The DBIDS pre-enrollment form is a short online questionnaire on the Defense Manpower Data Center portal at dbids-global-enroll.dmdc.mil that civilians and contractors complete before visiting a U.S. military installation.1Defense Manpower Data Center. Bring either one to the installation’s Visitor Control Center, along with an acceptable photo ID, and staff there finish enrollment in person with a photo, fingerprints, and a background check. Pre-enrollment saves time at the gate. It does not guarantee access.
What to Have Ready Before You Start
Two things sit in front of the form: your own identifying information and your sponsor’s contact details.
For yourself, the form asks for your full legal name, date of birth, home address, phone number, email, and a primary identifier. For most people that identifier is a Social Security number, though a driver’s license number or another acceptable government-issued ID number can substitute.2Department of Defense. For the sponsor section, you need the name and phone number of the person on the installation who is authorizing your visit.3National Defense Industrial Association. DBIDS Completion Instructions Sponsors are typically active-duty service members, DoD civilian employees, or contractors who already hold base credentials. At many installations, the sponsor also has to verify your visit separately from a government email account, so talk to them before you submit. Working Through the Five Screens
The portal moves you through five screens in a fixed order: Person, Demographic, Address/Contact, Sponsor, and Finished.2Department of Defense. DBIDS Pre-Enrollment Each screen has its own set of required fields, and the form won’t advance until you complete them.
The Person and Demographic screens are where your legal name, date of birth, and primary identifier go. The Address/Contact screen collects your mailing address, phone number, and email. The Sponsor screen takes the name and phone number of your installation point of contact.
Check every field before you click forward. The system uses this information to run your background screening, and typos in a Social Security number or a misspelled name are the most common reasons enrollments stall.
Your Confirmation Code and QR Code
Once you submit the final screen, the portal generates two things: an alpha-numeric confirmation code and a QR code. Both do the same job. Lose both and there’s no reliable way for the Visitor Control Center to retrieve your record. You’d have to start the process over, including a fresh background screening cycle, which can cost you your visit window.
Pre-enrollment codes expire after 30 days.6U.S. Naval Academy. DBIDS Pre-Enrollment Form If you don’t appear at the installation inside that window, the record is purged and you’ll need to re-enroll online.
Finishing Enrollment at the Visitor Control Center
Pre-enrollment handles the paperwork side. The actual credential comes from the Visitor Control Center (VCC) at the installation entrance. Bring three things: your confirmation code or QR code, a valid photo ID, and, if you’re driving onto the base, your vehicle registration and proof of insurance.7Marine Corps Forces Special Operations Command. A security representative verifies your identity against your pre-enrollment record, then runs a criminal background check through the National Crime Information Center and other federal databases.8Department of Defense. DoD Manual 5200.08 Volume 3 Physical Security Program They take your photo and scan your fingerprints, which become part of your DBIDS profile and identify you on future visits.9Commander, Navy Installations Command. DBIDS When the check clears, the VCC prints your visitor pass and you sign for it.
Pass length varies. Some bases issue passes for up to 60 days; others cap them at 30.10Peterson and Schriever Space Force Base. Installation Visitors Your sponsor or the VCC can tell you the policy for the base you’re visiting.
ID You Need to Bring
Since May 7, 2025, visitors to DoD installations must present a REAL ID-compliant credential for unescorted access.11Defense Logistics Agency. Real ID Standards for Military Base Access Start May 7 A compliant driver’s license or state ID has a gold or black star in the upper-right corner. If your card says “Not Valid for Federal Purposes” or “Federal Limits May Apply,” it doesn’t qualify on its own.12Joint Base Andrews. REAL ID Required for Base Visitors After May 7
If you don’t have a REAL ID, any of these work on their own:
- U.S. or foreign passport, or a passport card
- Federal Personal Identity Verification (PIV) card
- Transportation Worker Identification Credential (TWIC)
- Veteran’s Health ID card
You can also pair a non-compliant driver’s license with one of those secondary credentials.11Defense Logistics Agency. If You’re a Foreign National
Non-U.S. citizens face tighter rules. At many installations, foreign nationals can only enter when physically escorted by a U.S. citizen who holds DoD credentials and has escort privileges, meaning the sponsor accompanies you rather than authorizing the visit remotely. You’ll need a valid passport at the VCC and at any interior checkpoint.13Naval Academy Business Services Division. Access Some bases limit foreign national visits to officially sponsored events rather than routine personal visits, and policies differ between services and installations. Have your sponsor confirm the rules for that specific base before you start the pre-enrollment form.
Why Pre-Enrollment Doesn’t Guarantee a Pass
Even a clean form gets rejected if the VCC background check flags something. A few conditions are automatically disqualifying and cannot be waived: an outstanding felony warrant, presence on a U.S. terrorism watchlist, listing on the National Sex Offender Registry, submitting false identity information, or an active barment from any DoD installation.14Commander, Navy Region Southwest. Certain serious felonies, including homicide other than negligent, sexual assault, arson, espionage, treason, and armed robbery, result in lifetime disqualification. Other felony convictions block access for ten years from the conviction date, and two or more misdemeanors within a three-year window can also disqualify you.14Commander, Navy Region Southwest. Fitness Determination Fitness standards aren’t uniform across the military. Each service branch, and in some cases each installation, sets its own thresholds, so you could be cleared at one base and denied at another for the same record.15Department of Defense. DoD Installation Access Guidelines For non-lifetime disqualifications, an installation commander generally has the authority to grant a waiver, but that’s a case-by-case call.
