How to Become a Citizen of Belize: Residency, Fees, and Oath

To become a citizen of Belize, most foreign nationals follow a two-stage path: obtain permanent residency, then live in the country for five continuous years before applying for citizenship by registration. Marriage to a Belizean or descent from a Belizean parent or grandparent opens shorter routes. Belize recognizes dual citizenship in most cases, so you likely won’t have to give up the passport you already hold.

Start With Permanent Residency

You cannot apply for citizenship by registration until you hold permanent resident status, and you cannot apply for permanent residency until you have lived legally in Belize for at least one year. During that qualifying year, your total time outside the country cannot exceed 14 days.1Ministry of Immigration, Belize. Residence Qualify

You will also need to show you can support yourself and any dependents. Employees provide bank statements, an employer letter, and Social Security contribution records; self-employed applicants provide business licenses and a recent tax assessment from the Belize Tax Service.2Ministry of Immigration, Belize. Permanent Residence Requirements

Permanent residency fees depend on your nationality and are charged in Belize dollars, which are pegged 2:1 to the U.S. dollar. CARICOM nationals pay BZD $1,000; Central Americans, Mexicans, and Dominicans pay BZD $1,500; Commonwealth nationals pay BZD $3,000; other nationalities pay BZD $4,000; and Europeans pay BZD $6,000. Minors pay half.3Ministry of Immigration, Belize. Residence Fees

The Five-Year Residency Requirement

Under Section 10 of the Belizean Nationality Act, you qualify for citizenship by registration if you are of full age and sound mind, have been ordinarily resident in Belize for five continuous years immediately before your application date, and intend to keep living in Belize.4International Labour Organization. Belize Code Chapter 161 – Belizean Nationality Act The five-year clock starts from the date you establish legal residency, not from your first tourist visit.

What Belize calls “registration” is what most other countries call naturalization. The Minister of Immigration keeps discretion to refuse an application even when the residency threshold is met. Grounds for refusal include poor character, a criminal conviction resulting in 12 months or more of imprisonment, bankruptcy, activities considered prejudicial to Belize’s safety, or an inability to support yourself financially.4International Labour Organization. Shorter Routes: Marriage and Descent

Marriage to a Belizean

If your spouse was born in Belize or acquired Belizean citizenship before you married, you can apply after one year of marriage.5Ministry of Immigration, Belize. Citizenship – Do I Qualify You must also have lived in Belize for at least one year immediately before applying.4International Labour Organization. Belize Code Chapter 161 – Belizean Nationality Act Immigration officers look for signs a marriage exists only on paper, so the relationship needs to hold up to scrutiny.

Descent From a Belizean Parent or Grandparent

You can claim citizenship by descent if you were born outside Belize and at least one parent is a Belizean citizen. The same route covers people born outside Belize before Independence Day (September 21, 1981) who have at least one Belizean grandparent, and women who married a Belizean husband before that date.5Ministry of Immigration, Belize. Citizenship – Do I Qualify Descent does not require you to live in Belize first, and the fee is substantially lower than the registration route.

Documents You Need to Gather

For citizenship by registration, prepare the following:

  • Form N1 for adults, or Form N3 for minors.6Ministry of Immigration, Belize. Citizenship Application Forms
  • Four passport-sized photos (2×2 inches, white background, front-facing, no sleeveless clothing).
  • Your Permanent Residence Card or passport stamp confirming PR status.
  • Your current passport, plus any previous passports needed to document your residency timeline.
  • Police clearances from Belize and from any country where you’ve lived for six months or more.7Ministry of Immigration, Belize. Citizenship Requirements
  • A Preliminary Medical Examination Form signed and stamped by a licensed practitioner in Belize, plus HIV and VDRL test results.
  • Your original birth certificate, with a certified English translation if it was issued in another language.
  • Photo identification for two Belizean citizens who will act as your referees.
  • Financial evidence: bank statements, employment letters, or other proof you can support yourself.
  • Marriage certificate, if applying through the marriage route.
  • A declaration of renunciation, if your home country requires one.

Bring originals alongside copies. Anything not in English needs a certified translation. If children are included on your application, each needs their own passport, photos, and medical exam; children 12 and older also need their own Belize police record and HIV/VDRL results, plus a school letter (or a letter from the Ministry of Education if homeschooled). Where only one parent applies, the other must sign a letter of authorization with photo ID, or the applying parent must show sole legal custody.7Ministry of Immigration, Belize. U.S. citizens should also request an FBI Identity History Summary Check, which costs $18 whether submitted electronically or by mail. Requests are handled in the order received, so start early.8Federal Bureau of Investigation. Identity History Summary Checks Frequently Asked Questions

Fees

Citizenship fees themselves are modest, especially compared to what you already paid for permanent residency. Registration costs BZD $300 (about USD $150), payable only after the application is approved. Descent costs BZD $40 (about USD $20), payable at submission.9Ministry of Immigration, Belize. Submitting, the Interview, and the Oath

File your application with the Immigration and Nationality Department in Belmopan, at another Immigration Office within Belize, or through a Belizean diplomatic mission abroad.10Embassy of Belize in the United States of America. Nationality Application Requirements

Expect an interview at the same office within roughly two weeks of submission. Bring your acceptance receipt and passport, and have your two Belizean referees show up with their identification. They need to have known you (and, in marriage cases, your spouse) for at least a year.11Ministry of Immigration, Belize. Citizenship Process by Registration

The application then moves through background checks and ministerial review. Timelines vary widely, from several months to over a year, and applications filed from abroad tend to take longer. Once approved, you pay the BZD $300 fee and attend a swearing-in ceremony, where you take the oath of allegiance and receive your Belize Nationality Certificate. With that certificate, you can apply for a Belizean passport. First-time applicants born outside Belize need to present the original Nationality Certificate, a valid Belizean photo ID (such as a Social Security card or voter registration card), one passport-sized photo, and the completed passport form.12Ministry of Immigration, Belize. How Citizenship Can Be Lost

Citizenship acquired by registration is not unconditional. Two rules deserve particular attention. First, if you live outside Belize for five or more consecutive years after registering, you lose your citizenship automatically. Exceptions cover government employees posted abroad, students at foreign institutions, people abroad for health reasons, and those residing with a spouse who holds Belizean citizenship by descent.4International Labour Organization. Belize Code Chapter 161 – Belizean Nationality Act If you plan to split time between countries, that clock matters.

Second, the Minister of Immigration can revoke citizenship if it was obtained by fraud or concealment, if you are convicted of an offense carrying 12 or more months of imprisonment within five years of registration, if you live in a country of your former nationality for two or more years without maintaining a substantial connection to Belize, if you pledge allegiance to a foreign country, or if your conduct is deemed detrimental to Belize.4International Labour Organization. Dual Citizenship

Belize recognizes dual citizenship in most cases. Two exceptions apply. If you previously held Belizean citizenship by descent and renounced it, you cannot hold dual citizenship on reapplying and would need to renounce your other nationality. And citizens of any country that does not recognize Belize’s independence, sovereignty, or territorial integrity cannot hold both.

Your home country’s rules are a separate question. Some governments require you to renounce their nationality when you acquire another; Indian nationals, for example, are generally expected to file a declaration of renunciation. Check before you apply.

A Note on the Qualified Retired Persons Program

The Qualified Retired Persons (QRP) program is often mentioned alongside Belizean citizenship, but it is not a citizenship pathway. QRP is a temporary permit for people at least 40 years old with a retirement income of at least USD $2,000 per month from a source outside Belize, and it must be renewed annually.13Belize Tourism Board. Retirement Program It does not confer permanent residency, and the five-year residency requirement for citizenship by registration still applies in full.
