DD Form 3151, the Entitlement Extension Request, is the form you send to the VA to ask for more time to use your GI Bill or related education benefits after your delimiting date has passed or is about to. It applies to the Montgomery GI Bill (Chapter 30), Vocational Rehabilitation (Chapter 31), the Post-9/11 GI Bill (Chapter 33), and Survivors’ and Dependents’ Educational Assistance (Chapter 35). Before you spend time on this, check whether you actually need it. If you were discharged on or after January 1, 2013, and you are using the Post-9/11 GI Bill, your benefits do not expire under the Forever GI Bill.2Veterans Affairs. Getting a GI Bill Extension DEA (Chapter 35) dependents whose eligibility basis falls on or after August 1, 2023, likewise have no time limit. Neither group needs to file this form. The people who do are Montgomery GI Bill users, pre-2013 Post-9/11 users, and DEA recipients whose eligibility basis predates August 1, 2023.
Reasons the VA Will Accept
Federal law limits extensions to three situations, and your form has to fit one of them:
- Disability or illness. A physical or mental condition prevented you from attending school during your eligibility window, and the condition was not the result of your own willful misconduct.
- Later period of active duty. After you first became eligible, you served another stretch of active duty lasting at least 90 consecutive days.
- Captivity. You were detained by a foreign government or power after your last discharge from active duty.

DEA spouses and surviving spouses can request a disability-based extension, but the request has to be filed within one year of the later of the original delimiting date, the end of the disability, or October 1, 1980.5Office of the Law Revision Counsel. 38 USC 3512 – Periods of Eligibility
Filling Out the Form
Download the fillable PDF from the DoD Executive Services Directorate at esd.whs.mil. Have this ready before you start:
- Your Social Security Number and military service number.
- The specific benefit chapter you use: 30, 31, 33, or 35.
- The exact start and end dates of the event that kept you from using your benefits.
The opening blocks capture your identifying information and the education chapter. The next blocks ask for the precise dates of the period you could not attend school, whether the reason was disability, active-duty service, or captivity. Enter these dates carefully. The VA calculates your new delimiting date directly from what you write here, so a sloppy or approximate date can move your new deadline the wrong way or trigger a request for clarification.
If you are claiming a disability, use the remarks section to describe the condition and explain, in plain terms, how it stopped you from enrolling in or continuing a training program during the dates you listed. Do not leave this to the physician’s letter alone; the form is where you connect the dates to the condition in your own words.
Signatures must be original ink or verified digital signatures. Photocopied or unsigned forms are returned without processing.
Supporting Documents
A bare DD Form 3151 will stall. What you attach depends on which reason you are claiming.
Disability or Illness
Get a letter from your treating physician that includes:
- Your diagnosis and treatment.
- How long you have had the condition.
- The specific start and end dates when the condition prevented you from using your GI Bill.
- Medical evidence such as test results or hospital reports.
The dates carry the letter. The VA needs to see that the disability overlapped with your eligibility window and that you could not reasonably attend school during that time. Vague language about being “unwell,” with no dates tied to the condition, is the fastest route to a development letter asking for more.
Later Active Duty
Include a copy of the DD Form 214 for the later period of service, or your official mobilization orders. The document has to show at least 90 consecutive days of active duty served after your initial GI Bill eligibility began. If you have several DD-214s, send the one that covers the later service.
Captivity
Provide official documentation from the Department of Defense or State Department confirming the dates of your detention, plus records of any hospitalization immediately following your release.
Where to Mail It
The VA processes GI Bill claims through two Regional Processing Offices. Send your package to the one that covers your school’s location.6Veterans Affairs. Regional Processing Office Addresses for GI Bill Applications
- Muskogee RPO. Alabama, Alaska, Arizona, Arkansas, California, Florida, Georgia, Hawaii, Idaho, Louisiana, Mississippi, Nevada, New Mexico, Oklahoma, Oregon, Puerto Rico, South Carolina, Texas, Utah, Washington, and the Philippines.
- Buffalo RPO. Colorado, Connecticut, Delaware, District of Columbia, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rhode Island, South Dakota, Tennessee, Vermont, Virginia, West Virginia, Wisconsin, Wyoming, and foreign schools.
If you have not chosen a school yet, mail your request to the RPO that covers your home address. Verify the current mailing addresses on the VA website before you send, since P.O. box numbers can change. Keep copies of everything and use certified mail or a trackable service so you have proof of delivery.
After You Submit
Average processing time for education claims runs about 30 days.7Veterans Affairs. How to Apply for the GI Bill and Related Benefits Extension requests that require the VA to review medical records or verify service dates can take longer. If something is missing, the VA sends a development letter asking for it. Answer promptly. An unanswered development letter usually means a decision on whatever the VA already has, which usually means a denial.
The decision arrives by mail. If granted, the letter states your new delimiting date. Confirm your mailing address in VA records is current before you submit, because an old address can cost you the notification itself.
If You Are Denied
You have one year from the date on the notification letter to challenge the decision, and three routes under the Appeals Modernization Act.
A Supplemental Claim (VA Form 20-0995) is the right move when you have new and relevant evidence that was not part of the original decision, such as a more detailed physician’s letter or additional service records. A Higher-Level Review (VA Form 20-0996) fits when the evidence was already there but the reviewer got the rules wrong, such as miscalculating the overlap between your disability dates and your eligibility window. A senior reviewer looks at the same record; no new evidence is accepted. You can request an informal conference to flag specific errors of fact or law, though that can add time.9Department of Veterans Affairs. Decision Review Request: Higher-Level Review
A Board Appeal goes to the Board of Veterans’ Appeals. You can choose direct review of the existing record, submit additional evidence, or request a hearing with a Veterans Law Judge. It takes the longest but gives you the option of presenting the case in person.10Veterans Benefits Administration. Appeals Modernization
For most denied extension requests, a Supplemental Claim with better medical documentation or the missing service records is the shortest path back to an approval.
