How to File Form 1042-S Electronically: TCC, FIRE, and Deadlines

To file Form 1042-S electronically, you apply for a Transmitter Control Code (TCC), build a fixed-length ASCII file that follows IRS Publication 1187, upload it through the FIRE system at fire.irs.gov, and confirm within five business days that the file was accepted. Both the IRS submission and the recipient copy are due March 15 of the year after the payments were made.1Internal Revenue Service. Instructions for Form 1042-S (2026) One large change is coming: tax year 2026 is the final year FIRE will operate, and beginning with filing season 2027 the Information Returns Intake System (IRIS) will replace it.2Internal Revenue Service. Filing Information Returns Electronically (FIRE)

Who Has to File Electronically

If your organization is required to file ten or more information returns in a calendar year, electronic filing is mandatory. The threshold is aggregate. Count every information return you must file — Forms 1042-S, the 1099 series, the 1098 series, W-2G, and others. Once the combined total reaches ten, every one of those forms has to be filed electronically, including your 1042-S returns.3Federal Register. Electronic-Filing Requirements for Specified Returns and Other Documents

If electronic filing would cause an undue hardship, you can request a waiver on Form 8508. Without an approved waiver, paper filing when e-filing is required is treated as a failure to file correctly and carries the same penalties as filing late.

Step 1: Get a Transmitter Control Code

You cannot upload anything to FIRE without a TCC. The old paper Form 4419 was phased out in 2022, and applications now go through the online IR Application for TCC, linked from the FIRE page on IRS.gov. The application asks for your organization’s EIN, legal name, contact information, and the types of returns you plan to transmit.4Internal Revenue Service. About Information Returns (IR) Application for Transmitter Control Code (TCC) for Filing Information Returns Electronically (FIRE)

The IRS advises submitting the application by November 1 of the year before your returns are due and allowing 45 days for processing.5Internal Revenue Service. Topic No. 802, Applying to File Information Returns Electronically Every application goes through review, and the IRS may ask for additional documentation. Waiting until February to apply for a March filing is not workable.

Step 2: Set Up Your FIRE Account and Build the File

With your TCC in hand, create a user account at fire.irs.gov. During registration you set a PIN that authorizes each transmission.6Internal Revenue Service. Create FIRE System Account – IRS FIRE FIRE does not accept PDFs, spreadsheets, or images. It only accepts a fixed-length ASCII text file structured according to IRS Publication 1187.

Publication 1187 requires five record types in a specific sequence:7Internal Revenue Service. Specifications for Electronic Filing of Form 1042-S, Foreign Person’s U.S. Source Income Subject to Withholding

  • Transmitter “T” Record, always first, identifying who is sending the file.
  • Withholding Agent “W” Record, identifying the entity that withheld the tax.
  • Recipient “Q” Records, one per payee, carrying all the income, withholding, and treaty data.
  • Reconciliation “C” Record, summarizing the count and dollar totals of the preceding Q records.
  • End of Transmission “F” Record, always last.

Every record must be exactly 820 characters long, and dollar amounts are entered in whole dollars with no decimal points. Almost everyone uses commercial tax software or a custom script to produce these files, because building one by hand is impractical past a handful of forms. Whatever you use, run a test file through the FIRE test environment well before the deadline. A formatting error caught in January is an inconvenience; the same error caught on March 14 is a crisis.

What Each Q Record Needs

Each Q record corresponds to one Form 1042-S for one recipient. You will need the recipient’s legal name, permanent residence address, and country code. If the recipient claims a reduced withholding rate under a tax treaty, the country code has to match a country that actually has a treaty with the United States.

Recipients claiming treaty benefits or earning income effectively connected with a U.S. trade or business generally must provide a U.S. Taxpayer Identification Number, such as an ITIN or EIN. Where the recipient has no U.S. TIN, a Foreign Taxpayer Identification Number (FTIN) can substitute in most treaty-benefit situations.1Internal Revenue Service. Instructions for Form 1042-S (2026) Missing or invalid TINs are among the most common reasons files get flagged, so verify these before you build the file.8Internal Revenue Service. Information Reporting for Form 1042-S

You also assign each payment an income code — 01 for interest, 06 for dividends, and so on through dozens of categories. The income code drives the applicable rate. The default under chapters 3 and 4 is 30 percent of the gross payment. When a treaty provides a lower rate or an exemption, you enter the treaty country, the specific article, and the reduced rate.1Internal Revenue Service. Instructions for Form 1042-S (2026) Your own name, address, and EIN as withholding agent appear on every form.

Step 3: Upload the File

Log in to fire.irs.gov with your username, password, and TCC. Open the “Send Information Returns” menu, select your file type, and point the system at your prepared ASCII file. You enter your PIN to authorize the transmission.6Internal Revenue Service. Create FIRE System Account – IRS FIRE

A progress indicator tracks the transfer. Wait for it to reach 100 percent. Closing the browser early or losing your connection during upload can corrupt the transmission. A successful upload produces a unique file tracking number. Save that number along with the date and time. It is your proof of filing until you confirm the file was actually accepted.

Step 4: Check File Status Within Five Business Days

Uploading and being accepted are not the same thing. The IRS processes your file after upload, and you are responsible for checking the results within five business days.1Internal Revenue Service. Instructions for Form 1042-S (2026) Log back into FIRE and go to “Check File Status.” You will see one of two results:

  • Good. The file passed validation. If the number of payee records shown matches your own count, no further action is needed, and the file releases for downstream processing after 10 calendar days.9Internal Revenue Service. 3.42.9 IRS e-file of Information Returns
  • Bad. The file contained errors that prevented processing. You need to correct the underlying data or file structure and submit a replacement file. The IRS does not mail error reports for bad files, so the status screen is your only notification.9Internal Revenue Service. 3.42.9 IRS e-file of Information Returns

Skip the status check and, if your file was bad, the first notice you’ll get is a penalty letter. Treat this step as non-negotiable.

The FIRE-to-IRIS Transition

Tax year 2026 (filing season 2027) is the targeted retirement date for FIRE. After that, IRIS will be the only channel for electronic filing of information returns, including Form 1042-S.2Internal Revenue Service. Filing Information Returns Electronically (FIRE) IRIS already accepts tax year 2025 Forms 1042-S from eligible U.S. filers. Foreign filers and prior-year submissions still go through FIRE until it shuts down.10Internal Revenue Service. IRIS Now Available for Electronic Filing of Forms 1042-S

If you currently file through FIRE, the IRS encourages you to complete an IRIS Application for TCC and start using IRIS now. Existing FIRE Transmitter Control Codes will not carry over automatically, so getting familiar with the new system before you are pushed onto it is worth the time.

If You Cannot Meet March 15

File Form 8809 for an automatic 30-day extension. You can submit Form 8809 electronically through FIRE, and if you file by the original due date the acknowledgment appears on screen immediately.11Internal Revenue Service. About Form 8809, Application for Extension of Time to File Information Returns If you need more time beyond the 30 days, you can file a second Form 8809 before the first extension expires, but the second one is not automatic and requires an explanation.

The extension only covers filing with the IRS. It does not extend your deadline for furnishing copies to recipients, which is still March 15.

Fixing Errors After Filing

If you catch an error before the original file has been filed with the IRS, just file a correct original. Do not check the “Amended” box or add an amendment number — the IRS will treat that submission as your first.

Once a file has been accepted, corrections go on an amended Form 1042-S. Check the “Amended” box and assign an amendment number: “1” for the first correction on that form, “2” for the second, and so on. The amended form must carry the same unique form identifier as the original.1Internal Revenue Service. Instructions for Form 1042-S (2026) If you originally e-filed, corrections must also be e-filed. If you already gave the recipient a copy, you have to furnish a corrected copy. And if the corrections change any totals previously reported on Form 1042, you have to amend that form too.

Reconcile With Form 1042

Filing Forms 1042-S is only half the obligation. Every withholding agent that files a 1042-S must also file Form 1042, the Annual Withholding Tax Return for U.S. Source Income of Foreign Persons. Form 1042 reports the total tax withheld under chapters 3 and 4 and must reconcile with the aggregate figures from all your 1042-S forms.12Internal Revenue Service. Discussion of Form 1042, Form 1042-S and Form 1042-T Form 1042 is also due March 15.

The IRS runs automated matching between your 1042-S totals and the Form 1042 summary. Even a small mismatch from rounding or a missed amendment generates correspondence and potential penalties. Reconcile before you file either return.

Penalties

Penalties scale with how late the return is. For returns due in 2026:13Internal Revenue Service. Information Return Penalties

  • Corrected within 30 days of the due date: $60 per form, capped at $698,500 per year ($244,500 for small businesses).
  • Corrected after 30 days but by August 1: $130 per form, capped at $2,095,500 per year ($698,500 for small businesses).
  • Filed after August 1 or not filed at all: $340 per form, capped at $4,191,500 per year ($1,397,000 for small businesses).
  • Intentional disregard: $680 per form with no cap.

A small business for this purpose is one with average annual gross receipts of $5 million or less over the three most recent tax years.14Office of the Law Revision Counsel. 26 U.S. Code 6721 – Failure to File Correct Information Returns Penalties apply per form, so a withholding agent with hundreds of recipients can face six-figure exposure fast. Filing on paper when e-filing is required counts as failing to file correctly and triggers the same tiers.

Records to Keep

Keep copies of every filed Form 1042-S, your ASCII transmission files, the FIRE file tracking numbers, and any status confirmations for at least three years from the filing date.15Internal Revenue Service. How Long Should I Keep Records? These are your defense if the IRS questions a filing date or a reported figure. Store digital and physical copies, and if you amend any forms, keep the original and every amended version. The audit trail matters as much as the final numbers.
