An ADA compliance checklist is a room-by-room survey tool that lets you measure your building against Title III of the Americans with Disabilities Act and document what passes, what fails, and what to fix first. The ADA National Network publishes a free one at adachecklist.org in PDF, fillable Word, and plain-text formats, organized by the Department of Justice’s recommended priority order and broken into separate files so you can split the work across visits or team members.1ADA Checklists for Existing Facilities. Survey – ADA Checklists for Existing Facilities Private businesses like restaurants, hotels, and retail stores are required to remove architectural barriers in existing facilities whenever doing so is “readily achievable” — easily accomplished without significant difficulty or expense.2ADA.gov. ADA Checklist for Existing Facilities Working through the checklist in order is the most reliable way to find what needs fixing and prove you’re paying attention.
What You Need Before You Start
Get four things together: a 25-foot metal tape measure, a digital level for checking slopes, a pressure gauge (sometimes called a door-force gauge) for interior doors, and a clipboard or tablet for recording each measurement as compliant or non-compliant. Every reading you take should reference the specific section of the 2010 ADA Standards for Accessible Design, so an architect or contractor can go straight to the requirement later.
The DOJ’s Title III regulations recommend fixing barriers in a specific sequence rather than jumping to whatever seems most visible:
- Priority 1 covers the approach and entrance: getting from parking, sidewalk, or transit to the front door.
- Priority 2 covers access to goods and services inside the building — display racks, counters, signage, interior door widths.
- Priority 3 covers restrooms.
- Priority 4 covers remaining features like drinking fountains and telephones.3eCFR. 28 CFR 36.304 – Removal of Barriers
Work in that order. A compliant restroom does no good if a wheelchair user can’t get through the front door.
Parking and the Route to the Building
Start in the parking lot. The 2010 Standards set the minimum number of accessible spaces by lot capacity: a 25-space lot needs at least one accessible space, and a lot of 26 to 50 spaces needs two.4ADA.gov. Accessible Parking Spaces Count each lot or garage separately instead of pooling totals across the site.
Standard accessible spaces must be at least 96 inches wide. Van-accessible spaces need 132 inches. Both require an adjacent access aisle at least 60 inches wide, striped so other drivers won’t park in it.4ADA.gov. Accessible Parking Spaces Put your digital level on the parking surface and the aisle. Slopes cannot exceed 1:48 (about 2%) in any direction. A surface that looks flat can still fail this test after years of settling or repaving, so measure it.
From the accessible space to the door, the route must be stable, firm, and slip-resistant. Any ramp along the way must have a running slope no steeper than 1:12.5U.S. Access Board. Anything that could trap a caster wheel is a barrier worth listing, because “readily achievable” removal covers practical hazards, not just dimensional failures.
The Entrance and Door Hardware
Open the primary entrance door to 90 degrees and measure the clear width from the face of the door to the opposite stop. It must be at least 32 inches.6U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 4: Entrances, Doors, and Gates If the doorway is deeper than 24 inches, which is common with vestibules or thick walls, the minimum increases to 36 inches.
Handles, locks, and latches must be operable with one hand and without tight grasping or twisting. Round doorknobs fail. Lever handles and push bars pass. Run your pressure gauge on every interior hinged door: the force to push or pull it open cannot exceed five pounds, though this limit does not apply to the initial force needed to retract a latch.7UpCodes. 2010 ADA Standards – 404.2.9 Door and Gate Opening Force Fire doors are governed by the local fire authority and may require more force. Note them separately on the checklist.
Check thresholds. Maximum height is half an inch, and anything over a quarter inch needs a beveled edge so wheels and toes don’t catch.8ADA.gov. 2010 ADA Standards for Accessible Design Finally, confirm the maneuvering clearance on both the pull side and the push side of the door is free of furniture, planters, and sandwich boards.
Interior Routes, Signage, and Counters
Inside, the accessible route must maintain a continuous clear width of at least 36 inches. It can narrow to 32 inches at pinch points like doorways, but only for a maximum distance of 24 inches before returning to full width.9U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 4: Accessible Routes Walk the path a customer would take from the entrance to every service area, measuring as you go. Merchandise displays, coat racks, and temporary signage are the usual reasons a route that passed on opening day now fails.
Wall-mounted objects deserve their own pass. Any object with a leading edge between 27 and 80 inches above the floor cannot protrude more than 4 inches from the wall.10U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 3: Protruding Objects Fire extinguishers, display cases, and mounted planters are typical offenders. Objects below 27 inches sit within cane-sweep range, and objects above 80 inches leave headroom. The danger zone is the middle.
Signage
Signs identifying permanent rooms — restrooms, stairwells, exits, room numbers — must include raised characters and Grade 2 Braille. Mount them so the baseline of the lowest tactile character sits between 48 and 60 inches above the floor, and place them on the wall beside the door on the latch side.11U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 7: Signs If the sign is on the door itself, opening the door swings it out of reach.
Service Counters
At checkout lanes, reception desks, and service windows, at least part of the counter must be no more than 36 inches high and at least 36 inches long.12U.S. Access Board. Americans with Disabilities Act – Chapter 9: Built-In Elements If the approach is from the front rather than the side, the lowered section only needs to be 30 inches long, but it must include knee and toe clearance underneath.
Restrooms
Restrooms collect the most checklist deficiencies because the tolerances are tight and even small renovations can throw them off. Start by confirming the room allows a 60-inch-diameter turning circle. Then measure the toilet: the centerline must be 16 to 18 inches from the nearest side wall, and the seat must sit between 17 and 19 inches above the finished floor.13U.S. Access Board. The side wall grab bar must be at least 42 inches long, mounted no more than 12 inches from the rear wall, and extend at least 54 inches in front of the toilet. The rear wall grab bar must be at least 36 inches long, extending at least 12 inches on one side of the toilet centerline and 24 inches on the other. Grab bars must withstand 250 pounds of force. Sinks can be mounted no higher than 34 inches from the floor to the rim or countertop, whichever is higher.14U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 6: Lavatories and Sinks Knee and toe clearance underneath must accommodate a forward approach, so check for drain pipes that intrude on the space. Exposed hot-water and drain pipes need insulation or a protective panel to prevent burns and abrasion for someone seated close.
Do You Need an Elevator
Not every building does. Federal law exempts facilities that are fewer than three stories tall or have less than 3,000 square feet per story, unless the building is a shopping center, a shopping mall, or the professional office of a health care provider.15Office of the Law Revision Counsel. 42 U.S. Code 12183 – New Construction and Alterations in Public Accommodations Those three categories must have an elevator regardless of size. If your building qualifies for the exemption, note it on the checklist and move on, but every level reachable without an elevator still has to be fully accessible.
If You’re Renovating: The 20% Rule and Safe Harbor
Alter a primary function area — the part of the building where your main business happens — and you also have to make the path of travel to that area accessible. That covers the route, doors, restrooms, drinking fountains, and telephones serving the altered space. The cost obligation caps at 20% of the overall renovation cost; spending beyond that is treated as disproportionate, and you can stop.8ADA.gov. 2010 ADA Standards for Accessible Design When the cap kicks in, the DOJ’s priority order tells you where the 20% should go: entrance first, then goods and services, then restrooms.
A separate “safe harbor” protects elements that already met the 1991 ADA Standards before March 15, 2012. If a feature was fully compliant under the old standards, you don’t have to retrofit it to the 2010 Standards until you alter or replace it for another reason. Safe harbor doesn’t apply to building types the 1991 Standards never covered, such as play areas, swimming pools, and amusement rides.
Tax Credits and Deductions That Offset the Work
Two federal tax provisions can reduce what accessibility improvements cost you, and they’re worth calculating before you finalize a remediation budget.
The Disabled Access Credit under IRC Section 44 covers 50% of eligible expenditures between $250 and $10,250, for a maximum annual credit of $5,000. To qualify, your business must have earned $1 million or less in revenue or had no more than 30 full-time employees during the prior year.16Office of the Law Revision Counsel. 26 U.S. Code 44 – Expenditures to Provide Access to Disabled Individuals Eligible expenses include removing barriers, providing interpreters, and acquiring adaptive equipment.
The Architectural Barrier Removal Deduction under IRC Section 190 lets any business, regardless of size, deduct up to $15,000 per year for expenses to remove architectural and transportation barriers at a facility.17Office of the Law Revision Counsel. 26 U.S. Code 190 – Expenditures to Remove Architectural and Transportation Barriers Small businesses that qualify for both can use the Section 44 credit on the first $10,250 of costs and the Section 190 deduction on additional costs in the same year.
What Noncompliance Costs
ADA Title III is enforced by the Department of Justice and by private lawsuits. Federal law doesn’t require a plaintiff to send a warning letter before suing, so the first indication of a problem may be a complaint filed in federal court. The lawsuit can seek injunctive relief (a court order to fix the barrier) and attorneys’ fees, but not monetary damages to the plaintiff under Title III. The DOJ can pursue civil penalties on top of that. Under the 2025 inflation adjustment, the maximum first-violation penalty is $118,225, and a subsequent violation is $236,451.18Federal Register. A completed checklist won’t immunize you from a lawsuit, but it shows good faith and creates a record that you’re actively identifying and removing barriers. The “readily achievable” standard weighs your resources against the cost of the fix, so documenting both the barrier and the projected remediation cost is useful evidence if compliance is challenged.2ADA.gov. ADA Checklist for Existing Facilities Rerun the checklist once a year. Surfaces deteriorate, furniture migrates into clearance zones, and the penalty ceilings climb with inflation.
