How to Cancel MEPCO: Withdrawal Form, Conditions, and Process

To cancel your file with Alberta’s Maintenance Enforcement Program, submit a written withdrawal request through the MEP Portal or by mail to the Edmonton office. Only the party who originally registered the maintenance order can make this request, and MEP will not close the file if money is owed to the government or if the recipient is receiving Income Support.1Alberta.ca. Who Can File the Withdrawal

The right to withdraw belongs to whoever registered the maintenance order with MEP in the first place. Usually that is the creditor, the person entitled to receive support. If the creditor registered, only the creditor can close the file. The debtor cannot force a withdrawal without the creditor’s agreement or a court order changing the underlying support arrangement.1Alberta.ca. MEP – Forms

Less commonly, a debtor who originally filed the maintenance order with MEP can submit a withdrawal request on their own. Alberta’s Maintenance Enforcement Act allows this, though it rarely comes up in practice.2CanLII. Maintenance Enforcement Act, RSA 2000, c M-1

Two Conditions That Will Block Closure

Even if you have standing, MEP will refuse to close the file in two situations.

The first is any money owed to the government. If the creditor has received Income Support and the province has a claim against the debtor to recover those public funds, the government treats itself as a creditor and will not release its enforcement tools until the debt is paid in full.3Government of Alberta. The second is a creditor currently receiving Income Support, whether or not any Crown debt has accumulated. As long as public benefits are flowing to the creditor’s household, MEP keeps its enforcement interest open.4Government of Alberta. There is no workaround short of clearing the Crown debt and confirming the creditor is off Income Support.

How to Submit the Request

What Happens After You Submit

MEP staff review the file to confirm no Crown debt exists and the creditor is not receiving Income Support. Closure is processed only once those conditions are satisfied.4Government of Alberta. Expect some waiting, especially if the file has a complicated enforcement history or benefit status needs verifying.

When closure is approved, MEP notifies both parties. Active enforcement measures do not lift automatically. A garnishment already issued to the debtor’s employer stays in effect until MEP sends a separate notice ending it, and the same applies to driver’s licence restrictions or other sanctions. Several weeks can pass between the official closure date and the point where every enforcement action is actually unwound.

The Support Order Does Not End

Withdrawing from MEP does not cancel the court-ordered support obligation. The maintenance order remains legally binding and fully enforceable whether MEP is involved or not.6Administration for Children & Families. A creditor still has the legal right to receive them.

What changes is collection. Without MEP, the creditor loses access to the program’s enforcement tools: wage garnishments, licence suspensions, and federal payment interceptions. If the debtor stops paying after the file closes, the creditor’s options are limited to going back to court or re-registering. Creditors should weigh that carefully before withdrawing, particularly where there is any history of missed payments.

Re-Registering If Things Fall Apart

If private arrangements break down, you can re-register the maintenance order with MEP. First-time registration is free, but reopening a previously closed file may involve a fee. There is no published waiting period. In practice, though, any arrears that built up while the file was closed will need to be documented and filed with the court before MEP can enforce them, which adds time and legal costs. If there is real risk of missed payments, staying enrolled is usually the safer choice.
