To dispute a PayPal charge, sign in and open a case in the Resolution Center within 180 days of the payment date, describe the problem, and upload your evidence. The case starts as a dispute, which is a structured back-and-forth with the seller, and can be escalated to a formal claim that PayPal decides. Filing costs you nothing, and if the charge was unauthorized, federal law gives you additional protections on top of PayPal’s own policies.
Deadlines You’re Working Against
The clock starts on the date you sent payment, not the date you noticed something was wrong. Miss the window and you lose the right to dispute through PayPal.
- Item Not Received: 180 days from the payment date to open a dispute.
- Significantly Not as Described: 30 days from delivery or 180 days from payment, whichever comes first.
- Unauthorized transactions and billing errors: report as soon as possible; federal rules generally give you 60 days from the date your statement was sent.1Office of the Law Revision Counsel. 15 USC 1693f – Error Resolution
The “Significantly Not as Described” rule is the trap. If you let a package sit unopened for a month, the 30-day delivery clock can run out before you even know there’s a problem. Inspect items promptly.2PayPal. PayPal’s Purchase Protection Program
What PayPal Will and Won’t Cover
PayPal’s Purchase Protection covers two core situations: you paid and the item never arrived, or the item arrived but is materially different from what was advertised. That second category includes the wrong product, misrepresented condition, counterfeits, missing parts or features that weren’t disclosed, short shipments, and items damaged in transit.2PayPal. PayPal’s Purchase Protection Program
Several categories fall outside the program entirely: real estate, vehicles (cars, motorcycles, boats, aircraft, and RVs, though bicycles and hoverboards are covered), industrial machinery used in manufacturing, and personal payments sent through the friends and family option.2PayPal. PayPal’s Purchase Protection Program
The friends and family point matters most in practice. If a seller asks you to send payment as a personal transaction to skip the fee, you also skip your dispute rights. Once the money moves that way, PayPal will not review the transaction under Purchase Protection.
Filing the Dispute Step by Step
Before you start, pull up the transaction ID from the Activity section of your account. It’s a 17- to 19-character alphanumeric code.3PayPal Developer. Transaction Search Note the purchase date and the total charged, including shipping and tax.
Gather your evidence. For an item not received, that means order confirmations, tracking numbers, and any messages with the seller about delivery. For a not-as-described claim, screenshots of the original listing and photos of what actually showed up. For billing errors, receipts and statements showing the correct amount.
Then file:p>
- Sign in to PayPal and open the Resolution Center, found under “More” in the main menu.
- Select “Report a Problem.”
- Pick the transaction and click “Continue.”
- Choose the issue type: item not received, item not as described, or billing error.
- Enter the disputed amount, write a short factual summary, and upload your evidence.
- Submit.
PayPal notifies the seller, who can respond through the same interface. There is no fee charged to buyers for opening a dispute.4PayPal. What Is the PayPal Dispute Fee and Why Was I Charged One Keep your written summary tight: dates, tracking numbers, and observable defects, not general complaints.
Reporting an Unauthorized Charge
If someone made a payment from your account without your permission, the path is slightly different. On the web, go to the Resolution Center, click “Report a Problem,” select the payment, and choose “I want to report unauthorized activity.” In the mobile app, tap “Activity,” open the suspicious transaction, and tap “Report a Problem.”5PayPal. How Do I Report an Unauthorized Transaction or Account Activity
Speed matters here because federal law scales your liability to how fast you report. Under the Electronic Fund Transfer Act, your maximum liability is generally $50 if you report promptly. If you don’t report a lost or stolen card or access device within two business days of learning about it, your liability can climb to $500. Wait more than 60 days after your statement is sent, and you can be on the hook for the full amount of any unauthorized transfers that happen after that 60-day mark.6Office of the Law Revision Counsel. 15 USC 1693g – Consumer Liability
Escalating a Dispute to a Claim
Opening a dispute just starts a conversation. Many cases resolve at this stage through a refund or replacement. If the seller ignores you or refuses to fix the problem, you have to escalate the dispute to a formal claim so PayPal’s investigation team decides it.
Two timing rules control the escalation window:
- You generally cannot escalate until at least 7 days after the payment date.7PayPal US. How Do I Escalate a PayPal Dispute to a Claim
- A dispute automatically closes after 20 days unless you escalate it.7PayPal US. How Do I Escalate a PayPal Dispute to a Claim
If the 20 days pass without action, the case closes permanently in the seller’s favor and cannot be reopened. To escalate, reopen the case in the Resolution Center and select the option to send it to PayPal. Once you do, the seller can no longer resolve the issue directly with you.
PayPal may ask for more documentation during review, like receipts, police reports, or third-party evaluations.2PayPal. PayPal’s Purchase Protection Program Decisions usually come within 14 days, though complex cases can take 30 days or more.8PayPal US. How Long Does It Take to Resolve a Dispute or Claim Updates come by email and through the Resolution Center. The outcome can be a full refund, a partial credit, or a decision for the seller.
After the Decision: Returns and Appeals
Win a “Significantly Not as Described” claim on a physical item, and you usually have to send it back. PayPal gives you 10 days to ship the item and provide the tracking number and carrier name. Return shipping is on you, so use a tracked method and budget for the cost, especially with heavy items. PayPal processes the refund once the carrier confirms delivery back to the seller.9PayPal US. How Do I Return an Item to the Seller
Lose your claim? PayPal treats its decision as final, but you can appeal if you have new or compelling evidence, or if you believe there was an error in the process.2PayPal. PayPal’s Purchase Protection Program The self-service appeal option in the Resolution Center is only available to sellers, so buyers have to contact PayPal customer support directly. Have your new documentation ready before you call.10PayPal US. How Can I Appeal PayPal’s Decision on My Case
Credit Card Chargeback as a Backup
If you funded the PayPal payment with a credit card, you have a second option: a chargeback with your card issuer, run under its own rules and the Fair Credit Billing Act.11PayPal US. What Does Dispute Transaction Mean
You generally have 60 days from the date the first billing statement showing the error was sent to dispute the charge in writing with your card issuer. The issuer has to acknowledge the complaint within 30 days and resolve it within 90 days, or two billing cycles.12Federal Trade Commission. Using Credit Cards and Disputing Charges Send the letter to the address designated for billing inquiries, not the payment address, and include copies of the evidence you already gave PayPal.
The 60-day chargeback window is much shorter than PayPal’s 180 days. If you think you might need this backup, don’t wait for PayPal’s process to finish before contacting your card issuer.
Your Federal Rights Behind the Process
PayPal’s policies sit on top of the Electronic Fund Transfer Act, which gives consumers using electronic payment systems a baseline set of rights.13Office of the Law Revision Counsel. 15 USC Chapter 41, Subchapter VI – Electronic Fund Transfers When you report an error, the institution has to investigate and tell you the results within 10 business days. It can take up to 45 days if it needs more time, but only if it provisionally credits your account within those first 10 business days so you have access to the money while the investigation runs.14eCFR. 12 CFR 205.11 – Procedures for Resolving Errors These rules apply to electronic fund transfers broadly, including debit-funded PayPal transactions, and operate independently of PayPal’s internal policies.
