” get forms rejected. The description must match what the receipt will show, item for item.
  • The vendor stamps Block 13, signs it, and enters the purchase date. They calculate and charge the price without VAT.
  • You sign Block 7 as sponsor and enter the purchase date. If your named family member is making the purchase in your place, they sign Block 10 instead.
  • The vendor separates the copies. They keep the yellow copy plus any additional sheets (red and green stripe) to submit to the German Finance Office for their tax reimbursement. You leave with the white and pink copies and a receipt showing the tax-free price.4Spangdahlem Air Base. VAT Forms Dos and Donts

Compare Block 12 against the receipt before you leave the counter. The description and the receipt line items have to line up, because German fiscal authorities will match them later, and a discrepancy is one of the fastest paths to rejection.

Filling Out an NF-2 for a Large Purchase

NF-2 forms work differently in two ways: the Tax Relief Office fills in more of the form, and payment is structured through them rather than handed to the vendor directly. Start by contacting the Tax Relief Office before you commit to the purchase and bring a written cost estimate from the vendor. Unlike an NF-1, where the vendor writes the description in Block 12, the Tax Relief Office enters the item description and price on the NF-2 itself using the estimate.2Department of Defense. Army in Europe Regulation 215-6

If you are paying with cash or a credit card rather than financing, you need a certified check from a Service Credit Union or bank. The check must be endorsed to both your local Force Support Squadron (for example, “86 FSS”) and the vendor name, connected by the word “and.” Leaving out that “and” creates legal confusion about ownership of the funds and will hold up the transaction. An authorized signer at the Tax Relief Office verifies the form and the check together, then signs the FSS portion of the check before the vendor receives payment.586th Force Support Squadron. If you are financing the purchase, bring a letter of intent from the lending institution showing an approved amount that meets or exceeds the estimate. If the letter is written in dollars, it should include a remark noting the dollar-to-euro conversion rate. You still sign the sponsor block and the vendor still completes their stamp and signature; the added coordination sits around those signatures rather than replacing them.

Closing the Form Out

Filling in the blocks is not the last step. Bring the white copy back to the Tax Relief Office. Returning it closes the transaction in the tracking system and is what lets you buy replacement forms; if you never turn it in, the office sees an open transaction under your name. Keep the pink copy with your original receipt for your own records.586th Force Support Squadron. AE Form 215 – VAT Form Instruction

For smaller purchases, IMCOM-Europe has been rolling out a VAT app that lets you pay for, download, and submit forms electronically, with plans to bring the larger-transaction workflow online over time. Mistakes That Void a Completed Form

Even a properly issued form gets rejected if the details do not hold up. The database used by German fiscal authorities and U.S. forces customs personnel flags unusual buying patterns, so problems tend to surface after the fact, when the tax is already yours to pay.1Ramstein Air Base. Observing Tax Relief Rules Helps Buyers Avoid Potential Problems

  • Backdating: the form was purchased after the order was placed or the contract signed.
  • Expired form: the purchase date falls outside the valid-from and valid-until dates in Block 3.
  • Wrong form for the amount: an NF-1 used on a purchase of €2,500 or more.
  • Split transactions: one purchase broken across multiple NF-1 forms to stay under the threshold.
  • Mismatched description: Block 12 does not match the receipt line items, or uses generic language.
  • Stockpiled receipts: collecting receipts over weeks or months and trying to attach them to a VAT form afterward.

A rejected form makes you personally liable for the full VAT on that purchase. Beyond the single transaction, the Tax Relief Office can suspend or revoke tax-relief privileges for your entire household and notify your commander, and German fiscal authorities can independently pursue charges for tax evasion under host-nation law, with penalties covering unpaid taxes plus fines.7USAG Bavaria MWR. One boundary worth flagging even though it is not about the blocks themselves: monthly utility and telecommunications bills, real estate improvements such as replacing heating, windows, roofs, wiring, or tiles, vehicles you intend to register in the German system, and purchases for the benefit of someone without SOFA status are not eligible on either form. A correctly filled-out NF-1 does not turn an ineligible purchase into an eligible one.8Army MWR. Value-Added Tax (VAT) Relief Program in Germany
