You can file a federal tax return without a photo ID. The IRS never asks to see a driver’s license or passport to accept a return; it verifies you through a taxpayer identification number, your income documents, and either your prior-year adjusted gross income or an Identity Protection PIN when you e-file. If you don’t have any of those pieces yet, there are workarounds for each, and a paper return is always available as a fallback. Here is how to file taxes without an ID, step by step.
What the IRS Actually Requires
Every return needs a Taxpayer Identification Number. For most people that is a Social Security Number. If you aren’t eligible for an SSN, you use an Individual Taxpayer Identification Number, a nine-digit number the IRS issues for tax processing.1Internal Revenue Service. Taxpayer Identification Numbers (TIN) Neither requires you to present a photo at filing time. The number itself is what the return needs.
You also need your income documents. Form W-2 reports wages and withholding. Various 1099s cover freelance income, interest, dividends, and other earnings. Employers and financial institutions must send these by January 31, by mail or through a secure portal. The figures on your return should match what those payers already reported to the IRS; mismatches get flagged automatically.
Finally, if you plan to e-file, you need your prior-year adjusted gross income or an Identity Protection PIN. One of those two acts as your electronic signature. That is the piece that stands in for an ID.
Getting an ITIN if You Don’t Have an SSN
An ITIN is for people who need to file a federal return but aren’t eligible for a Social Security Number, including nonresident aliens required to file, resident aliens, and dependents or spouses of U.S. citizens or visa holders.1Internal Revenue Service. Taxpayer Identification Numbers (TIN)
You apply by submitting Form W-7 with your completed tax return and supporting identity documents. Generally at least one document must include a photograph, but dependents under 14 (or under 18 if they are students) can use non-photo documents such as a civil birth certificate, medical records, or school records. Medical records work only for dependents under six, and school records only for dependents under 24 who are students.2Internal Revenue Service. Instructions for Form W-7
The IRS normally wants original documents or certified copies from the issuing agency, which means mailing a passport and waiting weeks to get it back. A Certifying Acceptance Agent is the way around this. CAAs are IRS-authorized professionals who verify your documents in person, hand them back to you the same day, and submit the application for you.3Internal Revenue Service. How to Apply for an ITIN They charge a fee. A designated IRS Taxpayer Assistance Center can also authenticate documents in person.
Signing an E-Filed Return Without an ID
When you e-file, the IRS confirms it is really you in one of two ways. The default is your prior-year AGI, which is on Line 11 of last year’s Form 1040.4Internal Revenue Service. Validating Your Electronically Filed Tax Return Because only you and the IRS should know that number, it works like a password. If you didn’t file last year, enter zero.
The stronger option is an Identity Protection PIN. This is a six-digit number the IRS issues annually that blocks anyone else from filing under your SSN or ITIN.5Internal Revenue Service. Get an Identity Protection PIN (IP PIN) If you have one, it replaces the prior-year AGI requirement when you e-file.4Internal Revenue Service. Validating Your Electronically Filed Tax Return
Anyone with an SSN or ITIN can opt in. The fastest route is through your IRS online account. If you can’t create one, Form 15227 lets you request an IP PIN by phone, but that option is limited to filers with an AGI below $84,000 ($168,000 for joint filers). The third path is visiting a Taxpayer Assistance Center in person with one government-issued photo ID and one additional form of identification.5Internal Revenue Service. Get an Identity Protection PIN (IP PIN) Identity theft victims are enrolled automatically; everyone else can join voluntarily.
Finding Your Prior-Year AGI
No copy of last year’s return? The IRS Get Transcript tool pulls up the number for you. The online version gives immediate access after you pass identity verification through your IRS online account. If the online check won’t go through, you can request a transcript by mail by calling 800-908-9946, though delivery takes five to ten days.6Internal Revenue Service. Avoid the Rush: Get a Tax Transcript Online On the transcript, look for the “Adjusted Gross Income” line.
If you cannot recover the number in time, you can still file a paper return and skip the electronic signature requirement entirely.
Filing on Paper as a Fallback
Paper filing is the reliable path when digital verification won’t cooperate. Print the completed Form 1040, sign it with a pen, and mail it. No electronic signature, no AGI lookup, no IP PIN needed.
Attach your W-2 forms to the return. If tax was withheld, also attach any Forms W-2G and 1099-R.7Internal Revenue Service. Instructions 1040 (2025) The correct mailing address depends on your state and whether you’re enclosing a payment; the IRS publishes the full table by state.8Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment Sending to the wrong processing center will delay things.
Under federal law, the postmark date on your envelope is your filing date.9Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying A return dropped in the mail on April 15 is timely even if it arrives later. Certified mail with a return receipt gives you proof of delivery if anything is ever disputed.
If the IRS Asks You to Verify Your Identity
After you file, the IRS may put your return on hold for identity verification. This isn’t an accusation; it’s a routine security step. You’ll receive a notice, usually Letter 5071C or Letter 4883C, telling you the return is paused until you confirm it is yours.10Internal Revenue Service. Understanding Your CP5071 Series Notice11Internal Revenue Service. Understanding Your Letter 4883C
A CP5071 series notice or Letter 5447C can be handled online. You’ll need the notice and a copy of the return, and you’ll sign in to (or create) an IRS online account before answering identity questions.12Internal Revenue Service. Verify Your Return
Letter 4883C directs you to verify by phone or in person instead.11Internal Revenue Service. Understanding Your Letter 4883C In-person appointments at a Taxpayer Assistance Center normally call for a government-issued photo ID plus at least one supporting document such as a Social Security card, mortgage statement, lease, utility bill, or birth certificate. If you don’t have a photo ID at all, call the number on the letter before you go and ask about alternative arrangements. Do not ignore these letters. The IRS won’t process the return, issue a refund, or apply any overpayment until you respond.
Extensions and Penalties While You Sort Things Out
If identity issues are slowing you down, file an extension. Form 4868 gives an automatic six-month extension, moving the deadline from April 15 to October 15, 2026, for most filers, and you don’t have to explain why.13IRS.gov. Application for Automatic Extension of Time To File U.S. Individual Income Tax Return
An extension to file is not an extension to pay. Any estimated tax is still due by the April deadline, and interest and penalties accrue on unpaid balances from that date.
The penalties themselves are worth knowing. The failure-to-file penalty is 5% of the unpaid tax per month or partial month, capped at 25%. If the return is more than 60 days late, the minimum is $525 or 100% of the unpaid tax, whichever is less.14Internal Revenue Service. Failure to File Penalty The failure-to-pay penalty runs separately at 0.5% per month, also capped at 25%, and drops to 0.25% per month once you have an approved payment plan.15Internal Revenue Service. Failure to Pay Penalty They can run at the same time. Filing a return or an extension by April 15 removes the larger of the two, even if you cannot pay yet.
