How to Fill Out and Submit DD Form 2367 (Overseas Housing Allowance)

DD Form 2367, the Individual Overseas Housing Allowance Report, is the two-page form you file to start, change, or stop your Overseas Housing Allowance (OHA) when you are stationed outside the continental United States. Before You Sit Down With the Form

Have three things in hand: your signed lease, your dependency status as it appears in your official records, and the current OHA rate for your location and pay grade from the Defense Travel Management Office’s OHA Rate Lookup at travel.dod.mil. Knowing the rental ceiling before you fill anything in matters because OHA reimburses the lesser of your actual rent or the ceiling. You must also be authorized to live off-base. If adequate government quarters are available and your command has not authorized you to live on the economy, you forfeit the allowance regardless of how the form is filled out.2Defense Travel Management Office. Part A: Personal and Housing Information

The first block captures your full legal name (last, first, middle initial), branch of service, pay grade, and Social Security Number. Match your official military records exactly. A single transposed digit in your SSN can hold the payment up before it ever reaches your account.

Enter the complete physical address of your overseas residence, along with the landlord’s legal name and contact information. Item 7 asks whether rent is paid in local currency or U.S. dollars. Item 9 asks whether you already receive an overseas cost-of-living allowance or an OHA for dependents living somewhere else. Item 10 covers your lease and utility arrangements. Homeowners skip Item 10 and jump to Item 11. Renters use Item 10c to identify which utilities the landlord provides the majority of, which feeds the utility allowance calculation.

Item 11: The Sharer Question

This is where most errors happen. List, by category, everyone else living in your residence: other service members, civilian employees receiving a housing allowance, and dependents of another sponsor who are entitled to their own allowance. Sharers split the reported rent, and the combined OHA payments across everyone in the residence cannot exceed the actual rental cost. If you checked Item 11b or 11d, list the affected individuals’ full names, Social Security Numbers, and branch of service in the Part C remarks section. Dual-military couples are treated as two separate members for OHA: one claims the with-dependents rate (typically the higher-ranking spouse, if dependents are present) and the other the without-dependents rate, but the two payments combined still cannot exceed the lease amount.

Part B: Certifications and Action Code

Item 13 is your signature. By signing, you certify that the information is accurate, that a copy of the lease is attached, and that you will immediately inform your commanding officer if anything you reported changes.1Washington Headquarters Services. Item 14 is completed by the housing officer or other reviewing official. They compare the lease against local standards, verify the reported terms, and indicate whether you are authorized for a MIHA/Miscellaneous payment. This certification step is required before the form moves to finance.

Item 15 records the action being requested. The options are start, change, stop, correct, or cancel. Pick the one that matches why you are filing.

Part C: Remarks and the Advance-Rent Procedure

Use Part C for anything that does not fit the numbered fields: the names and SSNs of sharers, notes on unusual lease terms, or advance-rent calculations. A straightforward single-member, single-lease, monthly-payment situation may leave this section blank.

Advance rent needs specific handling. If you pay three or more months of rent up front, select Item 7b (U.S. Dollars) even when you actually paid in local currency, then record in Part C: the number of months paid in advance, the total advance amount in local currency where applicable, and the exchange rate you used to convert dollars to local currency.1Washington Headquarters Services. When the advance period ends and you pay another multi-month advance, file a new DD Form 2367 unless the derived monthly rent has not changed.

Attaching the Lease

Every submission must include the signed lease. The lease has to clearly show the lease term, monthly payment, and the responsibilities of both parties.2Defense Travel Management Office. Overseas Housing Allowance If the lease is written in a foreign language, have it translated into English before you submit; the housing office cannot certify terms it cannot read. Many overseas installations offer translation services or can refer you to an approved translator.

If your lease does not itemize utility costs, be ready to provide estimates from local averages or from the previous tenant. Recurring landlord charges such as parking or building maintenance assessments should be documented as well, since some may qualify under the utility and maintenance component.

Where to Submit It

Bring the completed form and the attached lease to your local Overseas Housing Office. A housing official reviews the packet, confirms the costs are reasonable for the area, signs Item 14, and forwards the packet to the Finance Office for payroll integration.1Washington Headquarters Services. If it does not, contact your finance representative. Errors are much easier to correct before several missed payments compound.

When to File a New Form

DD Form 2367 is not a one-time filing. Your Item 13b certification obligates you to report changes promptly. File a new form, with the appropriate action code in Item 15, when any of the following happens:

  • Your landlord raises rent at lease renewal.
  • You move to a different property.
  • A roommate or other service member moves in or out.
  • Your dependency status changes because a spouse or child joins you overseas or returns stateside.
  • You vacate the property or move into government quarters (use the “stop” action code).

Late reporting creates overpayments that the government will recoup from future pay, and the recoupment rarely arrives at a convenient time.

You do not need to file a new form when the exchange rate moves. False Statements Carry Real Consequences

Inflating rent, fabricating a lease, or misrepresenting your living situation on this form is a false official statement.
