To fill out the Army FVUA form, the requesting unit enters the shipment’s Transportation Account Code, estimated cost, shipping details, and any funding constraints, then sends it to the Financial Manager who verifies the accounting data and digitally signs it before the unit forwards the signed PDF to the servicing Transportation Office. The Transportation Office is required to reject any Army shipping request that arrives without a valid signed FVUA, so the form has to be complete and correct before the shipment can move.1GSA. Gather Four Things Before You Open the Form
The FVUA captures four categories of information. Have all of them in front of you before you start typing, because chasing missing data mid-form is where most delays start.
- The Transportation Account Code (TAC). This short alphanumeric code ties the shipment to a specific Line of Accounting. Your unit’s resource management office assigns it, and it has to match what the FM has on file.
- A good-faith estimated cost for the shipment.
- Shipping details: origin, destination, a description of the cargo, estimated weight, and requested shipping dates.
- Any constraints on the funds, such as fiscal year limitations, spending ceilings on the appropriation, or conditions imposed by the funding command.
You also need the DoD Identification Number of the personnel on the transaction. That is the 10-digit number assigned through DEERS and printed on every CAC and military ID, which has replaced the SSN for identification across DoD activities unless a statute specifically requires the SSN.2Military Health System. Display Chapter 3 Section 3.1 Check the number against the CAC in your hand. A single wrong digit can drop the record into someone else’s file or fail automated validation.
Get the Line of Accounting Right the First Time
The TAC on the form points to a full Line of Accounting behind the scenes, and errors in the LOA are the most common reason a FVUA gets kicked back. The FM you’re sending the form to works with the LOA directly, so understanding its major pieces helps you spot problems before submission.
The Standard Line of Accounting includes the agency identifier (021 for Army), the fiscal year of the appropriation, the main account (basic appropriation symbol), the object class, and cost-object identifiers like the Funding Center and Functional Area.3Office of the Under Secretary of Defense (Comptroller). Standard Financial Information Structure – Standard Line of Accounting A transposed digit in the appropriation symbol or the wrong fiscal year means the obligation cannot post to the correct account, and the Transportation Office will not process the shipment. Confirm the segments with your resource management office rather than copying from a prior form, because appropriations change with the fiscal year.
The FM’s Verification and Signature
Once the requesting unit fills in the shipping details and estimated cost, the form goes to the Financial Manager. The FM verifies that the TAC is valid, that the appropriation has not expired, and that enough money remains in the account to cover the estimated cost. When satisfied, the FM completes the funding verification sections and signs the form, certifying that funding is authorized and available.1GSA. DTR Part II Cargo Movement Appendix V6
FMs scrutinize LOA data closely because they carry personal liability for it. Under federal law, a certifying official is personally liable for the information in the certificate, the legality of the proposed payment, and repayment of any amount that turns out to be illegal, improper, or incorrect because of an inaccurate certification.4Office of the Law Revision Counsel. 31 USC 3528 – Responsibilities and Relief From Liability of Certifying Officials If your form comes back with questions, that’s why. Answer them fully rather than pressuring for a faster sign-off.
Making the Digital Signature Work
Most FVUAs move as fillable PDFs, and the signature step is where people get stuck. A few practical rules:
- Set Adobe Reader as your default PDF viewer. The built-in Windows PDF viewer will not sign with a CAC.
- Save the file locally before signing. Signing inside a browser window causes problems.
- Insert your CAC, go to the signature block, and pick your DoD certificate when prompted.
- If signing fails with a “key does not exist” error, update Adobe Reader.5MilitaryCAC. eSign Software Download Link and Install Page
The digital signature locks the document against later edits. If any field is changed after the FM signs, the certificate invalidates, and the Transportation Office will treat the form as unsigned. Do not “clean up” a field on a signed FVUA. Get a fresh one.
Send the Signed Form to the Transportation Office
With the FM’s signature applied, forward the signed PDF to your servicing Transportation Office along with the shipping request. The TO checks for a valid, signed FVUA before processing any transportation documentation, and rejects the request outright if the FVUA is missing or unsigned.1GSA. Delivery method depends on your installation. Email to the TO’s organizational inbox is the standard approach. Some posts use SharePoint workflows or shared drives, and smaller sites still accept a hand-carried printout. Electronic submission is faster and creates an automatic timestamp. Whichever route you use, save your own copy of the signed PDF. You’ll need it if the shipment cost creeps above the estimate or if the TO comes back with questions weeks later.
If the Shipment Is Tied to Official Travel
When the shipment attaches to official travel, such as a PCS household goods move, the FVUA may also need to be uploaded into the Defense Travel System as a substantiating document on the travel authorization. Fund verification inside DTS happens through the Accounting section, where the LOA is entered or selected, and the authorization routes electronically through any designated Routing Officials to the Authorizing Official, who applies the final approval.6Air Reserve Personnel Center. When You Have to Amend the FVUA
Shipment costs rarely land exactly on the estimate. If the actual cost will exceed the verified amount, or if the destination, weight, or dates change, the FVUA has to be updated before the TO processes the revised request. For a standalone FVUA not linked to DTS, the FM issues a revised or supplemental form with the updated figures and a new signature.
If the shipment is attached to a DTS authorization, whether you “adjust” or “amend” depends on timing. Before the AO has approved, select Edit on the DTS Dashboard to adjust the authorization. After AO approval, select Create Amendment under the Options menu, enter an explanation, and resubmit. Updated costs go in through the Expenses section of the Progress Bar, where you can modify existing entries or add new ones.7Defense Travel Management Office. Watch one DTS timing rule: reservations auto-cancel if the authorization is not signed within 24 hours of booking, or within 2 hours if the booking happens less than 24 hours before the trip start date.7Defense Travel Management Office. How Long the Review Takes
In normal months, FM review and signature take a few business days. Resource management offices process fund verifications on a rolling basis, and the office recording an obligation must post it to official accounting records within 10 calendar days of the obligation being incurred, and always within the same month.8Department of Defense. That timeline compresses in September. The federal fiscal year runs October 1 through September 30, and all financial obligations must be finalized by midnight on September 30.9U.S. Army Acquisition Support Center. Preparation Collaboration Key to Successful Year-End Close Every unit is trying to obligate remaining funds at the same time, and FM offices are buried. If your shipment has to move before the fiscal year closes, submit the FVUA as early in September as you can. Waiting until the last week is a reliable way to miss the cutoff.
Keep the Signed Form for Six Years
Once the shipment is done, don’t delete the file. DoD financial transaction documentation, including supporting records for fund obligations, must be retained for six years.10Acquisition.GOV. 6-13 File Retention That applies to both hardcopy and electronic files. If personnel turn over or the unit reorganizes before six years pass, the outgoing FM office should transfer FVUA records to the gaining office or archive them in the unit’s electronic recordkeeping system. An auditor arriving four years after the shipment will expect to find the signed FVUA on file.
