VA Form 29-1546 is the application that cashes out a permanent VA life insurance policy. Confirm Your Policy Can Be Surrendered
Only permanent (whole life) VA policies with accumulated cash value are eligible. Term policies have no savings component and cannot be surrendered. The letter prefix on your policy number tells you what you have: policies beginning with V, RS, W, or J are the whole-life programs managed through the VA’s insurance portal, which include National Service Life Insurance and Veterans’ Special Life Insurance.2Veterans Affairs. Your policy must be active and current on premiums when you file.
Newer coverage takes time to build any cash reserve. Check Your Cash Value First
Surrender is permanent for most legacy programs, so find out what you would actually receive before you fill anything in. If your prefix is V, J, RS, or W, you can view current cash value in the online portal at va.gov/life-insurance/manage-your-policy.2Veterans Affairs. Access Your VA Life Insurance Policy Online You can also call the VA Insurance Center at 1-800-669-8477 for a statement.
Any outstanding policy loan reduces your payout. If you borrowed $3,000 against a policy with $10,000 in cash value and never repaid it, you would receive roughly $7,000. The VA subtracts the loan balance plus accrued interest before issuing payment.
Filling Out the Form
The document is two pages. Page 1 is the cash surrender application; page 2 is a separate loan application you can ignore if you are surrendering. Personal and Policy Information
Enter your full legal name as it appears on the policy, your mailing address, and your Social Security number. In the policy number field, write the complete number including the letter prefix (for example, V-1234567). The number appears on your original policy document and on annual premium or dividend statements from the VA.
Item 6: What You Are Surrendering
Item 6 gives you three choices:
- Basic Insurance Policy surrenders the base policy only and leaves any paid-up additions intact.
- Basic Insurance and Paid-Up Additions surrenders everything, the base policy plus any additional coverage purchased through dividends.
- Paid-Up Additions Only cashes out just the extra coverage bought with dividends and leaves your base policy in force.
The third option is useful if you want cash but do not want to lose your core death benefit.
Item 7: Dividend Options
Item 7 tells the VA what to do with any remaining dividends: pay them to you in cash, hold them in a dividend account, or hold them in a dividend deposit account.4Department of Veterans Affairs. Direct Deposit
Federal law requires most government payments to go by electronic funds transfer. Provide the name of your bank, the nine-digit routing number, and your account number. The account must be in your name. A voided check attached to the form helps the VA verify the numbers. The VA will reuse this account for any later insurance-related payments, so update it if your banking changes.
Signature
Sign and date the form yourself. No spousal or beneficiary consent is needed; only the insured veteran’s signature authorizes the surrender. An unsigned form gets returned. Do not send your original policy document; the VA does not need it.
Where to Send It

After You File
The VA verifies your policy, calculates the net surrender value (total cash value minus any loan balance and interest), and sends written notice once payment is authorized. If you provided direct deposit information, the funds arrive shortly after approval. Allow several weeks for processing, longer during high-volume periods.
You do not have to take the money as a single check. Under 38 U.S.C. ยง 1952, you can choose equal monthly installments over 36 to 240 months in multiples of 12, or a refund life income option that pays monthly for life with a guaranteed minimum.5Office of the Law Revision Counsel. 38 USC Chapter 19, Subchapter II – United States Government Life Insurance If you want an installment schedule, contact the VA Insurance Center before or when you submit the form.
Tax Consequences
Any surrender proceeds above your cost basis are taxable as ordinary income. Your cost basis is the total premiums you paid over the life of the policy, minus refunded premiums, rebates, dividends, or unrepaid loans you did not previously report as income.6Internal Revenue Service. For Senior Taxpayers If you paid $20,000 in premiums and the surrender pays $25,000, the $5,000 difference is taxable.
The VA or its paying agent issues a Form 1099-R showing gross proceeds and the taxable portion. Most insurance surrenders have no automatic withholding, so you may need to make an estimated payment or adjust withholding elsewhere to avoid an underpayment penalty.
Effect on VA Pension
If you receive a needs-based VA Pension, a lump-sum payout can push your net worth over the eligibility limit. Current Pension Rates For Veterans The VA counts both assets and income, so a large payout on top of existing savings can trigger a reassessment.
A three-year look-back applies to asset transfers. Surrendering a policy and then giving the proceeds to a family member for less than fair market value can result in a penalty period of up to five years during which pension is denied, if the transfer would have kept your net worth above the limit. If you draw VA Pension, talk to a Veterans Service Organization or benefits counselor before you file.
Alternatives Worth Considering
A cash surrender is irreversible for most legacy programs. Two options let you tap the policy without ending it.
Take a Policy Loan Instead
You can borrow against the cash value and keep the coverage active. The VA offers instant loan approval online for eligible policies.8Veterans Affairs. Can I Get A Loan Through My VA Life Insurance Policy? Interest accrues on the balance, and anything unpaid at your death comes out of the benefit paid to your beneficiaries. Page 2 of Form 29-1546 is the loan application, so the same document works.
Cash Out Only the Paid-Up Additions
If dividends have purchased paid-up additions on top of your base policy, you can surrender those alone by checking “Paid-Up Additions Only” in Item 6. Your base death benefit stays in force, and you still receive a payout, limited to the value of the additions.
