How to Fill Out and Submit the IRS TCC Application

To get a Transmitter Control Code from the IRS, submit the online IR Application for TCC on IRS.gov, have every Responsible Official verify their identity through ID.me, and pick the right filing system before you start. The IRS TCC application is the gateway to filing information returns electronically — the 1099 series, 1098s, W-2G, and related forms — and it now runs through two separate tracks that don’t share codes.

A TCC is a five-character alphanumeric identifier. You’ll need one if you file 10 or more information returns in a calendar year, which is the electronic filing threshold. That count is aggregated across nearly all information return types and includes Forms W-2, so six 1099-NECs plus four 1099-MISCs puts you over the line. Filers under 10 returns can still apply if they want to e-file voluntarily.

FIRE or IRIS: Pick the Right Track First

The IRS runs two electronic filing portals, and each requires its own TCC. A FIRE TCC won’t work on IRIS, and an IRIS TCC won’t work on FIRE.

FIRE is the legacy system. It accepts only fixed-width ASCII files built to the specification in Publication 1220, which usually means you need dedicated tax software or a developer to produce the file. FIRE covers Forms 1097, 1098, 1099, 3921, 3922, 5498, and W-2G. The IRS has targeted tax year 2026 (filing season 2027) for FIRE’s retirement.

IRIS launched in 2022 as the replacement. It lets you key data directly into a web portal, upload a CSV built from IRS templates, or submit XML in bulk. For tax year 2025, IRIS supports the full 1099 series, 1098 variants, 1042-S, 3921, 3922, 5498 variants, and W-2G.

If this is your first TCC, IRIS is almost always the right choice. It was designed for filers without specialized software, so anyone hitting the 10-return threshold can use it. Existing FIRE users should apply for an IRIS TCC and start moving over before FIRE closes.

What to Gather Before You Start

The application validates entries in real time against IRS records, so a name that doesn’t match your EIN registration or a date of birth that doesn’t match SSA records will stop the application. Have everything in front of you.

  • Business information: EIN, legal business name exactly as registered with the IRS, entity type (corporation, partnership, LLC, and so on), and both physical and mailing addresses.
  • At least two Responsible Officials. Each needs a Social Security Number or ITIN, date of birth, citizenship status, email, phone number, and their own ID.me account.
  • Optional: up to two Authorized Delegates, who can act on the account with less authority than a Responsible Official, plus up to 250 additional contacts.
  • The form types you plan to file. FIRE covers 1097, 1098, 1099, 3921, 3922, 5498, and W-2G. IRIS covers a broader list including 1042-S, 1098 variants, 1099 variants, and 5498 variants.

You also choose one of three roles on the application:

  • Issuer: you file for your own business. This is the most common choice.
  • Transmitter: you file on behalf of other businesses. Payroll services and accounting firms fall here.
  • Software Developer: you build or maintain software that transmits information returns. This role gets access to the test environment.

Verify Each Responsible Official Through ID.me

Every Responsible Official must complete ID.me identity verification before the application can be submitted. If someone already has an ID.me account tied to IRS services, they sign in with it. New users create an account with a government-issued photo ID (driver’s license, state ID, or passport) plus their SSN or ITIN, then verify through the automated self-service flow or, if that fails, a live video call with an ID.me agent.

If a Responsible Official can’t get through standard verification, use the “What if I can’t verify my identity?” link on the IRS login page, which routes to alternatives including the video call. The application will not move forward until every listed Responsible Official has finished verification, so it’s worth clearing this hurdle for all of them before you sit down to fill things out.1Internal Revenue Service. Fill Out and Submit the Application

FIRE and IRIS TCC applications are both accessed through the same portal. From the FIRE page or the IRIS page on IRS.gov, follow the link to the IR Application for TCC. Sign in with ID.me, enter your business details, add your Responsible Officials and any Authorized Delegates, and select the form types you’ll file.2Internal Revenue Service. Each Responsible Official creates a 5-digit PIN during the process and uses it to digitally sign the application. That signature carries the same legal weight as a physical one. After every signature is in and you’ve accepted the terms of service, submitting generates a tracking number. Save it. How Long Approval Takes

IRIS applications are usually processed within 24 hours, though the IRS reserves up to 45 days. For FIRE applications, the IRS recommends submitting by November 1 of the year before your returns are due, which gives the agency the full 45-day window before filing season opens.5Internal Revenue Service. Once approved, you can view the TCC by logging back into the application portal. The IRS also mails the code to the first Responsible Official on the application, and that mailed notice is your official authorization to start filing.

With a FIRE TCC, you log in at fire.irs.gov, link the code, and upload files built to the fixed-width format in Publication 1220. FIRE will not accept PDFs, Excel files, Word documents, or images. Most filers rely on third-party tax software or a service provider to generate compliant files. Keeping the Code Active

A TCC does not stay valid on its own. Go three consecutive years without using it to file returns and the IRS deletes it. A deleted TCC cannot be reactivated; you’d start over with a fresh application.5Internal Revenue Service. Topic No. 802, Applying to File Information Returns Electronically

You’re also responsible for keeping the application current. When a Responsible Official leaves, update the record promptly. Address changes, contact updates, and changes to your business structure should all be reflected in the portal. Letting the information go stale can lead to the code being deactivated.
