To expedite a Form I-131, submit one request to USCIS through the Contact Center, the Emma chat tool, or your online account, and show with documents that your case fits one of five criteria: severe financial loss, an urgent humanitarian situation, a nonprofit furthering U.S. cultural or social interests, a government interest, or clear USCIS error. Approval is discretionary. Meeting a criterion gets your request reviewed; strong evidence is what moves an officer to grant it.

The Five Grounds USCIS Will Consider
USCIS evaluates every expedite request against the criteria in its Policy Manual. Your situation does not have to fit only one, but at least one has to clearly apply.1U.S. Citizenship and Immigration Services. Chapter 5 – Expedite Requests
- Severe financial loss to a company or an individual, such as a lost contract or a lost job. USCIS will not grant this when the urgency traces back to your own late filing or a missed response to a request for evidence.
- Emergencies and urgent humanitarian situations, such as time-sensitive medical treatment abroad or a dying relative. A missed vacation or ordinary family reunion does not qualify.
- Nonprofit organization whose request furthers U.S. cultural or social interests. The organization must be IRS-designated and must explain why this specific person is urgently needed, not simply point to general staffing.
- Government interests, raised by a federal, state, tribal, territorial, or local agency in matters of public safety, national security, or the public interest. The agency must explain the harm from delay.
- Clear USCIS error that caused the delay.
The decision sits entirely within USCIS’s discretion. Fitting a category earns you a review, not an approval.
Evidence That Actually Persuades an Officer
Vague claims of urgency get denied. Every assertion needs a document behind it, and the documents need to be specific about dates, amounts, and why your presence abroad is required.
For a humanitarian emergency, gather medical records on professional letterhead signed by a licensed physician, hospital admission letters, or death certificates and funeral notices. Dates should be explicit, and the records should connect to why you personally need to travel.
For financial loss, provide bank statements, signed contracts, invoices, or an employer letter that names the specific dollar amount at risk and the deadline. The link between the delay in your travel document and the financial harm has to be spelled out, not implied.
Any foreign-language document needs a certified English translation. Identification and status documents should be legible and current.
Write a cover letter that pulls the package together. Include your full legal name, date of birth, and the receipt number from your I-797C Notice of Action for the pending I-131. State which expedite criterion you are claiming, lay out the travel timeline, and reference each attached document by name so the officer can follow your case without hunting.
Three Ways to Submit the Request

Emergency Advance Parole for Travel Within 15 Days
Fewer than 15 days until you have to leave? The standard expedite process cannot deliver in time. USCIS has a separate emergency track that runs through an in-person appointment at a field office.4U.S. Citizenship and Immigration Services. Emergency Travel

Bring a completed and signed Form I-131 with the applicable fee, evidence of your eligibility for the travel document, evidence of the emergency itself, and two passport-style photos. A new I-131 is required at the appointment even if you already have one pending.4U.S. Citizenship and Immigration Services. Do Not Leave the Country Without the Document
The pressure of an emergency can make it tempting to fly out and sort the paperwork later. That is where people lose everything they have applied for.
If you have a pending Form I-485 and you leave without an approved advance parole document, USCIS treats your green card application as abandoned.7U.S. Citizenship and Immigration Services. If your advance parole is based on deferred action (including DACA), TPS, or Deferred Enforced Departure, departing without the approved document can end that status and block your return. And current parolees face a strict rule: parole automatically terminates when you leave the United States, even if you obtained an advance parole document before you left.8U.S. Citizenship and Immigration Services (USCIS). Even with an approved document, returning is not automatic. At the port of entry you are treated as an applicant for admission and can be placed in removal proceedings if found inadmissible. The Biometrics Bottleneck
An expedite pushes your file to the front of the review queue, but it does not waive other requirements. If USCIS has not yet collected your biometrics, adjudication cannot finish. The Policy Manual identifies pending biometrics as one of the circumstances that can hold up an expedited case.1U.S. Citizenship and Immigration Services. Chapter 5 – Expedite Requests
If you have already completed biometrics, mention that in your request so the officer knows the step is cleared. If you have not, ask whether the appointment can be moved up. Otherwise the expedite can be granted on paper and still stall.
What Happens After You Submit
USCIS generally responds to requests filed through the Contact Center, though it does not commit to a fixed turnaround. If more evidence is needed, you will get a specific request explaining what is missing. Respond quickly. Delays in providing additional documents often lead to the request being closed. Check your online account regularly for updates.
A granted expedite is not the same as an approved travel document. Granting means an officer will review the I-131 sooner; the officer still has to decide whether the underlying application meets the legal requirements. You need the physical document in hand before departing. An approval notice alone will not get you back into the United States.
If the Request Is Denied
There is no formal appeal. USCIS has stated it generally does not provide justifications for expedite decisions, so a detailed explanation may not arrive.1U.S. Citizenship and Immigration Services. Chapter 5 – Expedite Requests
A denial does not stop you from trying again if circumstances change or if you can produce substantially stronger evidence. Say clearly what has changed since the first request; resubmitting the same package tends to slow things rather than help.
A congressional inquiry is another option. Your U.S. Representative or Senator’s office can contact the USCIS Congressional Liaison Office about a pending case. It does not override USCIS’s discretion, and responses typically take up to 30 business days, but it puts another set of eyes on the file. Most congressional offices require that the case has already exceeded normal processing times before they will step in.
