Who Qualifies for a Waiver

A waiver is not a general escape from the debt. It is reserved for events that were genuinely beyond your control and that you did not see coming when you signed up for the class. The unanticipated piece matters more than most Soldiers realize. If you already knew about a deployment or training mission when you enrolled, that mission does not qualify, even if it later forced you out of the course. Reviewers want a direct line from something that happened after you signed up to your inability to complete the work. Vague statements about being too busy will not clear that bar.

The waiver path also does not cover every recoupment. It applies to course withdrawals that received a “W” grade, and to certain unacceptable grades from fiscal year 2022 and earlier. Documents to Gather First

Assemble your evidence before you open the form. A strong packet includes:

  • Substantiating records: PCS or TDY orders, emergency leave forms, hospital records, or whatever verifies the event that stopped you from finishing. Redact personally identifiable information before uploading.
  • Official withdrawal documentation from the school confirming the withdrawal and the date it was processed.

The packets that get approved tell a clean story. You enrolled, something unexpected happened, official documents confirm it, and that event made completion impossible. If you have emails with your instructor or education center showing you tried to salvage the course, add them.

Filling Out the Form

The identifying sections are simple: name, rank, unit, and course details including the school name, course number, and dates attended. The justification block is where the outcome is decided.

Write a concise account of what happened and why it was beyond your control. Name the specific supporting documents you’re attaching and where they fit in the timeline. Skip emotional appeals and generic statements about military life. Stick to facts: what the unanticipated event was, when it occurred, and how it directly prevented completion. Reviewers move through a high volume of these, so clarity carries more weight than length.

Commander’s Recommendation

Section 9 requires the first commander in your chain who holds UCMJ authority to indicate whether they recommend approval or disapproval. Digital Signatures

Both your signature and the commander’s must be digital. A wet signature scanned into a PDF generally will not satisfy the requirement. Use a CAC-enabled digital signature and confirm both are properly applied before you send anything. This is one of the most common reasons packets get bounced back.

The submission route depends on the grade and the fiscal year.

Courses With a “W” Grade

Submit the waiver request through ArmyIgnitED. Unacceptable Grades From FY22 and Earlier

For failing or below-standard grades (not a “W”) in courses from fiscal year 2022 or earlier, the process splits. The 30-Day Deadline

You have 30 calendar days to file. The clock starts on the date the final grade was due if no grade was posted, or on the date the “W” grade was posted.1U.S. Army Reserve. Treat a recoupment message in ArmyIgnitED as urgent, because 30 days moves fast once you factor in a commander’s signature and paperwork from the school.

If You Have Already Separated or Retired

Soldiers who have left the Army through retirement or end of term of service submit all waiver requests by email to the same HRC address (usarmy.knox.hrc.mbx.tagd-aces@army.mil), regardless of fiscal year or grade type. If you can’t get a commander’s signature because you’re no longer in the military, submit the form with your own signature and include all supporting documentation. The missing commander endorsement will not automatically disqualify a request from a separated Soldier.

After You Submit

Human Resources Command reviews the packet against the waiver criteria, checking for a direct connection between the unanticipated event you described and your inability to complete the course, supported by the documents you attached. Approval clears the debt. Denial leaves you responsible for repayment through the method you selected.

Repeated recoupments carry a further cost. Soldiers who incur two recoupment actions between TA and CA in the same fiscal year face a 12-month suspension from requesting additional TA or CA funding.

If Your Waiver Is Denied

A denial is appealable. You have 30 days from the date of the initial determination to file an appeal with the component that denied the claim, not with a higher body. Your appeal must include your mailing address, phone number, the amount at issue, an explanation of why the initial decision was wrong, and copies of any relevant documents. Do not send the appeal directly to the Defense Office of Hearings and Appeals; an appeal sent to DOHA is treated as not properly submitted. File it with the component that issued the denial. When DA Form 7793 Is Not the Right Form

Other military debts run through different channels. General pay overpayment waivers go through DFAS on DD Form 2789.5Defense Finance and Accounting Service.
