Where to Send Form 3911

Form 3911 doesn’t go to the service center where you filed your return. If you live in a foreign country, a U.S. territory, or use an APO/FPO address, send the form to the Austin Refund Inquiry Unit at 3651 S Interregional Hwy 35, Mail Stop 6542 AUSC, Austin, TX 78741. If you mail rather than fax, certified mail with return receipt gives you proof of delivery. That paper trail matters if the IRS later says it never received your request.

What to Expect After You File

If the original check was already cashed, the Bureau of the Fiscal Service sends you a claim package containing a copy of the cashed check. Direct deposit traces run longer. Banks get up to 90 days from the date the IRS initiates the trace to respond, and the full resolution process can stretch to 120 days.2Internal Revenue Service. When Form 3911 Is the Wrong Tool

Not every missing or shrunken refund is a delivery problem. If the IRS used part or all of your refund to pay an existing tax debt, you’ll receive a CP49 notice explaining the offset.7Internal Revenue Service. If your spouse’s debts caused the offset and you believe your share of the refund should have been protected, the correct form is Form 8379, Injured Spouse Allocation. For questions about a specific offset, call the Treasury Offset Program at 800-304-3107.

Wrong-account direct deposits are the other hard case. If you entered the wrong routing or account number on your return and the receiving bank accepted the deposit, the IRS cannot force that bank to return the money. You must contact the financial institution yourself. If five days pass without resolution, you can file Form 3911 and the IRS will contact the bank on your behalf, but the bank still has 90 days to respond. If it refuses to return the funds or the money is gone, the dispute becomes a civil matter between you and the bank or account holder. One last boundary: if you suspect the missing refund is tied to identity theft (someone filing a fraudulent return under your Social Security number), file Form 14039, the Identity Theft Affidavit, separately. Form 3911 traces the refund; Form 14039 protects the tax account going forward.

Finally, don’t wait too long to act. You must claim a credit or refund within three years from the date you filed your return, or two years from the date you paid the tax, whichever is later.8Internal Revenue Service.
