To calculate a carbon tax, multiply your total greenhouse gas emissions, expressed in metric tons of CO2 equivalent, by the tax rate per ton set by the jurisdiction that covers your operations. The full formula is (fuel quantity × emission factor) × global warming potential adjustment = total CO2e, then total CO2e × tax rate = liability. The arithmetic is straightforward. The work sits in measuring fuel consumption accurately, matching each fuel to its correct emission factor, and converting methane and nitrous oxide into their CO2-equivalent values before you apply the rate.
Step One: Pull Your Fuel Consumption Numbers
Start with fuel records for the reporting period, usually a calendar year. You need the total quantity of every fossil fuel burned at your facilities: therms or cubic feet of natural gas from monthly utility bills, gallons or barrels of diesel and heating oil from purchase invoices, tonnage of coal by grade from delivery receipts. Each fuel type gets its own line because emission factors differ substantially from one fuel to the next.
Separate direct combustion from purchased electricity. Diesel burned in a boiler you own is a direct emission from your site. Electricity you buy from the grid produces emissions at the power plant, not at your facility. Most carbon tax programs cover only direct combustion, though some also reach the emissions embedded in purchased power. Step Two: Apply the Right Emission Factor
An emission factor tells you how much CO2, methane, and nitrous oxide a given fuel releases per unit of energy or weight. The EPA publishes default factors in its GHG Emission Factors Hub, updated annually, covering dozens of fuels from anthracite coal to used motor oil.2U.S. Environmental Protection Agency. Distillate fuel oil no. 2, the standard grade of diesel, illustrates the pattern. The EPA’s 2025 table lists 73.96 kilograms of CO2, 3.0 grams of CH4, and 0.60 grams of N2O per million British thermal units (mmBtu) of heat content.3Environmental Protection Agency. Factors vary significantly across fuels. Bituminous coal produces 93.28 kg of CO2 per mmBtu; propane produces 62.87 kg per mmBtu.3Environmental Protection Agency. Step Three: Convert Methane and Nitrous Oxide to CO2e
Methane and nitrous oxide trap far more heat per molecule than CO2, so a ton of either does more atmospheric damage than a ton of carbon dioxide. Global Warming Potential (GWP) values put every greenhouse gas on the same scale by expressing its warming impact relative to CO2 over 100 years. Multiply the mass of each non-CO2 gas by its GWP to get its CO2 equivalent, then sum everything for a single total.

The Sixth Assessment Report (AR6) revised methane from fossil sources up to 29.8 and nitrous oxide to 273.5GHG Protocol. Check the program’s rules rather than defaulting to the newer numbers, because regulators don’t always adopt updated GWP values right away.
Step Four: Multiply by the Tax Rate
The simplest carbon tax charges a flat dollar amount per ton of CO2e. One multiplication and you have your liability. Many programs build in scheduled annual increases so the incentive strengthens over time. Canada’s federal carbon price rises by $15 per metric ton each year through 2030.6Government of Canada. Some programs use tiered structures where the rate jumps once emissions cross a threshold. A tiered system might charge $30 per ton on the first 5,000 metric tons and $60 per ton on everything above that, so the arithmetic becomes (5,000 × $30) + (excess tons × $60). Applying last year’s rate to this year’s emissions creates underpayment. Programs with escalator clauses publish their trajectories in advance.
A Full Worked Example
Suppose a facility burns 10,000 mmBtu of distillate fuel oil no. 2 in a calendar year, and the applicable tax rate is $50 per metric ton of CO2e. Using the EPA’s emission factors:
- CO2: 10,000 mmBtu × 73.96 kg/mmBtu = 739,600 kg = 739.6 metric tons.
- CH4: 10,000 mmBtu × 3.0 g/mmBtu = 30,000 g = 0.03 metric tons × 28 GWP = 0.84 metric tons CO2e.
- N2O: 10,000 mmBtu × 0.60 g/mmBtu = 6,000 g = 0.006 metric tons × 265 GWP = 1.59 metric tons CO2e.
- Total CO2e: 739.6 + 0.84 + 1.59 = 742.03 metric tons.
- Tax liability: 742.03 × $50 = $37,101.50.
CO2 accounts for over 99% of the total in this case. Methane and nitrous oxide barely move the number for liquid fuel combustion. For coal mining, livestock, or landfill operations, the methane share would be much larger and the GWP conversion would carry real weight. If You’re Under Cap-and-Trade Instead
Cap-and-trade systems price emissions too, but the calculation differs at the final step. A carbon tax fixes the price per ton and lets total emissions float. Cap-and-trade fixes the total quantity of allowed emissions and lets the price float: the government issues a limited number of allowances, companies buy them at auction or trade them on a secondary market, and the price moves with supply and demand.
The underlying emissions math is identical. You still measure fuel consumption, apply emission factors, and convert to CO2e. What changes is that you multiply by the market price of allowances rather than a fixed statutory rate, and you won’t know that price until you actually buy them. What This Means for U.S. Operations
The United States has no federal carbon tax in 2026. The Congressional Budget Office notes that while the federal government imposes a fee on certain methane emissions from oil and gas operations, “emissions of CO2 and most other greenhouse gases are not taxed.”8Congressional Budget Office. That doesn’t eliminate carbon pricing exposure. A northeastern regional cap-and-trade program covers power plant emissions, and a separate program operates on the West Coast. Large emitters must still calculate and report their emissions under the EPA’s Greenhouse Gas Reporting Program if they cross the threshold of 25,000 metric tons of CO2e per year.9Environmental Protection Agency. The EU’s Carbon Border Adjustment Mechanism entered its definitive phase on January 1, 2026.
