AETC Form 281, the Instructional Evaluation, is completed by a supervisor or designated evaluator who observes an instructor teaching a lesson and scores that delivery against a set of instructional criteria. The instructor being evaluated does not fill it out. The results feed into the instructor’s proficiency record on AETC Form 10 and, over time, into eligibility for the master instructor badge.1Air Force Publishing. Who Completes the Form
The evaluator is usually the instructor’s direct supervisor or a designated training manager. That person sits in on a full lesson, scores each area in real time, and produces an overall rating at the end. For routine qualification checks, the evaluator comes from inside the instructor’s own squadron.
The final evaluation for master instructor qualification is different. It has to be conducted by someone outside the instructor’s training squadron, and at most bases the training group designates who that outside evaluator will be. At geographically separated units, an instructor supervisor, higher-level supervisor, or commander steps in for that final evaluation instead.2Keesler Air Force Base. What the Evaluator Scores

- Lesson preparation
- Lesson plan use
- Instructional techniques and delivery
- Use of training aids
- Time management
- Completion of lesson objectives
- Administration of student measurements
- Feedback given to students
Once every area is scored, the form produces an overall rating that determines whether the instructor meets standards. A more detailed checklist version, AETC Form 281A, covers the same ground in a longer format and can be used interchangeably for qualification purposes.
The Rating Scale

- Advanced or Excellent are the top-tier overall ratings. These are the minimum scores an instructor needs on consecutive evaluations to qualify for the master instructor program.
- Needs Improvement indicates the instructor fell short on one or more evaluated areas. This rating on any single item triggers a follow-up evaluation.
- Unsatisfactory is the lowest rating and carries the same follow-up consequence.
The key point when scoring: a weak mark on any one item, not just the overall rating, is enough to knock the evaluation out of the master instructor sequence.
What the Rating Triggers
After the form is completed, the results go into the instructor’s proficiency record. A rating of Advanced or Excellent counts toward master instructor qualification, which requires three consecutive qualifying evaluations on AETC Form 281, 281A, or another approved worksheet.2Keesler Air Force Base. Master Instructor Requirements Guide The evaluations have to be spaced out at an interval set by the master instructor program manager, so three sessions in one week will not count.
A Needs Improvement or Unsatisfactory rating on any item triggers a follow-up evaluation, and that follow-up does not count toward the three consecutive evaluations. The qualifying sequence effectively restarts from that point.
For instructors who are not chasing the master instructor badge, the evaluation still carries weight. Consistent results on AETC Form 281 feed into broader assessments of suitability for the training mission and can factor into assignment decisions and developmental special duty selections.

One boundary worth noting: AETC Form 281 is an instructor evaluation tool. It is not used for student disenrollment or administrative separation, despite occasional confusion online.
