To fill out Form 1770, Indonesia’s annual income tax return for individuals with business or independent-professional income, work backwards through its four attachments (Lampiran IV to Lampiran I), then let those totals feed the main form, which reconciles your tax due against amounts already withheld or paid during the year. Submission is electronic through the DGT’s filing system, and the return is due by March 31 of the year after the tax year.
Confirm Form 1770 Is the Right Version
The Directorate General of Taxes issues three individual returns, and Form 1770 is the fullest of them. Use it if any of the following apply:
- You earn income from a business or an independent professional practice — shop owners, landlords, doctors, lawyers, notaries, consultants, accountants, and other self-employed individuals all file 1770, whether or not they also have salary, dividends, or interest.
- You received income from outside Indonesia (foreign wages, rental income, or investment returns).
- You received income taxed at final rates that must be declared here — proceeds from selling land or buildings, lottery prizes, or construction-service fees.
Employees with only salary income use Form 1770S (above IDR 60 million gross, or more than one employer) or Form 1770SS (single employer, IDR 60 million or less, no other income beyond bank or cooperative interest). Picking the wrong form means refiling, so settle this before you start.
What to Have Ready Before You Log In
Missing documents force you into partial drafts, and drafts that slip past March 31 draw a penalty. Collect everything first.
- Your NPWP (Taxpayer Identification Number), required for login and printed on every page.
- Your EFIN (Electronic Filing Identification Number). First-time e-filers apply in person at the nearest Tax Office (KPP) with the original ID card — KTP for Indonesians, passport plus KITAS or KITAP for foreigners — and a photocopy of the NPWP card. An EFIN can also be requested by email to your registered tax office with a selfie holding both IDs.
- Form 1721-A1 or 1721-A2 from each employer. Employers must issue these by the end of January.
- Bukti potong (withholding receipts) for tax withheld under Articles 21, 22, 23, or 26, such as withholding on freelance fees paid by a corporate client.
- Financial records: a balance sheet and income statement if you keep formal books, or a monthly gross-revenue recap if you use the norm method.
- An asset and liability list as of December 31 — property, vehicles, bank balances, investments, jewelry, and outstanding debts with balances.
- Family data: names, tax IDs, and dates of birth for your spouse and up to three dependents. This drives your non-taxable income threshold (PTKP).
- The PPh Article 29 payment slip if your year-end calculation shows underpaid tax. Pay the balance before filing and attach the third copy to the return.
Decide How You Calculate Business Income
How you report business or freelance revenue depends on which regime you fall under, and this choice determines whether the numbers go on Lampiran I or Lampiran III.
MSME 0.5 Percent Final Tax
Individual entrepreneurs with annual gross turnover of IDR 4.8 billion or less may opt for a flat 0.5 percent final income tax on total revenue instead of the progressive rates. Government Regulation No. 20 of 2026 made this facility permanent, ending the previous need for periodic extensions. If your annual gross turnover stays below IDR 500 million, you are exempt from income tax entirely; the revenue is still reported on the final-tax attachment, but nothing is owed on it.
Under this regime, the tax is paid monthly on that month’s revenue, so the annual return is largely a reconciliation of payments already made. Turnover is reported on Lampiran III, not through the net-income calculation on Lampiran I.
Norm Method (NPPN)
If you do not opt for the final tax and your gross turnover is below IDR 4.8 billion, you may calculate net income using government-published percentage norms (Norma Penghitungan Penghasilan Netto). Each profession and business type has a prescribed percentage; multiply your gross revenue by that percentage to get net income, then subtract PTKP and apply the progressive rates.
To use NPPN you must notify the DGT within the first three months of the tax year. Miss that window and the DGT treats you as having chosen the bookkeeping method, meaning you will need formal financial statements. NPPN users still must keep monthly gross-revenue records.
Full Bookkeeping
Otherwise, you calculate net fiscal income from commercial financial statements, applying positive fiscal adjustments (adding back non-deductible expenses such as undocumented entertainment or personal expenses charged to the business) and negative adjustments (removing items taxable commercially but not fiscally, or adding tax-only deductions).
PTKP and Progressive Rates
The 2026 non-taxable thresholds are IDR 54,000,000 for the individual, plus IDR 4,500,000 for a married taxpayer and IDR 4,500,000 for each dependent up to three. Only income above your PTKP is subject to the progressive rates under Article 17, as amended by the HPP Law (Law No. 7 of 2021): 5 percent up to IDR 60 million; 15 percent above IDR 60 million to IDR 250 million; 25 percent above IDR 250 million to IDR 500 million; 30 percent above IDR 500 million to IDR 5 billion; and 35 percent above IDR 5 billion. Tax already withheld through the year is credited against the final liability.
Fill the Four Attachments From Back to Front
Form 1770 is completed in reverse. Each attachment feeds the one before it, and the filing system will not release the main summary until all four are done.
Lampiran IV: Assets, Liabilities, Dependents
List every asset owned at December 31. Each entry needs an asset code (the form provides a reference list), a description, the year acquired, and the acquisition cost in Rupiah. Common categories include land, buildings, vehicles, bank balances, investments, and valuables.
Below the assets, list every liability — mortgages, vehicle loans, business credit lines, personal debts — with the creditor’s name and address, the year the debt originated, and the year-end balance. Then list your spouse and dependents with names, tax IDs, dates of birth, and relationships.
Lampiran III: Final-Tax and Non-Object Income
Part A captures income already subject to final withholding: deposit interest, dividends, proceeds from selling property or listed shares, land or building rental income, lottery prizes, severance pay, and construction-service fees. Enter the gross amount and the tax already withheld or paid for each. MSME 0.5 percent turnover goes here too.
Part B covers income that is not a tax object — inheritances, insurance claim proceeds, qualifying gifts, and scholarships. Part C applies only if your spouse’s income is taxed separately (for example, under a prenuptial agreement); leave it blank otherwise.
Lampiran II: Tax Withheld by Others
Enter every bukti potong collected during the year. For each, record the withholding agent’s name and NPWP, the receipt number and date, the article of income tax (21, 22, 23, 24, or 26), and the Rupiah amount. Foreign tax paid abroad and claimed as an Article 24 credit goes here as well. The total becomes your tax credit on the main form.
Lampiran I: Net Income From Business and Employment
This is the heaviest attachment for business owners and freelancers. It splits into parts based on your method:
- Part A, bookkeeping: begin with the commercial statements and apply the fiscal adjustments described above to reach net fiscal income.
- Part B, NPPN or recording: enter gross revenue and multiply by the applicable norm percentage.
- Part C, employment: transfer net income from each 1721-A1 or 1721-A2. Multiple employers get separate entries.
- Part D, other domestic income: royalties or gains from asset sales not subject to final tax.
The totals flow into the main form as your aggregate domestic net income.
Complete the Main Form
With the attachments done, the main form mostly summarizes. The header captures identity — NPWP, name, address, occupation, and registered tax office. The calculation section then walks through:
- Net income, pulled in from Lampiran I plus any foreign-source net income you enter directly.
- Loss carry-forward, if you have remaining fiscal losses from the prior five years.
- PTKP deduction, based on the marital and dependent status you select; the system computes the threshold.
- Taxable income: net income minus losses minus PTKP.
- Tax due, from the progressive brackets.
- Tax credits: the Lampiran II total plus any monthly PPh Article 25 installments paid during the year.
- Underpayment or overpayment. If tax due exceeds credits, the shortfall is your PPh Article 29 liability; pay it before submitting. If credits exceed tax due, you may request a refund or carry the overpayment forward.
At the bottom, confirm whether you prepared the return yourself or with a tax consultant, and whether your financial statements were audited. If a consultant helped, enter their name and NPWP.
Submit and Save Your Receipt
For the 2025 tax year filed in 2026, the DGT has been transitioning annual filing to the Coretax system, which replaces the older DJP Online portal at djponline.pajak.go.id. The DJP Online portal was still available for 2024 tax year returns, so check the DGT’s current announcements for which system applies to your filing year. The mechanics are similar either way:
- Log in with your NPWP, password, and security code.
- Choose e-Form to download the return as an interactive PDF you complete offline, or e-Filing to work directly in the browser. Many 1770 filers prefer e-Form because it needs a connection only for the initial download and the final upload.
- Fill in Lampiran IV first and work forward to Lampiran I, then finish the main form.
- Submit. The system validates the return. If figures do not reconcile — for instance, assets on Lampiran IV inconsistent with reported income — you will get an error and must correct it before proceeding.
- Enter the verification code sent to your registered email or phone. This is your electronic signature.
- Download the Bukti Penerimaan Elektronik (BPE), your electronic filing receipt. Save it.
Paper filing is still permitted, either at your registered KPP or by registered post, but electronic filing gives you instant confirmation.
Deadline, Penalties, and Amending
Individual returns are due by March 31 of the year after the tax year. For the 2025 tax year, that is March 31, 2026. Any PPh Article 29 underpayment should be paid before submission, ideally before the end of March as well.
Late filing carries an administrative fine of IDR 100,000.1Worldwide Tax Summaries. Indonesia – Individual – Tax Administration Late payment carries a separate interest surcharge equal to the Ministry of Finance’s benchmark rate plus 5 percent, divided by 12, for each month overdue; the exact monthly percentage is published by ministerial decree, and interest is capped at 24 months. Under Article 39 of the KUP Law, deliberate non-compliance — failing to file, submitting a false return, or refusing an audit — can bring imprisonment of up to six years and a fine of up to four times the tax owed. These target willful evasion rather than honest mistakes.
If you discover an error after filing, submit an amended return (SPT Pembetulan) within two years of the end of the tax year, provided no audit has begun for that year. Log in, select the same tax year, change the status from “Normal” to “Pembetulan,” enter the corrected figures across every affected attachment, resubmit, and save the new BPE alongside the original. If the amendment produces additional tax owed, interest accrues from the original March 31 due date using the same formula and 24-month cap. If it produces an overpayment, you may file a refund claim.
