PS Form 1091 is the internal USPS Box Rent Register that individual post offices use to track Post Office Box rental fees. It ties each rented box to the money collected for it, so supervisors can compare active boxes against deposited revenue and catch discrepancies before they pile up. It isn’t a customer-facing form; customers apply for box service on PS Form 1093. Form 1091 lives behind the counter, filled in by postal employees as rentals, renewals, closures, and refunds happen.
What the Register Is For
The register connects every PO Box to its fee history at that facility. New rentals, renewals, closures, mid-period refunds, and key charges all produce entries. At the end of the day, those entries should line up with the financial totals from the retail terminal.
Point-of-sale PO Box transactions now run through the Retail Systems Software, but the electronic system doesn’t cover every step on its own. A USPS Office of Inspector General audit found that RSS does not always link related transactions automatically, and retail associates sometimes need to re-enter customer data or pull original paper applications to process refunds or service changes.1USPS Office of Inspector General. Who Records Entries
The postmaster or a designated supervisor is responsible for the accuracy of the register. Window clerks working the box lobby usually make entries as customers open, renew, or close boxes during the shift, and management reviews those entries against the terminal’s financial reports.
One boundary matters here. Transactions That Get Logged
Every line on the register reflects a specific PO Box transaction. The rules behind each transaction determine what date and dollar amount to record.
New Rentals
Customers apply on PS Form 1093. The payment period starts on the first of the month if the application is approved on or before the 15th, or on the first of the following month if approved after the 15th. Service is sold in three-month, six-month, or two consecutive six-month prepaid periods, with the three-month option requiring automatic recurring renewal and not available everywhere.3United States Postal Service. 508 Recipient Services Fees vary by location and box size rather than following a single national schedule. Renewals, Late Payments, and Closures
Renewal payment is due any time during the last 30 days of the current service period and no later than the final day of that period.3United States Postal Service. 508 Recipient Services After that, a 10-day grace period applies, and the Postal Service automatically closes the box for nonpayment if no payment arrives by day 10.4United States Postal Service. Refunds When a Customer Surrenders a Box
When a customer voluntarily gives up a box, the refund depends on timing:3United States Postal Service. 508 Recipient Services
- Within the first three months of a six-month period: half the fee is refunded.
- After the start of the fourth month: no refund.
- A prepaid next period: the entire fee for that upcoming six-month period is refunded.
- A three-month automatic renewal period: no refund at any point during the period.
Record the exact surrender date, because the refund calculation turns on which month of the period it falls in.
Key Deposits and Replacements
USPS collects a deposit for each key issued with a new rental and an additional fee for duplicate or replacement keys. A 2008 Postal Bulletin listed the key deposit at $1.00 and key duplication or replacement (after the first two keys) at $6.00 each.5United States Postal Service. The 1091-A and 1091-B Variants
USPS has issued lettered variants under the same number. PS Form 1091-A, titled “Post Office Box Fee Register,” was revised as announced in Postal Bulletin 22087 in 2002.6United States Postal Service. Where to Get the Form
Form 1091 isn’t posted on the public forms page at usps.com because it’s an internal accounting document. Postal employees order it through the USPS internal supply system or draw from their facility’s administrative stock. How Long to Keep Completed Registers
USPS Handbook F-101, Appendix D, sets retention periods for field accounting forms. Most financial registers in that appendix are kept for two years plus the current fiscal year, though some forms require three years.8United States Postal Service. Keeping the Register Clean
A few habits keep daily reconciliation painless.
- Record every action the same day it happens. A box closed Tuesday but logged Thursday creates a two-day gap where the electronic and paper records disagree.
- Match each entry to its RSS transaction. RSS produces a record for every PO Box payment or refund processed at the terminal, and cross-referencing catches keying errors early.
- Flag partial-period refunds immediately, with the exact surrender date, so the calculation can be defended if the customer later disputes it.
- Verify the physical box status after logging a closure.
