To file Form 720 electronically, you choose an IRS-approved Modernized e-File (MeF) software provider, enter your excise tax data into that provider’s system, e-sign the return, and transmit it to the IRS through the provider’s platform. The IRS does not run its own upload portal for Form 720, so a third-party provider is the only electronic route. Learning how to file Form 720 electronically comes down to three things: picking the right provider, meeting the quarterly deadline, and handling deposits and payment correctly along the way.1Internal Revenue Service. Frequently Asked Questions – Form 720, Quarterly Federal Excise Tax Return (e-file)
One thing to know up front: e-filing Form 720 is voluntary. No liability threshold or excise tax category forces you to e-file, and paper filing remains available. The IRS encourages electronic filing because it gives you an immediate acknowledgment of receipt and faster processing.2Internal Revenue Service. Pick an IRS-Approved MeF Provider
Every provider you can use has passed the IRS Assurance Testing System (ATS) for electronic excise returns. The IRS publishes a list of companies cleared for the current tax year.3Internal Revenue Service. Tax Year 2025 Form 720 Modernized E-File (MeF) Providers ATS approval means the software formats data correctly for IRS systems. It does not mean every provider supports every schedule or attachment, so confirm the provider handles the specific excise taxes you report before you sign up.
Every approved provider charges a service fee, and fees can vary based on how many IRS numbers you report on a single return.1Internal Revenue Service. Frequently Asked Questions – Form 720, Quarterly Federal Excise Tax Return (e-file) Compare pricing before committing.
What to Gather Before You File
You need your Employer Identification Number. Form 720 is organized around “IRS numbers,” code numbers assigned to each type of excise tax. You report liability by IRS number, and the software rolls everything up into a single balance due for the quarter.4Internal Revenue Service. Instructions for Form 720
The form has two main parts. Part I covers taxes on air transportation, communications services, fuel, and certain environmental taxes. Part II covers items such as the PCORI fee, indoor tanning, and designated drug sales. If you’re claiming credits for fuel used in nontaxable ways or for tax-paid chemicals, those go on Schedule C (Form 720), but only if you’re also reporting a liability in Part I or II on the same return and the claim totals at least $750.4Internal Revenue Service. Instructions for Form 720
Precision matters more than on most tax forms. Some fuel taxes are set at fractions of a cent per gallon, so small errors in gallonage can cascade into a meaningful discrepancy.
Quarterly Deadlines
Form 720 is due the last day of the month after the calendar quarter closes:
- January through March: April 30
- April through June: July 31
- July through September: October 31
- October through December: January 31 of the following year
File a return every quarter you have an ongoing excise tax obligation, even if you owe nothing for that particular quarter.4Internal Revenue Service. Instructions for Form 720
Semi-Monthly Deposits Are Separate From Filing
Filing quarterly and paying quarterly are not the same thing. If your net excise tax liability for a quarter exceeds $2,500, you generally must make semi-monthly deposits rather than paying the full amount with the return.5eCFR. 26 CFR Part 40 – Excise Tax Procedural Regulations Each month splits into two periods (the 1st through the 15th, and the 16th through month-end). Your deposit for each period is due by the 14th day after the period closes, and each deposit must cover at least 95% of your net liability for that semi-monthly period.
Several categories are exempt from the deposit requirement, including fuel used on inland waterways (Section 4042), sport fishing equipment and bows (Section 4161), the PCORI fees (Sections 4375 and 4376), indoor tanning services (Section 5000B), and designated drug sales (Section 5000D).5eCFR. 26 CFR Part 40 – Excise Tax Procedural Regulations If your total net liability for the quarter is $2,500 or less, no deposits are required and you can pay the full amount with the return.
Missing a deposit triggers penalties under Section 6656: 2% of the underpayment if the deposit is up to 5 days late, 5% if 6 to 15 days late, and 10% if more than 15 days late. If you still haven’t deposited after receiving a delinquency notice, the rate rises to 15%.6Office of the Law Revision Counsel. 26 U.S. Code 6656 – Failure to Make Deposit of Taxes Deposit penalties are separate from the failure-to-file penalty, so missing both stacks the two.
Submitting and Paying Electronically
Once your data is in the provider’s software, you sign the return electronically, typically with a PIN or a digital consent form that replaces a handwritten signature. Then you pick a payment method for any balance due.
Electronic Funds Withdrawal (EFW) is built into the filing software. You supply your bank routing and account numbers and can schedule the withdrawal for any date up to the return’s due date.7Internal Revenue Service. Pay Taxes by Electronic Funds Withdrawal EFW works well for one-time payments filed with the return.
The Electronic Federal Tax Payment System (EFTPS) is a free government payment system that lets you schedule payments up to 365 days ahead and view 15 months of history. EFTPS requires a separate enrollment that can take up to five business days to process; you’ll receive a PIN to use alongside your EIN and an internet password.8Internal Revenue Service. EFTPS: The Electronic Federal Tax Payment System If you owe semi-monthly deposits, EFTPS is usually the practical choice because it handles recurring scheduled payments.
Once you confirm payment and initiate transmission, the provider encrypts and sends the return to the IRS.
After You Submit
Your provider issues a confirmation with a unique identification number as soon as the IRS accepts the transmission. Save the confirmation along with a digital copy of the completed Form 720 and any attached schedules. The IRS recommends keeping tax records for at least four years after the tax becomes due or is paid, whichever is later.9Internal Revenue Service. How Long Should I Keep Records
The IRS system may reject a filing if identification numbers don’t match or data fails a validation check. If that happens, you generally have a short window to correct errors and resubmit without being treated as late, provided the original transmission was attempted before the deadline. Check your provider’s status dashboard promptly after filing so you catch a rejection before the correction window closes.
Late-Filing Penalties
Missing a quarterly deadline without reasonable cause triggers the failure-to-file penalty under Section 6651: 5% of the unpaid tax for each month or partial month the return is late, up to 25%.10Office of the Law Revision Counsel. 26 U.S. Code 6651 – Failure to File Tax Return or to Pay Tax That runs on top of any deposit penalties. The reasonable-cause exception exists but is applied narrowly; a software outage on the deadline has a better chance of qualifying than a missed calendar reminder.
Correcting a Return You Already Filed
If you find an error on a Form 720 you already submitted, use Form 720-X, Amended Quarterly Federal Excise Tax Return, to adjust liabilities reported on prior-quarter returns. You cannot use Form 720-X to change claims made on Schedule C (Form 720), with narrow exceptions for the Section 4051(d) tire credit and Section 6426 credits.11Internal Revenue Service. Marking a Final Return
If your business stops owing excise taxes because you closed, sold, or no longer engage in the taxable activity, tell the IRS to stop expecting quarterly returns. Check the “Final” return box above Part I on your last Form 720. Without it, the IRS will keep expecting filings and may flag your account as delinquent for returns it never receives.4Internal Revenue Service. Instructions for Form 720
