To file a zero-income federal tax return, complete Form 1040 with your personal information, enter “0” on every income line, apply the standard deduction for your filing status, sign it, and submit it to the IRS electronically or on paper. Most people with no income aren’t legally required to file, but doing so creates an IRS record that can support benefits applications, unlock a refund of any tax that was withheld, and give lenders or financial aid offices the transcript they ask for.
Are You Required to File?
Federal filing requirements depend on gross income and filing status. For tax year 2025 (the return filed in 2026), you generally don’t need to file if your gross income is below the standard deduction: $15,750 for single filers under 65, $31,500 for married couples filing jointly with both spouses under 65, and $23,625 for head-of-household filers under 65.1Internal Revenue Service. Check if You Need to File a Tax Return Zero income sits well below every threshold, so filing is voluntary in almost every case.
There is one important exception. If you (or anyone on your tax family) received advance Premium Tax Credit payments through a Health Insurance Marketplace plan, you must file a return and attach Form 8962 to reconcile the advance payments, regardless of income.2Internal Revenue Service. 2025 Instructions for Form 8962 – Premium Tax Credit Skipping this step can affect eligibility for future Marketplace subsidies.
Why File When You Don’t Have To
A zero-income return puts an official record on file with the IRS. That record can matter in several ordinary situations:
- Benefits verification. Programs like Medicaid and SNAP verify income through electronic data sources including IRS records. A filed return that matches the $0 you attested to can speed up eligibility processing.3Medicaid.gov. Verification of Financial Eligibility for Medicaid and the Children’s Health Insurance Program
- Transcripts for lenders, landlords, and financial aid. A continuous filing history prevents gaps that raise questions or delay approvals.
- Refund of withheld tax. If any federal income tax was withheld from a paycheck earlier in the year, filing is the only way to get it back.
- Statute of limitations. Filing starts the clock on the IRS audit window; without a return, no limitation period begins.
What to Gather First

- Identity Protection PIN, if the IRS has assigned one to you, your spouse, or a dependent. An e-filed return will be rejected if a required IP PIN is missing.5Internal Revenue Service. Frequently Asked Questions About the Identity Protection Personal Identification Number (IP PIN)
- Form 1040. Filers 65 or older can use Form 1040-SR instead, which has larger text and the same layout.6Internal Revenue Service. Publication 554 (2025), Tax Guide for Seniors
- Form 1095-A, if anyone in your household had a Marketplace health plan. You’ll need it to complete Form 8962.

Personal Information and Filing Status
Enter your legal name, current mailing address, and Social Security Number at the top of the form. Pick your filing status: single, married filing jointly, married filing separately, head of household, or qualifying surviving spouse. Filing status determines your standard deduction even on a zero-income return.
Income Lines
Enter “0” on every income line: wages, interest, dividends, capital gains, and any other income category listed. Carry the zero through to line 9 (total income) and line 11 (adjusted gross income). Keeping every line consistent prevents processing errors.
Standard Deduction and Taxable Income
On the deduction line, write in the standard deduction that matches your filing status. For 2025, that’s $15,750 for single filers, $31,500 for married filing jointly, and $23,625 for head of household.7Internal Revenue Service. Signature
Sign and date the second page. Both spouses must sign a joint return. The signature is a legal declaration that the information is accurate; deliberately filing a false return is a felony punishable by a fine of up to $100,000, imprisonment for up to three years, or both.8Office of the Law Revision Counsel. 26 USC 7206 – Fraud and False Statements
Refundable Credits: What You Can and Can’t Claim
Two commonly claimed refundable credits require earned income, and truly zero-income filers don’t qualify for either. The Earned Income Tax Credit requires earned income such as wages, salaries, or self-employment income.9Internal Revenue Service. Earned Income and Earned Income Tax Credit (EITC) Tables The Additional Child Tax Credit, which is the refundable portion of the Child Tax Credit, requires at least $2,500 in earned income before any refundable amount is calculated.10Internal Revenue Service. If you had some earned income earlier in the year before it dropped off, you may still qualify based on that earlier amount. In that case, your return isn’t really a zero-income return: report what you actually earned and claim the credits on that basis.
Deadline and Extensions
The 2025 return is due April 15, 2026. You can request an automatic six-month extension by filing Form 4868, or by making an electronic tax payment before the deadline, which triggers an extension automatically.11Internal Revenue Service. If you owe nothing, missing the deadline has almost no practical consequence. The failure-to-file penalty is a percentage of unpaid tax, and a percentage of zero is zero.12Internal Revenue Service. If the return doesn’t show up after the expected wait, request a tax transcript through your IRS online account or by filing Form 4506-T.17Internal Revenue Service. Transcript Types for Individuals and Ways to Order Them A transcript is official proof of filing, and lenders, government agencies, and financial aid offices generally accept it in place of a copy of the return. Most transcript requests are processed within 10 business days.
State Returns
Nine states don’t tax wage income, so residents there have no state return to file. Everywhere else, rules vary: some states require a return from any resident who filed federally, and others set their own income thresholds, some as low as $100. If you filed federally on a voluntary basis, check your state’s revenue department to see whether a state return is expected. The same reasons that make a federal zero-income return useful apply at the state level too.
