To fill out Form 8849 Schedule 6, you identify the Claim Reference Number (CRN) that matches the excise tax you overpaid, write a statement explaining the claim and how you calculated it, attach that statement and Schedule 6 to a signed Form 8849, and either mail the package to the IRS in Cincinnati or e-file it through an approved provider. Schedule 6 is the catch-all schedule for excise tax refunds that don’t fit on Schedules 1, 2, 3, 5, or 8, covering claims tied to Form 720, Form 2290, Form 730, and Form 11-C.1Internal Revenue Service. Make Sure Schedule 6 Is the Right Form
Schedule 6 is for taxes that were correctly reported at the time but that circumstances now entitle you to get back: an article you paid excise tax on was later exported, sold as supplies for a vessel or aircraft, sold to a state or local government for its exclusive use, or sold to a nonprofit educational organization for its exclusive use. Those situations are treated as overpayments under Section 6416(b)(2).2Office of the Law Revision Counsel. 26 USC 6416 – Certain Taxes on Sales and Services
If instead the original Form 720 itself was wrong (you put the wrong number on a line), you don’t want Schedule 6 at all. You want Form 720-X, the amended quarterly return.3Internal Revenue Service. About Form 720-X, Amended Quarterly Federal Excise Tax Return Short version: return was correct, facts changed after — Schedule 6. Return was wrong — 720-X.
Gather Before You Start
You’ll move faster if the following are in front of you before you open the form:
- Your EIN or taxpayer identification number. It goes on every page of the schedule, including any additional sheets you attach.4Internal Revenue Service. Instructions for Schedule 6 (Form 8849) – Other Claims
- A copy of the original Form 720, 2290, 730, or 11-C on which the tax was reported and paid.
- Supporting invoices and receipts showing the excise tax amount actually paid, plus any shipping or sales documents that prove the facts behind the refund.
- The correct CRN for your tax type, taken from the Schedule 6 instructions.
- The calendar quarter or quarters your claim covers. You can combine multiple quarters on one Schedule 6, but you must list the amounts separately by quarter, and you enter the earliest and latest claim-period dates on page 1.5Internal Revenue Service. Pick the Right CRN
Each type of refund claim has its own Claim Reference Number, and entering it correctly is how the IRS routes your paperwork. The June 2026 instructions list more than two dozen. A few of the most common:5Internal Revenue Service. Instructions for Schedule 6 (Form 8849) (Rev. June 2026)
- CRN 383 for the 12 percent retail excise tax on trucks, trailers, semitrailer chassis and bodies, and tractors under Section 40516Office of the Law Revision Counsel. 26 USC 4051 – Imposition of Tax on Heavy Trucks and Trailers Sold at Retail
- CRNs 396, 304, and 305 for taxable tires (standard, biasply or super single, and super single designed for steering)
- CRN 340 for gas guzzler automobiles
- CRN 310 for diesel-water fuel emulsion blending
- CRN 397 for vaccines and CRN 398 for ozone-depleting chemicals
- CRN 365 for heavy highway vehicle use tax (Form 2290)
- CRN 368 for wagering taxes (Form 730)
- CRN 441 for repurchase of corporate stock
Coal producers who overpay the Section 4121 tax also use Schedule 6. The rate is $1.10 per ton for underground mines and $0.55 per ton for surface mines, capped at 4.4 percent of the sale price; lignite is exempt.7Office of the Law Revision Counsel. 26 USC 4121 – Imposition of Tax
Write the Statement That Goes With the Schedule
Schedule 6 isn’t a fill-in-the-boxes form. The heart of every claim is an attached written statement, and the required contents depend on which tax you’re claiming a refund on.8Internal Revenue Service. Instructions for Schedule 6 (Form 8849) (10/2025) Get this piece wrong and the claim stalls.
Form 720 Claims
Your statement must include a detailed description of the claim (the specific facts, not just “overpayment”), the amount broken out by quarter if it spans more than one, the calculation you used to arrive at the amount, and any additional information the applicable regulations call for. For tire claims under CRNs 396, 304, and 305, include the number of taxable tires for each CRN.
Section 6416 Certification for Manufacturer or Retail Excise Taxes
If your Form 720 claim involves a manufacturers or retail excise tax under Chapter 31 or 32, you have to show that the economic burden of the tax isn’t being pushed onto someone else. One of the following must be true, and your statement must establish which:2Office of the Law Revision Counsel. 26 USC 6416 – Certain Taxes on Sales and Services
- You never included the tax in the article’s price and never collected it from the buyer.
- You repaid the tax amount to the ultimate purchaser.
- For Section 6416(b)(2) claims, you repaid or agreed to repay the tax to the ultimate vendor, or you obtained that vendor’s written consent to the refund.
Failing to establish one of these is one of the most common reasons Schedule 6 claims get kicked back. If the IRS can’t see from your paperwork that the tax wasn’t passed along to the end buyer, it won’t process the refund.
Form 2290 Claims (Heavy Highway Vehicle Use Tax)
Under CRN 365, if you’re claiming a refund because a taxable vehicle was sold, destroyed, or stolen during the tax period, include the VIN, the taxable gross weight category, whether the vehicle was sold, destroyed, or stolen, the date of that event, and a computation showing the refund amount. If the vehicle was sold on or after July 1, 2015, add the name and address of the buyer.8Internal Revenue Service. Instructions for Schedule 6 (Form 8849) (10/2025)
Form 730 Claims (Wagering Tax)
Under CRN 368, your statement must explain the reason for the refund, give the date and amount of the original tax payment, and say whether you’ve filed any previous claim for the same amount. You also have to certify one of the following: you never collected the tax from the person who placed the wager, you repaid the tax to that person, or you have that person’s written consent to the refund. If it’s the third option, attach the consent.8Internal Revenue Service. Instructions for Schedule 6 (Form 8849) (10/2025)
Diesel-Water Fuel Emulsion Blending (CRN 310)
This one has a $750 minimum, which you can hit by combining amounts from any quarters within your income tax year for which you haven’t already filed a claim. Your statement has to certify that you produced a diesel-water emulsion containing at least 14 percent water, that the emulsion additive was EPA-registered under Section 211 of the Clean Air Act, and that you used undyed diesel fuel taxed at $0.244 per gallon to produce it.8Internal Revenue Service. If your potential refund sits several quarters back, run these dates first.
After You File

Frequently Asked Questions – Form 8849, Claim for Refund of Excise Taxes Complex claims or unusually large amounts can take longer if the IRS asks for more documentation. Approved refunds go out by check or direct deposit.
If the claim is denied, you’ll get a letter explaining why. The recurring reasons are incomplete written statements, missing supporting documents, and failure to establish the Section 6416 conditions on manufacturer or retail excise tax claims. Keep a full copy of what you submitted — the Schedule 6, Form 8849, all attachments, and your proof of mailing — so you can respond fast if the IRS follows up or you decide to appeal.
Penalties for Excessive Claims
Overclaiming has teeth. For fuel-related claims under Sections 6416(a)(4), 6420, 6421, 6427, or 6435, the penalty for an excessive amount is the greater of two times the excess or $10, on top of any criminal exposure if the overclaim was intentional.13Office of the Law Revision Counsel. 26 USC 6675 – Excessive Claims With Respect to the Use of Certain Fuels The only defense is reasonable cause. Recheck your math and your supporting paper before you submit; an explainable calculation error is far better than a sloppy one you can’t account for.
