How to Complete FAFSA Identity Verification Without an SSN

A FAFSA contributor who does not have a Social Security Number completes identity verification right inside the StudentAid.gov account creation flow. There is no separate paper form, no document packet to mail, and no email address to write to. You select the option that says you do not have an SSN, attest to your information, and either answer a short set of knowledge-based questions or, if the system cannot generate them for you, proceed directly to the FAFSA form. That is the current process for FAFSA identity verification without an SSN, and it is what the Department of Education has in place while a longer-term document review system is built for the 2026–27 cycle.1Federal Student Aid. Creating Your StudentAid.gov Account Without an SSN

Go to StudentAid.gov and choose Create Account. When the form asks for a Social Security Number, select the option indicating you do not have one. That choice routes you into a different workflow that skips the standard Social Security Administration match.3Federal Student Aid. Enter your full legal name, date of birth, mailing address, and a personal email address. The system sends a verification code to that email, and you confirm it before moving on. Toward the end of setup, you check a box attesting that the information you provided is complete and correct. That attestation replaced the old paper Attestation and Validation of Identity form, and it carries the same legal weight: you are certifying your identity under penalty of perjury.1Federal Student Aid. The TransUnion Check and the Yellow Banner

After the basic account is set up, the system may try to confirm your identity with a few knowledge-based questions generated by TransUnion, the credit reporting company. The questions draw on personal financial history.4Federal Student Aid. If TransUnion cannot produce questions for you, a yellow banner appears on screen. This happens often to people without U.S. credit history, and it is not a rejection. Finish creating your account. It will have limited functionality, but it will still let you access and complete the FAFSA form right away.3Federal Student Aid. Do Not Email Documents to the Old Address

In earlier cycles, contributors who failed the automated check received a case number and were told to email identification documents to IDVerification@ed.gov. That inbox has been disabled. Messages sent to it bounce back as undeliverable. Instead, contributors who cannot be verified automatically now see a confirmation screen directing them to proceed to the FAFSA with no further steps.1Federal Student Aid. The Department of Education has said it is building a secure system for accepting and reviewing identity documents that does not depend entirely on manual review by Department staff. It is planned for the 2026–27 cycle. If the new process launches mid-cycle, the Department will notify affected accounts. In the meantime, no restricted status is applied to accounts of contributors without an SSN who could not be verified through TransUnion.5Federal Student Aid. Entering a Foreign Name So It Doesn’t Bounce

Name mismatches are one of the most common reasons account creation fails for contributors without an SSN. Federal systems generally accept only the Roman alphabet with no special characters.

If your name contains accented letters, substitute the closest English equivalent. Ü becomes Ue, Ñ becomes N, Ä becomes Ae, and ß becomes SS.6Study in the States. Name Standards For a hyphenated surname like García-López, drop the hyphen and use a space: Garcia Lopez. The safest approach is to enter your name exactly as it appears in the machine-readable zone of your passport, since that version already strips special characters and replaces hyphens with spaces. If the machine-readable zone and the printed name differ, match the machine-readable zone.

Documents Worth Having Ready

Even though you cannot submit anything right now, the Department has published the list of identification documents that will apply when the new verification system opens. Gathering them now saves time later. They fall into two groups.

Group A: One Document Is Enough

Any one of these valid, unexpired documents satisfies the requirement on its own:

  • U.S.-issued: state driver’s license or ID card, U.S. passport or passport card, military ID, or a Permanent Resident Card (green card)
  • Foreign-issued: foreign passport or passport card, or a Consular ID Card (Matricula Consular)
  • Other federal: U.S. Border Crossing Card, Native American Tribal ID, Certificate of Naturalization, Employment Authorization Document, or documents reflecting Temporary Protected Status eligibility1Federal Student Aid. Group B: Two Documents, One With a Photo

If nothing in Group A is available, you can combine two documents from a broader list, and at least one has to include a photo. Qualifying items include a foreign driver’s license, a birth certificate from any country, a municipal or community ID card, a voter registration card, an ITIN letter from the IRS, a school or employee ID, insurance documents, a utility bill, or a pay stub. A rental agreement signed by both landlord and tenant counts. So does a car registration or a W-2. A passport or consular ID that expired within the past two years also qualifies in this group.1Federal Student Aid. What Happens to Your Information

FAFSA data is protected under the Privacy Act of 1974 and the Family Educational Rights and Privacy Act (FERPA), which restrict the Department of Education to using the information for determining financial aid eligibility. Contributors who go through TransUnion verification get an added layer: TransUnion can only use the data it receives from the Department for identity verification, cannot retain it, and cannot share or sell it.3Federal Student Aid. How To Submit the FAFSA Form if Your Contributor Doesn’t Have a Social Security Number

Whether FAFSA data could be accessed for immigration enforcement is a question without a clean legal answer. As of late 2025, there were no reported cases of a parent or contributor facing enforcement action based on FAFSA information, and no publicly announced plans to use the data that way. Families with concerns sometimes consult an immigration attorney before filing. The student’s aid eligibility, if they qualify, is not affected by a parent’s immigration status.

A Parent’s Lack of SSN Does Not Disqualify the Student

If the student is a U.S. citizen or eligible noncitizen, they can receive Pell Grants, federal student loans, and work-study funds regardless of a parent’s citizenship or immigration status. The parent is a contributor providing financial information, not an applicant for benefits.

The reverse does not hold. Undocumented students, including DACA recipients, are not eligible for federal student aid. They may still qualify for state aid, institutional scholarships, or private scholarships, and their school’s financial aid office can say whether completing the FAFSA is the right path or whether a separate state application fits better.3Federal Student Aid. If You File Taxes in Another Country

Contributors who file taxes outside the United States cannot use the FAFSA’s automatic IRS data retrieval. You will enter income and tax figures manually. You are still required to provide consent for the Department to use your tax data, even though nothing will actually be pulled from the IRS.7Federal Student Aid. FAFSA Simplification Act Changes for Implementation in 2024-25 Keep your foreign tax documents in front of you before you start, because the manual entry section asks for specific figures that are hard to recall from memory.

Start Before the Student Does

The student cannot submit the FAFSA until every required contributor has logged in and completed their section. If you are a parent or spouse without an SSN, create your StudentAid.gov account first. The federal FAFSA deadline for 2026–27 runs through June 30, 2027, but many states and schools distribute aid first-come, first-served with priority deadlines months earlier. Starting now means a verification snag, a name entry problem, or an email confirmation delay doesn’t collide with a deadline that matters more than the federal one.
