To become a GSA vendor, you apply for a spot on the Multiple Award Schedule (MAS), a long-term contract that lets federal agencies buy from you without running a new competitive bid each time. The path runs from a SAM.gov registration and eligibility check, through mandatory training and a detailed offer package, to negotiation with a GSA Contracting Officer. Do You Qualify
GSA expects at least two years of corporate experience providing the products or services you want to sell on the Schedule. Calendar time in business isn’t enough on its own; you need documented, relevant work. You’ll also produce two years of financial statements — balance sheets and income statements — to show you can carry the obligations of a federal contract.2U.S. General Services Administration. Newer companies aren’t shut out. If you sell physical products, every item on your contract must comply with the Trade Agreements Act. Each product must be manufactured or substantially transformed in the United States or a designated country. The designated list covers nations under the WTO Government Procurement Agreement, Free Trade Agreements, least developed country agreements, and Caribbean Basin agreements.3Acquisition.gov. 52.225-5 Trade Agreements China, India, and Russia don’t appear on any of those categories, so goods made there are ineligible. Small business status is not a requirement to become a vendor, but it opens doors. Purchases between the micro-purchase threshold and the simplified acquisition threshold are automatically set aside for small firms when at least two qualified vendors can deliver at a fair price.5U.S. General Services Administration. Set-Asides and Special Interest Groups Designations such as 8(a), HUBZone, Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business unlock further opportunities that larger competitors can’t pursue. Whether your company counts as “small” depends on the SBA size standard for your NAICS code, expressed either as maximum annual receipts averaged over five fiscal years or maximum employees averaged over 24 months.6eCFR. Register at SAM.gov and Get a Digital Certificate
Everything starts at SAM.gov. Registering your entity produces a Unique Entity ID, the identifier the federal government now uses across all programs. Your SAM.gov record also establishes the electronic funds transfer link for government payments. The bank account name has to match your legal business name exactly. Mismatches are one of the most common causes of payment delays and administrative rejections, so verify every field before you submit.
While you’re in SAM.gov, identify the NAICS codes that match the products or services you plan to sell. These codes tell federal buyers what industry you’re in and drive market research on their end. Submitting your offer requires a digital certificate that verifies your identity when you sign documents in GSA’s eOffer system. GSA currently accepts certificates from two providers, IdenTrust and Operational Research Consultants (ORC). You need a Level 3 “Business Certificate,” which ties the individual signer to the company.10GSA. Pick Your Category and Complete Pathway to Success
GSA organizes the Multiple Award Schedule into Large Categories such as Information Technology, Professional Services, Facilities, and Security and Protection. Within each are subcategories and Special Item Numbers (SINs) that define what you can sell. All offers go in under the consolidated MAS solicitation, number 47QSMD20R0001.12GSA. Published Schedules Choosing the wrong category or SIN is one of the fastest ways to get an offer sent back for correction.
Before you can submit anything, you have to finish the Pathway to Success training, offered live or online. It covers what a GSA-specific business plan looks like, what competing in the federal marketplace demands, and the compliance obligations that come with the contract. Build the Offer
The offer has two big pieces: a technical proposal that proves you can perform, and a pricing package that proves the government is getting a fair deal.
Technical Proposal
GSA evaluates the technical proposal against four factors set out in the solicitation. Three of the named factors are corporate experience, quality control, and relevant project experience.14U.S. General Services Administration. Vague, generic narratives get rejected; write as if you’re explaining to a skeptical buyer exactly why your company is qualified, with concrete project examples and measurable outcomes.
Commercial Sales Practices and Pricing
The Commercial Sales Practices format (CSP-1) is where you disclose your total sales volume over the previous 12 months, identify your most favored customers, and lay out the best discounts you offer them, broken down by customer category, quantity thresholds, FOB terms, and any concessions. You also state whether the government’s discount is equal to or better than the best price any commercial customer gets.
The Price Proposal Template then walks line by line through every product, labor category, or training course you want on the contract. For products, you list commercial prices, your most favored customer discount, and your offered GSA price. For services, you describe each labor category by minimum education, years of experience, and duties, and price it the same way.15GSA. Submit Through eOffer and Negotiate
Once your package is complete, you upload it to eOffer and sign with your digital certificate. A Procurement Analyst runs an initial check for missing fields or attachments. Incomplete packages come back before a Contracting Officer ever sees them. Applications that clear the administrative screen move to a Contracting Officer for full technical and financial evaluation.
Negotiation is where most of the back-and-forth happens. The Contracting Officer asks clarifying questions on your pricing, challenges rates that seem out of step with your commercial discounts, and pushes for terms that protect the government. This is standard, not adversarial. You justify your prices using the commercial sales data you already disclosed, and the two sides settle on final price, terms, and scope.
Three to six months is the usual range from submission to award, but complex offers or incomplete packages stretch well past six.1U.S. General Services Administration. Most delays trace back to missing documents, weak technical narratives, or pricing that doesn’t line up with the CSP-1 disclosures.
What Happens After Award
The award package gives you a GSA contract number, but the contract isn’t functionally active until your products or services appear on GSA Advantage, the online catalog where federal buyers actually shop.17U.S. General Services Administration. Until the catalog is uploaded and your Contracting Officer approves it, buyers can’t find you on GSA Advantage or the eBuy system.18U.S. General Services Administration. Holding a Schedule contract does not put orders in your inbox. You still market your services, respond to RFQs on eBuy, and build relationships with agency buyers. The contract is a license to compete, not a guarantee of revenue.
Staying on the Contract
Every MAS contractor reports transactional data monthly through GSA’s Sales Reporting Portal. The deadline is 30 days after the end of each month, with line-item detail on up to 16 data elements per sale. Months with zero sales still require a report.19U.S. General Services Administration. GSA also expects a minimum level of business. You need $100,000 in reported sales during the first five-year base period and $125,000 during each subsequent five-year option period, or GSA won’t renew.18U.S. General Services Administration. Requirements After Getting a MAS Contract That’s roughly $20,000 to $25,000 a year. Not a high bar for an active contractor, but one that catches vendors who win a contract and then neglect it.
A MAS contract runs a five-year base period, with up to three additional five-year option periods for a potential 20-year lifespan. Options aren’t automatic; GSA reviews performance and sales history before extending each one. Changes to your offerings during that time — adding or removing SINs, updating products or labor categories, adjusting prices, or changing administrative details — go through GSA’s eMod system and require your Contracting Officer’s approval and a current digital certificate.20GSA.
