DAF Form 63, the Active Duty Service Commitment Acknowledgement Statement, is the document an Air Force officer signs to accept a period of obligated active-duty service tied to a specific career event such as a PCS, pilot training, tuition assistance, or a Post-9/11 GI Bill transfer.1Air Force’s Personnel Center. AF Officials Successfully Test Electronic ADSC Notifications To complete it correctly, confirm the triggering event and the commitment length in DAFMAN 36-2139, enter your identifying information exactly as it appears in your records, record the ADSC reason code and effective date in Section II, sign digitally with your CAC, and return the form to AFPC/DPSTTA.2Department of the Air Force. What to Have Ready Before You Open the Form
Download a fresh copy of DAF Form 63 from the Department of the Air Force E-Publishing site rather than reusing a saved file; outdated versions get rejected.3Department of the Air Force E-Publishing. Department of the Air Force E-Publishing Before you fill anything in, pull together:
- Your full legal name and grade, matching your official records exactly (a middle initial versus a full middle name is enough to get the form kicked back).
- Your EDIPI, the 10-digit number on the back of your CAC.
- The specific career action generating the ADSC: the PCS order, the training assignment, the tuition assistance enrollment, the GI Bill transfer request.
- The commitment length in months, taken from Table A2.1 of DAFMAN 36-2139 for your particular event.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments
- The ADSC reason code from Attachment 3 of DAFMAN 36-2139. Code 07, for example, is professional military education; code 78 covers all in-residence education programs.2Department of the Air Force. Table A2.1 lists dozens of triggering events with their commitment lengths, from a 1-year overseas-to-CONUS PCS to a 10-year commitment for undergraduate pilot training. If you are not certain which row applies, ask your Force Support Squadron’s Military Personnel Flight to confirm the event, the length, and the reason code before you start typing. MPF counseling on the specific ADSC-incurring event is a normal part of the process.2Department of the Air Force. Filling Out the Form
Your ADSC notification arrives through the Air Force’s HR customer platform and includes the event details along with the commitment length.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments Cross-check that notification against Table A2.1 rather than assuming the numbers are right.
Enter your name, grade, and EDIPI exactly as they read in your official records. Any discrepancy is grounds for return.
Section II is the substance of the form. You record three things there: the ADSC reason code, the total months of obligated service, and the effective date the commitment begins. The effective date typically aligns with the completion of training or your reporting date at the new duty station, not the day you sign. Section II is also where you formally accept or decline the ADSC-incurring event.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments Verify the commitment length and the resulting expiration date carefully. An error you miss here can surface much later, when you try to retire or separate.
The form includes an acknowledgment that you understand the obligation and are entering it voluntarily. Once every field is complete, sign digitally using your CAC. That CAC-based signature is the legal execution of the agreement.
Submitting the Form
Return the signed DAF Form 63 to AFPC/DPSTTA.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments AFPC has automated much of the workflow, so in many cases the notification, signature, and return happen electronically without routing through your local FSS.1Air Force’s Personnel Center. AF Officials Successfully Test Electronic ADSC Notifications Your MPF still counsels you on the underlying event, so expect some interaction with them along the way.
After AFPC validates the form, the commitment data lands in the Military Personnel Data System for long-term tracking. Pull your virtual MPF record and confirm the updated ADSC expiration date. Catching a wrong month or a wrong reason code now is much easier than untangling it during a retirement application.
Declining Instead of Signing
You are not compelled to accept every ADSC, but declining shuts down the event that triggered it. Refuse to sign, and you do not attend the training, make the PCS, or receive the benefit.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments
Officers who decline an ADSC for a PCS or training assignment must request separation or retirement within 7 calendar days of being officially notified of the commitment.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments To formally decline, mark the appropriate block in Section II and return the form to AFPC/DPSTTA. Your MPF then suspends processing for the event.
If the Air Force still needs you to complete the event (say, mission requirements drive the PCS despite your decline), you are not obligated to serve beyond your established separation or retirement date unless you withdraw that date yourself.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments Any existing ADSCs still have to be served out.
If the Form Never Reached You
Attending an ADSC-incurring event without signing the form through no fault of your own does not erase the obligation. The Air Force will administer the ADSC after the fact, and if there is evidence you knew or should have known about the commitment, you will be required to complete the paperwork and have the ADSC applied to your MilPDS record retroactively.2Department of the Air Force. Asking for a Waiver Later
If you need to separate or retire before an ADSC expires, you can request a waiver under DAFI 36-3203. There are two grounds for approval: the waiver benefits the Air Force, or it is based on fully documented circumstances uncommon to other members that impose undue hardship on you, your household, or your career.4Department of the Air Force. DAFI 36-3203
Submit the written request through your chain of command. Your commander’s recommendation carries real weight; if you are assessed as essential to the mission, expect a disapproval recommendation. For non-tiered compliance items, the request routes through your MAJCOM to AFPC/DPPDA for the final decision.2Department of the Air Force. Department of the Air Force Manual 36-2139 – Active Duty Service Commitments and Reserve Service Commitments
Waiving an ADSC does not waive money you owe. If the underlying event was a bonus, continuation pay, or tuition assistance, you may still face recoupment even after an early-separation waiver is approved. Officers in Critical Acquisition Positions follow a separate track that requires DD Form 2905 and approval from the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics.4Department of the Air Force.
