Gather Your Documents and Details First
The form mixes account identifiers, legal documents, and technical descriptions of your platform. Collecting everything in advance saves you from abandoning a half-finished submission.

- The numeric Facebook Page ID for each Page tied to the ads, found in the Page’s About section.
- The exact landing page URLs or app store listings your ads will point to. These get both automated and manual review.

- A legal opinion from qualified counsel if you do not hold a traditional gambling license, or if you’re advertising a skill-based game. The opinion must address every territory you’re targeting.
- The signed Meta addendum. There’s a U.S. version and a non-U.S. version. Both the named license operator and the advertiser must sign, even if they are the same entity.
- Corporate details: the legal name of your operating organization, any parent or affiliated companies, and the territory of your primary office.

Pick the Right Gambling Category
The form asks you to classify the activity you want to advertise, and the wrong choice can slow or derail the review. The options are:
- National or state lottery
- Lotteries supporting a social cause
- Lottery syndicate
- Sweepstakes
- Betting (sports betting and similar)
- Casino games
- Aggregators (platforms hosting multiple operators)
- Game of skill
- Fantasy sports
If you pick “Game of skill,” the form immediately requires a legal opinion explaining why the activity qualifies as skill-based rather than chance-based under applicable law.3Facebook. Work Through the Form
Log in to Meta Business Suite with the account that owns the ad accounts you want authorized. Go to Settings and open the Authorizations and Verifications tab.2Meta Transparency Center. The first question asks whether Meta’s legal team has previously vetted you for the specific URL and region. First-time applicants select “No.” Then enter each ad account ID that will run gambling ads, your Facebook Page ID, your advertiser email, and the email of your Meta sales representative if you have one.
Next, choose your gambling category and specify the regions and territories you want to target. Indicate whether you’re targeting U.S. or non-U.S. markets. Each triggers a different signed addendum. Uploading Licenses and Legal Opinions
The license upload section asks for the licensing body name, license number, a URL to the public register entry, the license duration, the expiry date, and the specific activities covered. Describing Geo-Gating and Age-Gating
One of the more detailed sections asks how your platform keeps unauthorized players out. You describe both your geographic restrictions and your age verification methods.
For geo-gating, the form has checkboxes for IP blocking, DNS verification, phone number verification, address verification, bank account details, government ID verification, passport verification, database cross-referencing, and any third-party software or tools you use. For age-gating, options include bank account verification, ID checks, driver’s license verification, KYC (know-your-customer) checks, passport verification, government ID, and third-party verification vendors.3Facebook. Only check what your platform actually does. Meta’s reviewers may spot-check your site to confirm the measures you claim are in place. If your landing page does not really block visitors from unlicensed jurisdictions, expect a rejection.
Sign the Addendum and Submit
Before you submit, review every field and confirm the addendum has been signed by all required parties. Meta’s form states that both the named license operator and the advertiser must sign, even when they are the same entity.3Facebook. Once submitted, the platform shows a confirmation. Save a screenshot along with copies of everything you uploaded. If a document gets lost or the review goes sideways, you’ll want your own record.
What Happens After You Submit
Meta reviews the application manually. The company doesn’t publicly commit to a turnaround time, and applications covering multiple jurisdictions or unusual gaming categories generally take longer than a straightforward single-territory request. During review, compliance officers may reach out through the Support Inbox in Meta Business Suite or your registered email asking for clarification about your corporate structure, licensing, or verification methods.
Respond promptly. Letting a follow-up request sit risks having the application closed without a decision. When review wraps up, you get a notification saying whether your ad accounts have been authorized for the territories and gaming types you asked about.
If approved, the advertising restrictions on those specific ad accounts are lifted for the approved jurisdictions only. Stay Within Your Approval
Approval doesn’t open up your ad creative or targeting without limits. Meta enforces baseline rules on every gambling ad.
You cannot target gambling ads to anyone under 18.2Meta Transparency Center. Online Gambling and Games Some jurisdictions set the minimum age at 21, and your ads must respect the higher local threshold where it applies. Your targeting also has to exclude markets where Meta prohibits gambling ads entirely, including countries such as India, Indonesia, Saudi Arabia, Singapore, Thailand, and Vietnam, among others.
Keep the creative consistent with what you were approved for. An account authorized only for sports betting shouldn’t run casino ads. Meta monitors authorized accounts on an ongoing basis, and ads outside the approved scope can trigger suspension or revocation.
Extra Requirements for Mobile Gaming Apps
If your ads point to a mobile app instead of a website, the app has to meet each app store’s distribution rules before Meta will approve the ad.
Google Play requires gambling app developers to complete a separate application with Google, hold a valid operating license for every country or state where the app is distributed, block underage users, and rate the app AO (Adults Only) or an IARC equivalent. Apple’s App Store runs its own review of real money gaming apps. Any URLs you give Meta must point to live, approved app store listings. If your app is still in review or has been pulled, Meta is unlikely to approve the advertising authorization until the distribution issue is resolved.
