Pick the Right Stage of Allocation

Every DD Form 1494 is filed at one of four stages. You mark it in Item 3 of the General Information page, and the choice governs what data reviewers expect and what the certification permits you to do next.

  • Stage 1, Conceptual. Initial planning is done and you have identified proposed frequency bands and other available characteristics.   • Stage 2, Experimental. Preliminary design is complete and radiation using test equipment or preliminary models may be needed. Certification is a prerequisite for NTIA to authorize a temporary frequency assignment for experimentation.
  • Stage 3, Developmental. Major design is complete and radiation may be needed during testing. Certification is required before NTIA authorizes radiation for developmental testing.
  • Stage 4, Operational. Development is essentially complete and the final operating constraints must be identified. Gather Technical Data Before You Start

The application demands specific engineering parameters, not marketing brochures. Incomplete or inconsistent data is the most common reason submissions stall.

For the transmitter, collect peak power output, emission bandwidth, modulation type, and the emission designator. The emission designator is a seven-character alphanumeric string that encodes the necessary bandwidth and emission classification of the signal (for example, 16K0F3E). For the receiver, gather sensitivity levels and intermediate frequencies. For antennas, record gain, beamwidth, and polarization. These parameters drive the electromagnetic compatibility analysis performed downstream by the Joint Spectrum Center.

If your system includes space-based components, add space systems data covering orbital parameters, earth station locations, and uplink/downlink frequencies. All of these values are evaluated against DoD, national, and international electromagnetic compatibility standards. Complete the General Information Page

The form is organized across multiple pages, each dedicated to a different component type. Fill the General Information page first because entries there set the values that must reappear consistently on the transmitter, receiver, and antenna pages.

  • Item 1, Application Title. Enter the government nomenclature of the equipment, or the manufacturer’s name and model number, along with a short descriptive title.
  • Item 2, System Nomenclature. Enter the nomenclature of the parent system, for example PATRIOT or Global Positioning System.
  • Item 3, Stage of Allocation. Mark one of the four stages.
  • Item 4, Frequency Requirements. Enter the required frequency band or single operating frequency with units (kHz, MHz, or GHz) and the emission designator with necessary bandwidth. For frequency-hopping systems, identify each mode as hopping or non-hopping.
  • Item 6, Extent of Use. Describe whether Stage 4 operation will be continuous or intermittent, including expected hours of operation per day and any conditions governing use.
  • Item 7, Geographical Area. List the locations or areas of use for the current and subsequent stages, with coordinates in degrees, minutes, and seconds when available.
  • Item 8, Number of Units. Enter the total units planned for the requested stage and all subsequent stages.

Fill the Transmitter, Receiver, and Antenna Pages

The Transmitter page captures power and bandwidth metrics. Every emission designator entered on the Transmitter page must match what you put in Item 4 on the General Information page; mismatches trigger a request for additional information and restart the review clock. The Receiver and Antenna pages follow the same pattern for sensitivity, intermediate frequencies, gain, beamwidth, and polarization.

Mark CUI and Classified Content Correctly

Many spectrum-dependent systems involve sensitive technical data. If your application includes Controlled Unclassified Information, follow the marking and handling requirements in DoDI 5200.48, which covers CUI marking, physical safeguards, and protection methods.8Washington Headquarters Services. Incorrect CUI markings will not get the form rejected outright, but they trigger a correction cycle that adds weeks.

Submit Through Your Service’s Spectrum Office

You do not send the DD Form 1494 directly to NTIA. The form routes through your Military Department’s Spectrum Management Office first. For Army submissions, the Army Spectrum Management Office reviews the package, confirms the required electromagnetic compatibility analysis is attached, and assigns a unique J/F 12 tracking number.5DD Form 1494 Preparation Guide. After service-level review, the application enters a joint process for DoD-wide, national, and international spectrum approvals. The Joint Spectrum Center performs the electromagnetic compatibility analysis and coordinates across the military services. The application then reaches NTIA’s Spectrum Planning Subcommittee, which evaluates the request against existing authorized users in the proposed frequency bands.4National Telecommunications and Information Administration. What Certification Looks Like When It Comes Back

After the Spectrum Planning Subcommittee completes its assessment, it recommends one of five outcomes to NTIA:

  • Unconditional approval. Spectrum support is certified without qualification at the requested stage.
  • Conditional approval, system modification. Spectrum support is approved, but the proposed system must be modified to meet stated limitations.
  • Conditional approval, other systems modified. Spectrum support is approved, but existing systems already in the band may need limitations or modifications.
  • Conditional approval, international coordination. Spectrum support is approved subject to advance publication, agreement of affected foreign administrations, or coordination notices under ITU Radio Regulations.

A conditional approval lets you proceed, but the conditions become binding constraints on the equipment’s design or deployment. Disapproval means the system cannot radiate in the requested bands under current conditions, so you would need to redesign around different frequencies or different technical parameters and resubmit.

Timing and Milestone B

DoDI 4650.01 requires DoD components to obtain U.S. Government certification of spectrum support before Milestone B in the Defense Acquisition System for all major spectrum-dependent systems and for every space and satellite system.9Department of Defense. End-to-end review for Stage 1 and Stage 2 applications typically takes six to eighteen months from submission. Stage 3 and Stage 4 applications can take longer because the review may involve requesting spectrum supportability comments from the military and civilian administrations of host nations where the system will operate.10Defense Acquisition University. The biggest controllable factor in how long your application sits in the queue is completeness. Missing emission designators, inconsistent data between pages, and absent EMC analysis results all generate requests for additional information that restart the review clock. If you are managing an acquisition timeline backward from a Milestone B decision, build at least twelve months of lead time into your schedule for spectrum certification.
