DD Form 1883 is the Reserve Component Survivor Benefit Plan (RCSBP) election certificate you complete after receiving your 20-year letter, locking in whether your survivors will receive a monthly annuity if you die before drawing retired pay. You have 90 days from the date of that letter to return the completed form. Most branches now issue DD Form 2656-5 for the same election, and some commands accept either version, so check the paperwork that came with your notification letter to see which one your branch wants.1U.S. Army Human Resources Command. Gray Area Retirements Branch The options, deadlines, and mechanics are the same either way.
Who Files and When
You become eligible to file when your service issues a Notification of Eligibility for Retired Pay at Age 60, commonly called the 20-year letter. It arrives once you accumulate 20 qualifying years, each requiring at least 50 retirement points.2U.S. Army Soldier For Life. Reserve Component Survivor Benefit Plan Mandatory Brief A blank DD Form 1883 or DD Form 2656-5 comes with the letter, and your 90-day clock starts the day you receive it.
A 15-year letter exists in narrower circumstances. In the Army National Guard, it is issued only after a Medical Board when a soldier requests transfer to the Retired Reserve and the commanding general authorizes it; for the Army Reserve, HRC must grant final approval.2U.S. Army Soldier For Life. The Three Coverage Options
This is the most consequential decision on the form. Every other field flows from it.
- Option A, decline coverage until retirement age. You skip RCSBP for now. If you die before reaching retirement age, your survivors receive nothing from this plan. You can elect regular SBP when you start drawing retired pay, but there is no coverage in the interim.3Air Reserve Personnel Center. Reserve Component Survivor Benefit Plan Information
- Option B, deferred annuity. Your survivors are covered, but if you die before age 60, payments do not begin until the date you would have turned 60. Die after 60 and payments start immediately.4U.S. Army Soldier For Life. Reserve Component Survivor Benefit Plan Fact Sheet
- Option C, immediate annuity. The annuity starts the day after your death regardless of your age.3Air Reserve Personnel Center. Reserve Component Survivor Benefit Plan Information
Option C costs more in premiums but provides the strongest protection for a family that depends on your income during the years between your 20-year letter and your first retirement check. Option B is cheaper, though your survivors may wait years before the first payment lands. Option A costs nothing and gives nothing.
How a Reduced Retirement Age Changes the Options
The standard Reserve retirement age is 60, but qualifying active-duty service performed after January 28, 2008, can push that date earlier. Every aggregate 90 days of qualifying active duty in a fiscal year drops your retirement eligibility age by three months, down to a floor of age 50.5Office of the Law Revision Counsel. 10 USC 12731 – Age and Service Requirements Qualifying duty includes mobilizations under 10 USC 12301(d) or 12304b and certain National Guard duty under 32 USC 502(f) supported by federal funds.
If your retirement eligibility age is below 60, the references to “age 60” on the form effectively shift to your reduced age. This matters most for Option B, where the deferred start date tracks your retirement eligibility. Confirm your reduced age with your personnel office before choosing.
Filling Out the Form
Before you start, gather your Social Security number, your spouse’s full legal name, SSN, and date of birth, and the same information for every eligible child. The DD Form 2656-5 is arranged in nine sections; DD Form 1883 collects the same data in a slightly different layout.
Personal, Spouse, and Child Information
Section I (Boxes 1–6) is your name, SSN, date of birth, branch, and mailing address. Section II (Boxes 7–8) is your spouse’s name and SSN; if you are unmarried, write “N/A.” Section III (Boxes 9–12) lists eligible children and your coverage option. Eligible children are those under 18, full-time students under 22, or children of any age who became disabled and incapable of self-support before turning 18 (or 22 if a student).6Defense Finance and Accounting Service. DD Form 2656-5 RCSBP Election Certificate Instructions Mark your option (A, B, or C) in Box 12.
Beneficiary Category and Base Amount
In Section IV (Box 13), pick one category: Spouse Only, Spouse and Child, or Child Only. Section V (Box 14) is your base amount. You can elect full retired pay or a reduced amount as low as $300.6Defense Finance and Accounting Service. DD Form 2656-5 RCSBP Election Certificate Instructions The annuity your survivors receive equals 55 percent of that base amount.4U.S. Army Soldier For Life. Reserve Component Survivor Benefit Plan Fact Sheet A reduced base amount lowers your premiums and also shrinks the monthly check your survivors will live on. Anything less than full retired pay triggers the spousal concurrence requirement in Section IX.
Insurable Interest and Overflow
Section VI applies only if you are unmarried with no eligible children and want to name someone with a financial interest in your continued life. Insurable interest is presumed for family more closely related than a cousin — parents, siblings, grandparents, grandchildren, aunts, uncles. For anyone else, you need documentation of the financial relationship. If Section VI does not apply, write “N/A.” Section VII is overflow space for additional children.
Signatures, Witness, and Spousal Concurrence
Section VIII takes your signature, a date, and a witness signature dated the same day. The witness cannot be your spouse or any listed beneficiary.6Defense Finance and Accounting Service. DD Form 2656-5 RCSBP Election Certificate Instructions A coworker or neighbor with valid ID is fine, as long as they sign on the same calendar date you do.
Section IX is required whenever you elect anything other than Option C at full retired pay for your spouse. If you chose Option A, Option B, a reduced base amount, or Child Only coverage, your spouse must sign Section IX and have the signature notarized. The notary and spouse must sign on the same date. If your spouse’s whereabouts cannot be determined, or exceptional circumstances make consent inappropriate, you can request a waiver from your branch’s Secretary with supporting documentation.7Office of the Law Revision Counsel. 10 USC 1448 – Application of Plan
Where to Send the Completed Form
Each branch has its own submission address. Sending the form to the wrong office can burn your 90-day window while the paperwork gets rerouted.

The 90-Day Deadline and What Happens If You Miss It
Miss the 90 days and the law automatically enrolls you in Option C at maximum spouse and child coverage based on your full retired pay.9Defense Finance and Accounting Service. RCSBP That default carries the highest premiums, which will be deducted from your retired pay once you start drawing it. It exists to protect families, and it can be an expensive surprise if you meant to elect Option A or a reduced base amount.
There is no standing open enrollment that lets you revisit a missed deadline. The most recent SBP Open Season ran from December 2022 through January 1, 2024, and no similar window is currently scheduled.10Defense Finance and Accounting Service. SBP Open Season Enrollment FAQs Treat the 90 days as a hard deadline.
What the Coverage Will Cost
RCSBP premiums are deducted from your retired pay once you start receiving it. Cost has two pieces: the standard SBP premium and an RCSBP add-on that pays for the years of pre-retirement coverage. The standard SBP premium for spouse coverage cannot exceed 6.5 percent of gross retired pay.11Defense Finance and Accounting Service. Costs
The add-on varies based on the beneficiary category you elected, whether you chose immediate or deferred coverage, and the age difference between you and your spouse or former spouse.12Defense Finance and Accounting Service. RCSBP Benefit Cost Option C costs more than Option B because it covers a longer risk period, and a large age gap raises the premium further. Your branch’s personnel office can run a personalized estimate before you commit.
Changing the Election After Marriage, Divorce, or a New Child
Marriage, divorce, and the birth or adoption of a child can all change who you want covered. If you gain a new eligible spouse or child, you have one year from that life event to update your RCSBP election. Missing that year can permanently forfeit coverage for that dependent.13Facebook. U.S. Army Human Resources Command Post Update DEERS at the same time; the two actions are separate.
Once you begin drawing retired pay, use DD Form 2656-6 to change an existing election due to marriage, remarriage, acquiring a dependent child, divorce, or the death of a spouse.14Department of Defense. DD Form 2656-6 Survivor Benefit Plan Election Change Certificate Terminating coverage uses DD Form 2656-2, and electing former spouse coverage uses DD Form 2656-1.
Divorce carries its own timing rule. If a court order awards your former spouse RCSBP coverage, you have one year from the divorce to submit DD Form 2656-1 converting the election.15U.S. Army Soldier For Life. Maintaining RCSBP Elections One limit worth knowing before you choose Option A: if you originally declined RCSBP, a court cannot later award RCSBP to a former spouse. The court can award former spouse SBP, but that election cannot take effect until you reach retirement age.
